Re:Resolution #63-2002 Creation of Community Development Authority (CDA)
In 2002 prior to the County and City Janesville Road reconstruction project, the above Resolution was
adopted to create the CDA for the purpose of blight elimination and prevention, slum clearance and
prevention, urban renewal and development, and community development and redevelopment projects in
support of healthful homes, decent living environment, adequate places of employment and increase the
general property tax base.
Significant development has occurred since 2002. Some of which is due to the reconstruction and
beautification of Janesville Rd, improved economic conditions, and residential growth in the City
changing and improving the market base.
Tax Incremental Districts have closed or are near closing having served their purpose of new
development or redevelopment. TID #9 is the next to close.
The CDA has not had the need to meet in recent years with development having occurred and TID
closures. It is neither desirable nor practical to have a commission or committee in place that does not
actively meet. It is my recommendation and that of the city staff that CDA be dissolved until such time as
needed in the future. Additionally, at that time the Council could consider a subset committee of Plan
Commission to serve as the CDA which might make more sense. But that is a discussion and decision for
the future.
