COMMUNICATIONS OLD BUSINESS NEW BUSINESS Memorial Bench Donation - Park Arthur Ald. Hammel made a motion to approve the memorial bench donation located in Park Arthur. Barb Erdmann seconded. Motion passed unanimously. Sewer Easement Denoon Park - The Waters of Lake Denoon Terri Boyer made a motion to approve the sewer easement in Denoon Park for the Waters of Lake Denoon. Barb Erdmann seconded. Motion passed unanimously. Land Dedication - The Waters of Lake Denoon Ald. Hammel made a motion to approve the land dedication from the Waters of Lake Denoon subdivision and the waiving of the Park Land Dedication fee in the amount of $1,881/per lot). Terri Boyer seconded. Nathan has worked with the Historical Society to find 2 possible locations for the bricks to be placed. The Committee must decide on a location based on his 2 options. Attached are maps and layouts for your consideration. On the preliminary plat, Outlot 3 will be dedicated to the City of Muskego for park purposes. Outlot 3 is approximately the same size as presented to the park and conservation committee in Spring 2018. Provided is a list of items that DPW has worked on and continues to work on with regards to the park. This is the third full year of DPW taking over the parks. Each year staff is becoming more knowledgeable and efficient on what needs to be done at each park. Currently, DPW staff is doing an assessment of all the parks and park buildings. The DPW will use this assessment to come up with a plan to make sure we are doing the yearly park maintenance and a thorough 5 year capital plan. • DPW took over the field prep for baseball games in 2018 due to no bidders for the project • DPW Sprayed all baseball infields for weed control • DPW continues to cut grass throughout the parks • DPW continues to prune trees as necessary in parks and along trails. A major task that has started will be the removal of dead ash trees. Additionally, DPW will need to start planting replacement trees. This process will take several years to complete. • DPW continues to maintain beaches, public access points and boat launches at Little Muskego Lake, Big Muskego Lake, and Lake Denoon. • One DPW staff is assigned full time to check and provide maintenance to park buildings from Spring 2018 to Fall 2018. • DPW staff provides snow removal for all city owned buildings including 36 miles of rec trail • DPW staff provides all the set up and take down for the 4 beer gardens held at Veterans Park • DPW staff has/will install all new signage in the parks and along trails • DPW staff maintains and fixes all boardwalks at Denoon and Veterans Park • DPW staff cleaned out the old Parks Building on Pioneer getting it ready to be sold • DPW staff demolition the old Jensen Park Building • DPW Staff will install new wood at Moorland Park for the Skateboard Ramps • DPW staff assisted in the following capital projects: Kurth Tennis Courts, Disc Golf, Sand Hill Park playground installation • DPW staff assisted with camera installation at Idle Isle, Park Arthur, and Moorland Park • DPW staff assisted in the prep work for the July 3rd Firework celebration at Idle Isle • DPW staff assist with the prep work needed for Veterans Park before Muskego Festival • DPW staff maintains and checks playground sets through the City of Muskego • DPW staff assists Head of Conservation Tom Zagar with equipment and staff • DPW staff placed old road millings at Engel Conservation Area at the entry way and parking lot Page 1 of 2 Engineer & Public Works Report Packet Page 11 Page 2 of 2 • DPW staff placed old road millings at Badgerscher Conservation Area Parking lot • DPW staff placed old road millings along We Energies trail • DPW staff will install Parking area for Durham Dr. Conservation Area in 2018 Recommendation for Action by the Committee: No action required Page 2 of 2 Engineer & Public Works Report Packet Page 12 CITY OF MUSKEGO Staff Report to Parks & Conservation Committee October 2, 2018 To: Parks & Conservation Committee From: Tammy Dunn, Recreation Manager Subject: Recreation Program Miscellaneous Updates Date: September 25, 2018 Please find the following items in relation to various recreation programs/activities in the city. Such items don’t require committee action but can certainly be discussed during the Miscellaneous Business portion of the meeting. 1. The new agreement with the Historical Society has provided us with some much needed classroom space by utilizing the lower level of Old Town Hall for daytime and evening programming. With the Old Town Hall being the only facility we have left exclusively for programming, we are being very creative in how to use the building to its fullest potential. 2. We will begin to work on the Winter/Spring Program Guide in the month of October. The guide is to go to the printer the first week of November. We anticipate having a normal selection of recreation programs plus new programs. We have seen growth in S.T.E.A.M. type programming this year, so we have added more programs in those areas, as well as growth in youth sports programming. 3. The usage for summer for baseball/softball games and practices were as such: Field bookings for games: 308 Practice bookings: 357 Game numbers do not reflect actual # of games, just how many times City fields were used for games (of which many were double headers). Practices are down as they only reflect the use of City fields and not the fields used by the leagues at schools. Page 1 of 1 Recreation Manager's Report Packet Page 13 Memo To: Parks and Conservation Committee From: Tom Zagar CC: Scott Kroeger, Tammy Dunn, Adam Trzebiatowski, Date: September 25, 2018 Re: Conservation Coordinator Report Below is an update of projects related to Lakes, Forestry, and Conservation:  The DNR recently completed an aquatic plan survey on Little Muskego Lake and found significant growths of Starry Stonewort in several areas of the lake. Unfortunately it appears that the extended winter drawdown had little to no effect on this invasive macro alga.  Die-off of ash trees from Emerald Ash Borer in Muskego is now occurring at an alarming rate. DPW staff has marked over 400 trees for removal in City rights-of-way and parks.  Muskego resident and Eagle Scout candidate Justin Smith will be completing a utility pole fence that will surround the parking lot at Badertscher Preserve. . A few years ago an eagle scout had fenced half of this lot with this same design using repurposed utility poles supported by pillars of fieldstone masonry.  On July 18 a group of residents from Regency Senior Community toured Badertscher Preserve and Engel Conservation Area to observe the summer’s peak of blossoming wildflowers. Trails in dry and flatter terrain were mowed wider in portions to accommodate driving an air conditioned short bus for the tour. Feedback from the residents was quite positive.  The school district’s conservation restoration site adjacent to Engel Conservation Area will be ready for seeding this fall. The Muskego High School Science Club will be gathering native plant seed this fall from city conservation sites for the planting project. In the past few years the science club had gathered seed that was subsequently used to restore many City-owned sites, saving money and stretching the conservation budget further. This 10-acre school conservation site will create a greater footprint of restored lands within and around Engel Conservation Area.  A request for $3600 in grant funding was submitted to the American Transmission Company (ATC) Pollinator Program. If granted, this funding will help restore native flowering plants to the transmission line right-of-way between the recreation trail and Bluhm Park.
