Chairman Toby Whipple called the meeting to order at 5:00 PM.

Those present recited the Pledge of Allegiance.

STATEMENT OF PUBLIC NOTICE
The meeting was noticed in accordance with the open meeting laws.
APPROVAL OF MINUTES OF NOVEMBER 7, 2017
Bill Miller made a motion to approve the minutes of November 7, 2017. Barbara
Erdmann seconded.

NEW BUSINESS
Machi Certified Survey Map Discussion
Bill Miller made a motion to approve staff to work with developer to establish a
defined building pad for the house, driveway, and mound/septic system on lot four of
the Machi Certified Survey Map. Paul Peardon seconded.

Muskego Festival Park Rental - Veterans Memorial Park -
Ald. Bob Hammel made a motion to approve the Muskego Festival Park Rental at
Veterans Memorial Park. Barbara Erdmann seconded.
Motion Passed 6 in favor.
Muskego Water Bugs Park Rental - Idle Isle Park -
Ald. Hammel explained he had concerns with the gravel at the boat launch area being uneven
due to the wake from the water bugs. Ms. Dunn stated she would look into.
Paul Peardon made a motion to approve Muskego Water Bugs Park Shelter Rental at
Idle Isle Park. Barbara Erdmann seconded.

Naming the Conservation Site on Durham
Paul Peardon made a motion to approve naming the Conservation Site on Durham to

The Muskego Storm organization would like to provide a memorial bench for the family
of Bill Horn. The bench and tree will be placed at Park Arthur with the DPW staff
providing the concrete work for the project. All costs will be paid for by the Storm
organization.

Subject: The Waters of Lake Denoon – Sewer Easement & Land Dedication
Date: June 5, 2018
John Jewell, the developer of newly proposed The Waters of Lake Denoon conservation
subdivision, has submitted two items that need Parks & Conservation Committee
recommendations. The two items relate to allowing a sanitary sewer easement through
Denoon Park and possible land dedication to the City in lieu of dedication fees.
Sanitary Sewer Easement in Denoon Park
This development is proposed to be served by sanitary sewer from the Norway Sewer
District. The sewer will need to be extended at the developer’s expense from the Lake
Meadow Subdivision in Patricia Court. As such, the sewer main needs to proceed
through Denoon Park to get to this new development. The basic location of sewer line is
roughly known and is shown on the attached map. The sewer line would be bored so
the impact to the park would be kept to a minimum as only a few pits would be needed
to complete the installation.
The Parks & Conservation Committee should decide if they are okay with allowing the
granting of a future easement through Denoon Park. City engineering and utility staff
would make sure that all proper easement documents are establish and make sure all
plans are designed in a way to minimalize the impact to park, along with making sure all
proper restoration occurs.
Denoon Park Land Dedication
This development is located just south of Denoon Park. The northeast corner of this
development is located adjacent to the public boat launch in Denoon Park which is the
only public access to Lake Denoon. The developer is stating they are proposing to
dedicate about 35,000 SF of land and about 10,000 SF of riparian lands (totaling about
45,000 SF), including about 90 feet of frontage along Lake Denoon to help provide better
access to Lake Denoon in the area of the boat launch.
The Parks & Conservation Plan does identify that improvements are need in general
around and at the boat launch within this park. If the City were to accept a land
dedication as proposed, this would most likely assist in providing more space for any
improvements in the area of the boat launch. The committee should decide if they agree
with this.
As part of this dedication conversation, the applicant has requested that they get their
park and conservation fees waived since they are providing this dedication. Below is a
summary of the dedication fees that are applicable on this property.
The fee in lieu of dedications is broken into three categories as follows:
Fee in lieu of conservation trail dedication
o These fees are based on the total number of new lots (15 new lots
proposed).

o Since no new public trails are proposed as part of this development, this
fee will be required to be paid before the Final Plat can be recorded.
Fee in lieu of park land dedication
o These fees are based on the total number of new lots (15 new lots
proposed).
o Since there is a park dedication proposed as part of this project, the
Parks & Conservation Committee and the Common Council will need to
decide what type of value the want to assign to this land to determine how
much of the park dedication fee they would be willing/able to waive. The
total amount due without dedications for park land dedication would be
$28,215 (based on 15 new lots – $1,881 x 15).
o Based on the benefit to Denoon Park and the access to Lake Denoon,
staff feels that this entire fee could be waived due to the dedication
benefit that would be received by the City.
Fee in lieu of conservation land dedication
o These fees are based on the amount (acreage) of total developable land
within a plat boundary.
o Relating to the “fee in lieu of conservation land dedication” code sections,
Chapter 18, Section 18.21(4)(f) states the following:
“For the purpose of this ordinance, the definition of non-
developable land for the per acre dedication fee shall constitute
wetlands and/or preservation/conservation easement areas and
shall not be charged the per acre dedication fee.”
o Since there are proposed areas with the outlots that have been
preliminarily talked about as having some type of conservation/protection
easements applied to them, those areas, along with any wetlands and/or
floodplain areas, may not be subject to this fee.
o Since no conservation lands are being dedicated as part of this
development, this fee should still be assessed, except for the areas that
are wetland, floodplain, or are protected by a conservation/preservation
easements.
Recommendation:
Recommend that the Parks and Conservation Committee provide recommendations on
these items to the Finance Committee and/or Common Council for formal action.
Easement - As it relates to the granting of the sanitary sewer easement, this is
something that staff believes should receive a positive recommendation by the Parks
and Conservation Committee, subject to further detailed plan review and easement
establishment by engineering and utility staff.
Dedication - As it relates to the land/trail dedications and fees, the conservation trail
dedication and the conservation land dedication should not be waived as trails and
conservation lands are not being dedicated as part of this development. On that note,
the conservation land dedication fee will be reduced since any wetlands, floodplains,
and/or preservation/conservation easement areas are not charged this per acre fee.
The park dedication fee could be waived since the developer is proposing to dedicate
about 45,000 SF of land in a location that would help facilitate improvements to the lake

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such
items don’t require committee action but can certainly be discussed during the Miscellaneous Business
portion of the meeting.
1. Summer registration continues to go strong for our children’s programming. Sports for children
ages 4-7 is our biggest enrollment areas.
2. Parking meters have been installed at Idle Isle and will begin being used on June 1 for both
parking and launching. Fees are $1.00 for parking Monday through 5PM on Friday and $4.00
for parking Friday 5PM through Sunday. Meters will accept cash, change and credit card
payments.
3. Kurth tennis courts are nearing completion and will be ready for use by mid-June.
4. Pickleball courts at Lions are completed.
5. Denoon Disc Golf Course will have its grand opening on Friday, June 8. We will hopefully host a
ribbon cutting event by the end of June.
6. First Beer Gardens at Veterans Memorial Park are June 22 & 23.
