CALL TO ORDER
Mayor Chiaverotti called the meeting to order at 6:54 p.m.
ROLL CALL
Present: Aldermen Wolfe, Hammel, Borgman, Kapusta, Kubacki and Madden. Also present:
City Attorney Warchol, Police Chief Rens, Public Works and Development Director Kroeger,
Recreation Manager Dunn and Deputy Clerk Blenski. Absent: Alderman Engelhardt.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting
law.
APPROVAL OF MINUTES – December 12, 2018
Alderman Madden made a motion to approve. Alderman Wolfe seconded; motion
carried.
NEW BUSINESS
Review Special Events Planning Guide and Permit Application
Mayor Chiaverotti distributed documentation for review. She would like the City to consider
implementing a permit process for special events and neighborhood activities. Police Chief
Rens, Public Works and Development Director Kroeger and Recreation Manager Dunn were
present to provide the rationale for doing so. The Mayor noted that this is still a work in
progress; the City Attorney needs to review the documents and the application process. It is
anticipated that the Planning Guide will be beneficial to those organizing an event. She also
stated that it is important that the City be consistent with all organizations and individuals who
are planning an event or neighborhood activity.
Chief Rens:
There are more and more events taking place in the City that require police presence.
This is becoming a burden on City resources.
Many communities are charging for the police to be present at special events.
If the City continues not to have some type of charge for special events, more and more
groups will want to hold an event in Muskego.
City Departments need to know about special events in advance so adequate planning
can take place.

Director Kroeger:
The application and permit process will provide contact information. If there is an issue,
the City needs to know who to contact. When an event takes place on City property, there
has to be accountability.
Coordination and planning are also important. The City needs to know where and when
an event will take place to determine that it will not interfere with any ongoing projects or
maintenance work.
Signage must also be addressed. Numerous signs are being located that do not conform
to the City’s Code.
Other communities already have a similar process in place or are considering doing so.
Manager Dunn:
More and more events are being held in the community.
The fees will not deter events from being held in Muskego.
Events are being held with no communication or contact with anyone at the City.
This will protect the City as well as those planning and attending an event.
COW Members:
Ald. Wolfe – Expressed appreciation for all the work that was done. He is not against, but
questioned if the fees are just another tax.
Ald. Hammel – Supports, but does not want to see existing community events discontinued as
a result of the fees.
Ald. Kubacki and Madden – Support.
Ald. Borgman – Police presence at events is a community service.
Conclusion:
The consensus was unanimous to continue to finalize the process. Mayor Chiaverotti stated
that an Ordinance will have to be adopted in the future. She thanked the staff that did the
research and were involved in creating the Planning Guide and Permit Applications.
ADJOURNMENT
Alderman Wolfe made a motion to adjourn at 7:18 p.m. Alderman Kubacki seconded;
motion carried.
