Borgman called the meeting to order at 5:00 PM. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Ald. Borgman, Ald. Engelhardt and Director Kroeger. Excused: Ald. Madden. STATEMENT OF PUBLIC NOTICE The meeting was noticed in accordance with the open meeting laws. APPROVAL OF MINUTES HELD SEPTEMBER 18, 2017 Alderman Borgman made a motion to approve the minutes of September 18, 2017. Alderman Engelhardt seconded. Motion Passed 2 in favor. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Moorland Road Reconstruction Utility work is being done now. Project will bid in December and construction to begin in May 2018. Middle School Water Main Project (Hi View Drive) The project is currently out for bids. The bid opening is October 26th. Public Information Meetings will be held in November. Final completion is scheduled for May 2018. Waukesha Water Soil testing has begun. The rough time frame for construction will be 2020-2022. The return route will go through Muskego and will utilize a 30" pipe. Little Muskego Lake Drawdown Drawdown was complete as of Thursday October 12th. The lake was lowered by 74-inches which is 10-inches short of the 84-inch goal. Now in the process of maintaining this level. DNR will host a Public Informational Meeting on October 17th to discuss fishing on Little Muskego Lake. Muskego-Norway School District Broadband Network Project In the process of approving MNSD plans for the broadband network project. Focusing on their priority areas. UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Approval of Middle School Public Water Main Project Alderman Engelhardt made a motion to approve the Middle School Public Water Main Project. Alderman Borgman seconded. Motion Passed 2 in favor. Director Kroeger explained the plans before the Committee are for the water main loop for the MNSD portion of the project. A preconstruction meeting will be held this week. Construction is scheduled to begin October 30th. Parking Lot Expansion in Right of Way - Ludwig (Muskego Dam Drive) Alderman Engelhardt made a motion to approve the parking lot expansion with a Revocable Occupancy Permit. Alderman Borgman seconded. Motion Passed 2 in favor. Director Kroeger explained Mr. Ludwig is requesting additional parking for his business. The parking area would be located in the city right of way. Director Kroeger recommended the parking be gravel with a buffer to the road and no additional access to the property. A Revocable Occupancy Permit could be a requirement of this approval which would allow the parking, but if the City ever needed the area the parking could be removed. Respectfully Submitted, Kellie McMullen, Transcribing Secretary CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Work Committee From: Adam Trzebiatowski, AICP, Lead Planner Subject: Vision Corner Discussion – Northwest Corner of Lentini Dr. & Martin Dr. Date: November 20, 2017 The City of Muskego has received a request from Patrick and Patricia Krupinski, the property owners at the northwest corner of Lentini Drive and Martin Drive (S64 W18118 Martin Drive), to see if their planned shrub removal within the vision corner (VC) of their lot will be sufficient. Per the code requirements the VC on this lot is supposed to be measured as a 60’ x 30’ triangle due to the ultimate right-of-way width planned for these two roadways. The applicant is asking to be allowed a 30’ x 30’ VC to limit the removal of existing shrubs/bushes on their property while still providing them privacy and addressing the safety concerns of the public. Per the Zoning Code, any time someone wants to seek a waiver from the typical VC requirement, such as in this case, they can make such a request to the Public Works Committee as is being done here. Alderman Borgman received complaints earlier this year relating to vision issues at this intersection due to the shrub near the corner of the lot in question. In reviewing the situation the City agreed that the VC codes were not being followed and vision at this intersection was not ideal. The Alderman and City staff tried to work with the residents to get the vision issues resolved. The residents trimmed the shrubs inward in an effort to help vision but that did not achieve the necessary open view corridor. As such, the owners now have contracted with a landscaper to relocate as many of the bushes as possible in the lot, meeting the 30’ x 30’ VC that they are requesting. The property currently has a white string placed along the ground to denote where the 30’ x 30’ VC area is physically located on the site. This helps us see where these relocated bushes could be located and help us see what vision area would be opened up. As part of the concerns that arose on this site, City staff discussed at this situation on numerous occasions, met with the property owner on site, and drove through the intersection to see what could be done here. Out of this came some suggestions about possibly moving the stop sign location slightly closer to the intersection and painting a stop bar/line helping to indicate to cars where to safely stop once at the intersection. It is believed that by the City doing these two addition items, in conjunctions with the relocation of the bushes per the owner’s request, safety at the intersection could be greatly improved. Note - Per the GIS mapping it appears the shrubs were planted sometime between 2005 and 2007. Recommendation for Action by the Committee: Planning and Engineering staff feel that with the owner’s relocation/removal of the bushes outside of the 30’ x 30’ VC area and with the City’s relocation of the stop sign and painting of a stop bar, safety at this intersection should be increased. Staff is also suggesting that any approval be revisited next year to be sure that the public safety goal has been satisfactorily met.
