Unapproved CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MINUTES September 18, 2017 5:00 PM Aldermen’s Room – Upper Level of City Hall, W182 S8200 Racine Avenue CALL TO ORDER Alderman Madden called the meeting to order at 5:00 PM and took roll call immediately. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderman Madden, Alderman Borgman, Alderman Engelhardt and Scott Kroeger, Director of Public Works and Development. STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws. APPROVAL OF MINUTES HELD AUGUST 21, 2017 Alderman Borgman made a motion to approve the minutes of August 21, 2017, Alderman Engelhardt seconded. Motion Passed 3 in favor. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Moorland Road Reconstruction Director Kroeger stated the only part currently being worked on is adjusting the utilities. The job will be bid out on December 12, 2017, with plans to construct May thru September of 2018. Middle School Water Main Project (Hi View Drive) Director Kroeger stated this project is progressing. The City plans to notify all the affected residents to make sure they are informed of the opportunity to hook up to City water along with an estimated cost. The project will be ready to bid in November-December of 2017. The construction is to be completed by the end of May. Waukesha Water Director Kroeger gave an update stating the Waukesha Water project has three possibly return routes thru the City. They have begun soil testing in all three areas. The rough time frame for construction will be 2020-2022. The return routes will utilize a 30" pipe. If the City were to obtain the supply route as well, that would be a 36" pipe. Little Muskego Lake Drawdown Director Kroeger gave an update of all the equipment being used, the staff time required, the complications we have run into and the cost of renting additional equipment to continue to drain Little Muskego Lake down to the 84" requested. The Public Works Committee continued to discuss the drawdown as a whole. UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Lake Denoon Lake District Director Kroeger stated the City recommends approval of the creation of the Lake Denoon Lake District minus any public land owned by the City. Alderman Engelhardt made a motion to approve the creation of the Lake Denoon Lake District, Alderman Borgman seconded. Motion Passed 3 in favor. Muskego-Norway School District Broadband Network Project Director Kroeger began stating the Muskego-Norway School District is planning a full district fiber optic project that will connect all the schools together. They are currently doing preliminary work and locating property lines and right of ways areas. The plan is to have the first phase completed by May 2018. Paulos, P.E., City Engineer Subject: Approval of Public Water Main Improvements for MNSD Middle School Date: October 10, 2017 Background Information: The attached plans for public water main improvements for Muskego-Norway School District Middle School are in the final stages of technical review and staff feels that a Committee approval contingent upon all final staff comments being addressed is appropriate at this time. Recommendation for Action by Committee: Approval of the public water main improvements for Muskego-Norway School District Middle School Water Main Improvements contingent upon completion of staff’s technical review comments. CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Work Committee From: Adam Trzebiatowski, AICP, Lead Planner Subject: Parking Expansion within Right-of-Way - Ludwig’s Cabinet Shop Date: October 16, 2017 The City of Muskego has received a request from Ludwig’s Cabinet Shop to expand their existing gravel parking lot into the right-of-way. Currently the site consists of a larger building used for the woodworking that occurs as part of this business. The remainder of the lot is mostly gravel for parking, along with some limited concrete and grass areas. Parking throughout the site now takes place mostly on the gravel areas of the site, some of which already is located within the right-of-way. There is currently a need for the business to have more parking defined on site. Due to the limited amount of un-used area on this property, one of the only viable options for more parking for this business is to place some additional parking areas within the right-of-way. Based on this parking need, the proposal includes the addition of two separate gravel areas, fully within the right-of-way, along with the installation/extension of two culverts to create on new uniform parking area. The new gravel areas would keep at least a four (4) foot separation between them and the existing gravel shoulder along the roadway. This would ensure that there are no additional access points onto Muskego Dam Drive, which can help ensure safer access in and out of this property. Given the location of this proposed gravel area within the right-of-way, that is why this is coming forward for Public Works Committee review. If this is approved by the Public Works Committee then the next step will be review by the Plan Commission. Recommendation for Action by the Committee: Given the uniqueness of this request, given its location in the right-of -way, the Public Works Committee will need to discuss and decide if they are willing to allow this in the right-of-way based on the specifics of this lot. Staff believes that each request of this sort needs to be looked at on a case by case basis to look at the uniqueness of each situation. Lastly, the Public Works Committee can also decide if it would like to require a revocable occupancy permit to be issued for this parking area in the right-of-way.
