CONSISTENCY WITH ADOPTED PLANS 047-2017 Comprehensive Plan: The 2020 Plan depicts the property for Government & Institutional uses. The proposal is consistent with the Plan. Zoning: The property is zoned I-1, Government, Institutional & Public Service District. The use is permitted subject to BSO approval. STAFF DISCUSSION PC 047-2017 The newly proposed addition will be clad with orange/brown brick that will match brick on the newer portion of the existing structure and will include bluff colored cast stone window headers and sills . Rooftop mechanicals are proposed and they are stated to be screened, without exact details being provided at this time. Minimal site work is occurring as part of this proposal. The project will involve demolition of the existing approximately 8,200 square foot swimming pool building, and the construction of an approximately 13,500 square foot addition with selective renovation in adjacent spaces. The proposed project is part of the existing high school and causes no changes to the current land use or zoning, which is I-1 Government, Institutional and Public Service District. The pool addition will be located south of the existing commons occupying the same footprint as the existing pool building, but extending further to the south. The site plan has been developed to have a minimal impact with regrading and restoration as the main scope. Existing asphalt pedestrian paths are being reconfigured to account for the addition, and new asphalt walks are being provide to the new exit doors. The total area of land disturbance for the project is under an acre at 35,000 square feet, and the impervious surface area created as part of the project is 4,500 square feet. No additional parking is being added as part of this project. The exterior building design features an orange/brown brick that matches the newer portions of the existing high school, along with bluff colored cast stone window headers and sills, which also match the existing building. Screening will be provided for the rooftop mechanical unit, and the color is intended to match the other existing mechanical screening on the building. Exterior lighting for the building will be provided by wall mounted downlight fixtures at the exit doors. Muskego-Norway School District – Muskego High School Swimming Pool BSO Narrative Page 2 Construction documents for the Muskego High School Swimming Pool are schedule to be completed in mid- September 2017. Bidding and procurement will occur in late September and early October of 2017, so that construction may begin in mid to late November of 2017. Refuse Enclosure / Outdoor Storage Previous approvals did not allow any outdoor storage but there is a fair amount of unapproved outdoor storage on the property currently (i.e. pallets, materials, etc.). This is partially due to the growing nature of the business and the need for more indoor space. In an effort to ensure the safety of the students and staff of Muskego Lakes Middle School, the City, the Police Department, and the Fire Department determined that a secondary emergency access was necessary for the new middle school. The school district originally thought they were going to be able to use the WE Energies trail for access but that did not work out. The district then tried to work with Tudor Oaks to establish some type of connection but that also did not work out. As such, the district started to explore other options for an emergency access. They were able to work with a land owner on the south side of the school that was willing to sell their property to the school district so that the district could establish the needed emergency access. CONSISTENCY WITH ADOPTED PLANS 049-2017 Comprehensive Plan: The 2020 Plan depicts the school property for institutional uses. The petition is consistent with the Plan. Zoning: The school property is zoned I-1 Institutional District. The use is permitted subject to BSO approval. STAFF DISCUSSION PC 049-2017 The emergency access driveway is proposed to be 12-feet wide with 4-foot grass shoulders on each side of the driveway. The access and/or easement width has been widened from 60-feet to 75-feet in order to be able to shift the driveway eastward to be able to preserve more landscaping and to minimalize the visual impact to the western neighbor. There were concerns brought up by the neighbor to the west about the visual impact of this driveway and that is why the easement/access was widened and the driveway shifted eastward even further. This is help ensure there is a natural buffer along the neighbors property. The resolution states that all efforts must be taken to minimalize impacts to existing trees and landscaping on site and it states that as part of the permitting process a tree removal exhibit must be provided to ensure as much tree protection as possible. Relating to grading, the original plan showed significant grading work being required. After working with the design team the plan was able to be modified to limit the visual impact of grading to allow for sheet flow over the driveway, rather than concentrating the drainage outflow in a single pipe at a single discharge point. This will create a situation closer to what currently exists. The resolution states that the installation of the access driveway cannot cause any drainage issues onto adjacent properties and detailed construction/grading plans will need to be reviewed by Engineering staff before any permits are issued for this work to ensure all drainage regulations are being followed. Stormwater management regulations must still be followed as required. Lastly, the resolution states that if there are any substantial changes to these plans/layouts, as determined by City staff, when construction permits are submitted, Plan Commission re-review may be required. The access driveway will not be used for daily use as it will be gated so that it can only be used for /in emergency situations. The original BSO plan was approved on January 3, 2017. The revision to the Muskego Lakes Middle School BSO plan is the inclusion of a secondary emergency access drive in response to a roadway comment from the City of Muskego Engineering Review #2 dated March 27, 2017, and letters from the Muskego Police Department and Tess Corners Volunteer Fire Department dated April 24, 2017. This emergency drive would provide a second point of access for emergency police and fire department personnel in addition to the main entry for Muskego Lakes Middle School off of North Cape Road. The proposed secondary emergency access drive would extend from the fire lane around Muskego Lakes Middle School to the south to Hi View Drive through the property located at S81W12904 Hi View Drive, which Muskego-Norway School District is in the process of purchasing. Muskego-Norway School District arrived at this solution to provide a secondary emergency access drive to serve Muskego Lakes Middle School after investigating multiple options. Several conversations and meetings took place between the Muskego-Norway School District, the City of Muskego, the Muskego Police Department, and the Tess Corners Volunteer Fire Department to outline the requirements for the secondary emergency access drive. Once the requirements were established, Muskego-Norway School District looked further into potential solutions. The first option considered was potentially paving the existing Muskego Recreational Trail, located north of the Muskego Lakes Middle School property, from Muskego-Norway School District – Muskego Lakes Middle School City of Muskego BSO Plan Amendment Narrative Page 2 the Middle School trail connection east to North Cape Road. However, this option presented several challenges including the width requirements of the fire department compared to the existing trail width, storm water drainage, and concerns over an existing culvert. Ultimately the property owner, WE Energies, denied the request citing multiple reasons both specific to the trail and due to their internal policies. The second option considered was to create a paved drive connection from Muskego Lakes Middle School to the north across the Muskego Recreational Trail through Tudor Oaks Senior Living Community to the existing private drive around their facility. Muskego-Norway School District approached Tudor Oaks Senior Living Community regarding this proposed connection; however, they were not supportive largely due to resident concerns, potential aesthetic impact on their property, and the potential increase in foot and bicycle traffic through their site due to the emergency drive. This option also would have required crossing the WE Energies-owned recreational trail with a paved drive, which may have still conflicted with WE Energies’ policies. After exhausting these potential options to the north, Muskego-Norway School District looked at potential connections to the south of Muskego Lakes Middle School. As the entire southern edge of the Middle School site is bordered by private property, the School District began inquiring about purchasing a parcel. The property that they found available for purchase is the Schilz property located at S81W12904 Hi View Drive, for which the Muskego-Norway School District currently has a signed contract with the seller, and both voter and school board approval to proceed with the purchase. The Schilz property is well suited for locating the secondary emergency access drive for the Middle School as it directly abuts the south side of the Middle School property, and the lot is shallower and wider than other parcels along Hi View Drive. In addition, the location of the house on the east side of the property allows for the secondary emergency access drive to be located along the west side of the lot with minimal impact. Muskego-Norway School District intends to maintain ownership of the entire parcel at least through the duration of the Muskego Lakes Middle School construction. If at a future date the School District entertained selling the house, their intent would be to split the lot into two parcels. One parcel would contain the house and be sized to meet current residential zoning requirements, and a second smaller parcel would be created containing the secondary emergency access drive. The School District would then intend to maintain ownership of the smaller parcel containing the emergency access drive, and they could then sell the larger parcel containing the house. The School District’s backup plan could be to sell the entire parcel and maintain an easement for the secondary emergency access drive through the property. Muskego-Norway School District has met with the City of Muskego to discuss these options, and the City was in agreement on preferring the option where the School District would maintain ownership of the land containing the secondary emergency access drive. The City noted that in this scenario they would request that the smaller secondary emergency access drive parcel be made part of the Muskego Lakes Middle School property. The goal for the secondary emergency access drive is to have as minimal of an impact as possible on both the Schilz property and the Muskego Lakes Middle School property since the hope is that it is never used for its intended purpose of emergency police and fire department access. From a design perspective, the intent is for the secondary emergency access drive entry to be discreet and look more like a typical residential driveway off of Hi View Drive. The emergency drive is designed to be 12 feet wide, paved with asphalt, and accommodate the weight of a fire truck based on the requirements of the Tess Corners Volunteer Fire Department. In addition, the layout of the drive accommodates the turning radius requirements of a fire truck at the entry from Hi View Drive, along the paved drive, and at the connection to the Middle School fire lane. A locked gate is planned for the entry from Hi View Drive to prevent vehicular traffic, as it is not intended to be used for public access to the school. However, a Knox-Box will be mounted to the gate to provide access for the Tess Corners Volunteer Fire Department and the Muskego Police Department. Drainage for the secondary emergency access drive will be designed to maintain the existing conditions on the Schilz property, which will include a culvert at the ditch and potentially elsewhere along the drive depending on drainage patterns. Storm water management for the emergency drive on the Muskego Lakes Middle School site will be accommodated by the on-site storm water basins being constructed as part of the Middle School project. Muskego-Norway School District will be responsible for maintenance and snow removal to allow for potential year-round emergency access. Construction of the secondary emergency access drive will likely take place in spring of 2018, with the project being completed as part of the Muskego Lakes Middle School construction in time for the 2018-2019 school year. The proposal includes 25-30 single-family lots, depending on detailed environmental conditions. The petitioner is requesting conceptual approval/discussion to get comments from the Planning Commission regarding the proposal. The petitioner will be present at the meeting to further expla in the rezoning and to answer any questions. PLAN CONSISTENCY PC 050-2017 Comprehensive Plan: The 2020 Plan currently depicts the area for Medium Density residential uses. The proposal meets the density’s allowed in this land use category. Zoning: The property is currently zoned A-1 Agricultural District which allows minimum lot sizes of 120,000 square feet. The proposal is to consider rezoning the land to RS-2 Suburban Residence District, which is already prevalent across the street. This proposed zoning meets the density of the 2020 Comp Plan. The RS-2 district allows lots of 20,000 square feet and a minimum average width of at least 110’ per lot. Park and Conservation Plan: No acquisitions or conservation priorities are noted in this area. There are some wetlands apparent on the east side of the property which would be delineated if this project would proceed further. The proposal is consistent with the Plan. Adopted 208 Sanitary Sewer Service Area: Public sanitary sewer is available along Ryan Drive, which could be extended into this development to service the proposed lots. The proposal is consistent with the Plan. Water Capacity Assessment District: The development needs to extend municipal water from the east to service this development. Stormwater Management Plan: Stormwater management would be required for this site and would need to be examined further if this project were to proceed. DISCUSSION PC 050-2017 The proposed conceptual rezoning is located on the south side of Ryan Drive. The property boarders a portion of the north side of the Muskego Lakes Country club. The applicant is looking to possibly rezone (from A-1 to RS-2) and develop the land in question into a 25- 30 lot single-family subdivision. The proposed development would be consistent with some of the general development patterns in this area. The applicant’s narrative is attached and a conceptual site plan is also included. DIRECTION PC 050-2017 As stated before, the petitioner will be present at the meeting to further explain the project and to answer any questions. No formal approval or denial will be given at this meeting and no guarantees can be made. This conceptual approval is intended to solicit comments, suggestions, and ideas.
