PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderman Eileen Madden, Alderman Neil Borgman, Alderman John Engelhardt, and City Engineer Mike Paulos. STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with the open meeting laws. APPROVAL OF MINUTES HELD MARCH 20, 2017 AND APRIL 24, 2017. Alderman Madden made a motion to approve the minutes of March 20, 2017 and April 24, 2017. Alderman Borgman seconded. Motion Passed 3 in favor. STATUS OF PROJECTS Discussion update. Approval of License Agreement for Racine Avenue Recreational Trail Alderman Borgman made a motion to approve the License Agreement for Racine Avenue Recreational Trail. Alderman Engelhardt seconded. Motion Passed 3 in favor. Discussion of Janesville Road Recreation Trail Study Options/Costs Alderman Borgman made a motion to not move forward with the Janesville Road Recreation Trail Study Options/Costs at this time but may re-visit in the future. Alderman Engelhardt seconded. Motion Passed 3 in favor. Ald. Wolfe was present and requested this path be considered. Ald. Wolfe explained this path would safely connect the Fountainwood Subdivision with the trail system. Currently the residents have to walk 40 min to get to the trail. The Committee discussed the options and cost and felt that at this time it wouldn't be cost effective to put in a path that dead-ends, but possibly sometime in the future. Paulos, P.E., City Engineer Subject: Approval of Compliance Maintenance Annual Report (CMAR) Date: June 19, 2017 Background Information: The attached Compliance Maintenance Annual Report (CMAR) is an annual report required by the Wisconsin Department of Natural Resources (WDNR). The report is due by June 30th annually and contains information such as maintenance activities performed on the collection system, occurrences of sanitary sewer overflows (SSOs), an assessment of the overall performance of the collection system, and financial management practices to ensure repairs, replacements, and upgrades are implemented. Paulos, P.E., City Engineer Subject: Approval of Public Force Main Improvements for Community Holdings Date: June 19, 2017 Background Information: The attached plans for public force main improvements (approximately 780 lineal feet) for a 2 lot CSM on the south side of Hillendale Drive are in the final stages of technical review and staff feels that a Committee approval contingent upon all final staff comments being addressed is appropriate at this time. Recommendation for Action by Committee: Approve the public force main improvements for a 2 lot CSM on the south side of Hillendale Drive as requested for Community Holdings, LLC contingent upon completion of staff’s technical review comments. Paulos, P.E., City Engineer Subject: Conditional Approval of Kraft Property Easements Date: June 19, 2017 Background Information: Mr. Ben Kraft of S76 W18098 Janesville Road is requesting termination of a portion of a 25-foot utility easement and 25-foot sanitary sewer easement and adding a 20-foot replacement sanitary lateral easement due to the construction of a proposed single family house by Mr. Kraft. The easement is necessary to serve the Lindhorst single family house next door. The City would maintain the sanitary sewer lateral in the proposed 20- foot replacement sanitary sewer easement, approximately 184 lineal feet of sanitary sewer lateral. In addition, Mr. Kraft is proposing using the dam access parcel for a common driveway to serve both the dam and his future residence. At a certain point, the Kraft driveway would separate from the dam driveway to his residence (please see the attached drawing). Mr. Kraft is requesting that the City pave and maintain the driveway to a point to be determined. Mr. Kraft is also requesting that they are given the option to choose an alternate surface type (possibly open cell pavers) to give the dam access driveway a more lawn type appearance. Recommendation for Action by Committee: Conditional Approval of the termination of a portion of a 25-foot utility easement and 25- foot sanitary sewer easement. Conditional Approval of a 20-foot replacement sanitary sewer lateral easement and City’s continued maintenance of the proposed sanitary sewer lateral to a cleanout located approximately 30-feet from the Lindhorst house. Conditional Approval of using the dam access parcel for a common driveway to serve both the dam and the Kraft’s future residence to a point to be determined. Conditional Approval for the City to pave the common driveway to a point to be determined. An ingress/egress easement agreement shall be prepared and approved as part of this Conditional Approval. Conditional Approval that the City will maintain the common driveway and access drive to the dam area. However, the City will not be responsible for snow removal in the common driveway area. In addition, all costs associated with improving the dam access driveway with materials other than gravel (the existing material) shall be at the cost of the Krafts. Any proposed common driveway access and dam access materials and design shall require Public Works Committee approval. Ben and Nicole Kraft 7952 S. 67th St. Franklin, WI 53132 E-Mail: bkraft@kraftmusic.com June 14, 2017 Dear Public Works Committee, We are the owners of the property at S76 W18098 Janesville Rd. (Tax Key No. MSKC 2195.996.004). As you may know, it is our intent to construct a single-family home on the property as our residence. In order to improve and develop the property, we are requesting two items: 1) That a portion of the Sanitary Sewer Easement DOC no. 1301786 be amended as depicted by the attached Exhibit A and Exhibit B. Essentially, we are asking that we replace the current Sewer Lateral that runs from the Sewer Main to a cleanout that then serves the Lindhorst Property, and shorten the Sewer Main that will serve the Lindhorst and Kraft homes. This will increase the building envelope and allow space for us to complete our project, and still allow the City access for maintenance of the existing Main and new Lateral. The City has a maintenance agreement on the Main and Lateral and that should remain intact. The construction of this new Lateral will be performed at our expense, and all work will be done completely on our property. The neighboring property (Lindhorst) will not be affected. The City will benefit from having some new equipment (this was originally installed in 1985), and there will be no change in the City’s maintenance agreement. 2) Regarding the Permanent Dam Access Easement DOC No. 3830179 and 3842973: Currently this easement area has an unsightly recycled asphalt and gravel road that was installed by the City to assist in the maintenance of the dam. In August of last year, we proposed that we topsoil and seed the area to make it more “yard like” and grant the city inspection access to the dam via our new driveway. After speaking with Staff, another arrangement surfaced as follows: that the City and the Kraft’s share a driveway located on the Dam Access Easement. The City would pave the driveway to a point to be determined (see Exhibit C); the City would maintain that portion of the driveway; the Kraft’s would install and maintain a private driveway to the dwelling; the Kraft’s, at our option, would either leave the remaining gravel drive to the Dam or, at our expense, install a grass/concrete block combination in order to both support the City’s vehicles and create a yard-like appearance. This solution allows the City direct access to the Dam, and will help create a residential appearance that we desire. We request that these two items be placed for consideration on the June 19th Public Works Committee Meeting.
