Appointment of Interim Library Director The Library Board of the City of Muskego will meet at approximately 5:00 pm, or as soon thereafter as time permits, on Tuesday, June 20, 2017 in the Library Conference Room, Muskego Public Library, S73W16663 Janesville Road, Muskego, Wisconsin, following conclusion of consideration of the above portion of its regularly scheduled agenda, to vote on a motion to convene in closed session at said time and place for discussion/action relative to: Discussion/action relative to the appointment of an Interim Library Director and to take such further action as may be necessary and appropriate with respect to such matters. A closed session for the above purpose is authorized pursuant to the provisions of Wis. Stats. Section §19.85(1)(c), which authorizes a governmental body, upon motion duly made and carried, to meet in closed session to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Upon conclusion of the closed session, the Library Board will convene in open session to consider its public agenda, including motions to recommend approval or rejection of the above-listed deliberations or any of the public agenda items that have not been acted upon. Appointment of Interim Library Director COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW ADJOURNMENT NOTICE PLEASE NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-mentioned meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the governmental body specifically referred to above in this notice. Unapproved CITY OF MUSKEGO LIBRARY BOARD MINUTES May 16, 2017 5:00 PM Library Conference Room, S73 W16663 JANESVILLE RD CALL TO ORDER President Robertson called the meeting to order at 5:00 pm. PLEDGE OF ALLEGIANCE ROLL CALL Present were Trustees Robertson, Schaefer, Konkel, Darkow, Heinowski, Alderman Borgman, and Library Director Loeffel. Trustee Stuart arrived late. Trustees Tomaszewski and Keil were excused. STATEMENT OF PUBLIC NOTICE Director Loeffel stated that the meeting was noticed in accordance with the open meeting law. PUBLIC COMMENT None APPROVAL OF MINUTES from April 18, 2017 Trustee Darkow made a motion to APPROVE THE MINUTES from April 18, 2017, Trustee Konkel seconded. Motion Passed 6 in favor. LIBRARY FINANCIAL REPORTS from April 2017 Trustee Stuart arrived at this time. Trustee Schaefer made a motion to place on file the LIBRARY FINANCIAL REPORTS from April 2017, Trustee Darkow seconded. Motion Passed 7 in favor. PRESIDENT’S REPORT Information DIRECTOR’S REPORT Information UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Election of Library Board officers The nominating committee spoke with all trustees and the slate of officers nominated is Trustee Robertson for President, Trustee Konkel for Vice President, and Trustee Schaefer for Treasurer. Ald. Borgman made a motion to approve the Library Board officers, Trustee Stuart seconded. Trustee Robertson abstained. Motion Passed 6 in favor. Appointment of Library Board Personnel Committee Trustee Robertson made a motion to appoint himself (chair), Trustee Darkow and Trustee Stuart to the Library Board Personnel Committee, Trustee Schaefer seconded. Motion Passed 7 in favor. Appointment of Library Board Strategic Planning Committee Trustee Robertson made a motion to appoint Trustee Konkel (chair), Trustee Tomaszewski, and Trustee Keil to the Library Board Strategic Planning Committee, Trustee Darkow seconded. Motion Passed 7 in favor. Privacy policy draft Trustee Darkow made a motion to approve the Privacy policy draft, Trustee Konkel seconded. Motion Passed 7 in favor. New Library Standards Recommended by County Library Plan Ald. Borgman made a motion to approve the New Library Standards Plan, Trustee Stuart seconded. Motion Passed 7 in favor. The library director, in turn, has responsibility for the hiring and supervision of all other persons in library staff positions (provided the library board has authorized those positions). The library board also has the legal authority and responsibility for determining the compensation and general duties of the director (as well as of all other library positions). Wisconsin statutes and administrative code rules require that all public library directors be properly certified by the Division for Libraries and Technology. Only libraries with a properly certified director can be library system members. (See Trustee Essential #19: Library Director Certification.) Library trustees must comply with state and federal laws that prohibit discrimination in hiring. (See Trustee Tool A: Important State and Federal Laws Pertaining to Public Library Operations for a list of these laws and sources of information about these laws.) Any written or oral questions to be asked of job candidates should be reviewed in advance by a person familiar with state and federal employment and discrimination law. Your municipal attorney and library system staff should be knowledgeable about these laws. ADA Compliance The ADA requires reasonable accommodations in three areas of the employment process. The first involves the job application process. People with disabilities may only be asked questions asked of all applicants. Certain types of questions are not allowed. For instance, all applicants should be told the essential job functions and then asked whether there was any reason why they could not do perform those functions. But it would not be acceptable to single out someone who uses a wheelchair and ask how that person would do a particular task. Examples of questions that can and cannot be asked during an interview are included on a document from the University of Wisconsin-Madison’s Office for Equity and Diversity’s website (www.oed.wisc.edu/documents/job-interview- questions.pdf). Essential functions are the fundamental, crucial job duties performed in a position. They do not include marginal functions, which are extra or incidental duties. Job descriptions should be written so that the essential functions are clear. If pre-employment testing is required, then accommodations must be made, if needed, for people to take the test. The second area requires reasonable modification or adjustments to the work environment or job procedures and rules, to allow a qualified person with a disability to do the work. The third area requires equal access to whatever insurance and benefits are offered to other employees. The ADA does not require employers to drop essential functions of a position in an effort to accommodate a person with disabilities. The Long-Term Effects of this Decision Not all library boards will face the responsibility of selecting a new director. However, trustees who undertake this process must understand that it is singularly important and will have far-reaching and often long-term effects. Be prepared for a great deal of diligent effort—effort that will be worthwhile if you succeed in hiring the best person for the job. What to Look for in a New Director A library director is the chief administrative officer of the library. The director is responsible both for day-to-day management of the organization and for assisting the library board with “big picture” issues like planning and policy-making. In developing the job description and assessing candidates, consider the following:  experience working with library boards and governing bodies  knowledge of budget preparation, policy development, administration, and employee supervision  library experience in the following areas: public service, technical services, public relations, and automation experience  demonstrated leadership ability and dependability Steps to Follow When Hiring a New Director 1. Immediately contact your library system—it has experienced staff that will be happy to assist you through this process. 2. Appoint a search and screen committee to develop or revise a draft job description, job ad, etc. 3. Ideally, the next step is to review the library’s strategic plan (if you have one) and analyze progress in reaching the goals and objectives. Knowing where the library needs to go will help trustees define the qualifications needed in the next director. 4. The board must approve a position description that reflects the necessary qualifications and duties of the job (including the requirements for certification). A competitive salary range and fringe benefit package must be established if you hope to attract qualified applicants. Hiring a Library Director TE5-3 5. The board or board committee checks references of applicants, evaluates qualifications, and arranges interviews with promising candidates (paying part or all of necessary travel expenses). A uniform list of questions should be developed for use in the interviews and for contacting references. Be sure to have these questions reviewed by someone knowledgeable about employment and discrimination law. 6. The board should make clear to candidates any probationary status, performance evaluation and salary adjustment procedures, and all other terms of employment, such as the Wisconsin certification requirement. 7. In addition to contacting listed references, the board may wish to contact current or past colleagues of the top candidate or candidates to get a more complete picture of the qualifications of the applicant. If you plan to do this, you should first get written permission from the candidate. 8. Once the board has made a hiring decision, it contacts the selected applicant and confirms the appointment and starting date in writing. It promptly notifies applicants not selected. The employment contract and/or letter of appointment should specify that as a condition of employment the director must obtain and maintain the appropriate state certification. 9. A thorough orientation program for the new director, similar to that described for trustees in Trustee Essential #27: Trustee Orientation and Continuing Education, should be conducted. 10. A six-month or one-year probationary period is a common personnel practice. The board and director should mutually determine short- and long- term goals for this period. The board evaluates performance regularly throughout this period. 11. Assuming successful completion of probation, the board’s supervision and evaluation responsibilities continue. Reviews of the director’s performance and attainment of goals and objectives should be carried out annually. (See Trustee Essential #6: Evaluating the Director.) See Trustee Essential #5: Hiring a Library Director for more information.] Job Title: Library Director Job Summary: Under the direct supervision of the public library board of trustees, the library director is responsible for the operations of the library and the development and implementation of its service program, including: (A) assisting the board with strategic planning and policy development, and managing all library resources, including human resources; (B) organizing the acquisitions, access, storage, and control of collections; (C) designing and implementing services and programs for users of all ages; and (D) overseeing the maintenance and safety of the library building and grounds. The library director hires and supervises all assistants, substitutes, and volunteers who work in the library. I. Collection Management 1. Select or direct the selection of materials for all media and all age groups, based on the library’s approved collection development policy. 2. Catalog and classify library materials according to accepted standards and maintain the public catalog. 3. Process materials to provide appeal, protection, and control. 4. Develop and maintain a regular weeding schedule. 5. Periodically review the collection development policy and make recommendations to the library board for revisions. 6. Oversee the shelving and organization of materials. 7. Prepare and distribute overdue notices to users with overdue or lost materials. 8. These might include: preparation and dissemination of bibliographies of popular topics and genre collections; tours of the library for school, daycare, and homeschooling groups; inclusion of interesting displays of an educational or cultural nature; presentations to local organizations or groups on the benefits offered by the library; provision of story time sessions for small children, and teen and adult book discussion sessions; support of a summer reading program; acquisition of special materials and provision of accommodations to encourage use of the library by individuals with special needs; development of a homebound service for residents unable to visit the library. 2. Provide friendly and efficient direct assistance to users checking out materials, requesting directional or community information, or seeking materials or information on specific topics. 3. Prepare news releases and submissions to the media to announce new or special services and events that spotlight the library. 4. Assist and guide local volunteer groups (e.g., Library Friends) who wish to help with library promotion, fundraising, and enhancement of services. Hiring a Library Director TE5-7 5. Prepare grant applications, when grant opportunities are offered, in order to supplement local funding of library operations and development. 6. INFORMATION. COMMUNITY Director’s Report June, 2017 1. Children’s update (from Abby Bussen, Children’s Librarian): My, what a busy month we had in May! Jane and Abby spent 2 weeks reading to almost every Kindergarten and 1st grade class in the Muskego-Norway School District during their library time at school. The outreach opportunity, facilitated by Toni Heinowski, gave us great facetime with nearly every K-1 student, which made them ready to welcome us excitedly for our school summer reading visits. With half of our visits in May and the other half at the beginning of June, we had the opportunity to speak with all K-5 students in MNSD as well as students at St. Leonard’s. Our St. Paul’s “visit” included an “unboxing” video, which has increased our St. Paul’s enrollment in summer reading more than past years! Jane and Abby also made lunchtime visits to Muskego High School, Bay Lane Middle School, and Lake Denoon Middle School to encourage teen readers to join Amanda’s teen summer reading program. Even while we spent sometimes half the week out of the library, we’ve continued to maintain our rigorous storytime schedule. We also concluded our spring Read-Aloud Crowds with the largest group so far, and had our final TECHsplorers 2.0 meeting the last week in May. With our busiest time of year already underway, we can’t wait to see the kids and their families come out for our many summer reading events! 2. Young Adult update (from Jolyn Lobe, Reference Assistant): The summer reading program started on June 5th. Teens can pick up a weekly bingo sheet to complete and turn in to receive raffle tickets for a chance to win a prize. In the YA area there is a silhouette contest and a weekly brain teaser, both started on June 12th and run until August 12th. At the end of June teens can attend a Perler Bead Art program to make characters or items of their choice out of perler beads. 3. Adult Services update (from Elke Saylor, Head of Reference): The Summer Reading Program is under way and adults, especially parents of young children, are signing up for the Adult Summer Reading Program as well. Registration numbers for adults have doubled over the same time last year! We are currently offering a three part photography class with Kevin Hanley that is seeing great attendance and includes a fieldtrip to a New Berlin nursery for hands-on experience taking pictures of flowers. Coming up later in the month are three programs: Foster Care: open your hearts, open your homes Getting to know Medicare Strategies for Social Security and Retirement Income 4. Children’s Area update: FEH Design held a design workshop for the Children’s Area project on June 6. The architects listen to various ideas and developed several options for a midday presentation. This will conclude Phase One of the agreement with FEH Design. The Library Board can then choose to go ahead with a new agreement to have FEH create schematic diagrams from selected design options. 5. Wisconsin Trustee Training Week 2017: Webinar Series, August 21-25, 12:00 - 1:00 pm Bridges and other Wisconsin library systems are sponsoring this annual webcast series, developed and coordinated by South Central Library System, geared toward public library trustees but open to everyone. There will be one online session offered each day during the lunch hour (12-1 pm) with a different topic and speaker. This one session per day is set so it can fit into busy schedules. Materials for Posting Policy The Library maintains space for non-profit community groups and government agencies to post information about their organization, services, or events. Preference will be given to local events and announcements. Approval of materials does not indicate endorsement by the Library. All materials for posting must be submitted for approval by designated Library staff members. Approved materials shall be marked with the date of posting and staff initials and will be posted as space permits. Library staff may remove material posted more than 30 days. Any materials posted without approval will be removed and discarded. Materials which will not be approved for posting include personal requests, commercial advertisements of products or services, campaign literature, and any materials deemed discriminatory. Decisions may be appealed to the library board. Adopted by the Board of Trustees of the Muskego Public Library on January 21, 2014. Public Display and Exhibit Space The Library maintains display and exhibit space for the interest, information, and enlightenment of the community. The Library’s lobby display cases are made available to local non-profit community groups to promote their organization or event, as well as to Muskego residents with personal collections of community wide interest. The Library also provides exhibit space for Muskego artists to display their work. Organizations and individuals are not allowed to put up displays or exhibits in other areas of the Library unless specifically invited by the Library as part of a joint venture. The Library Board subscribes to the tenets of the American Library Association’s Bill of Rights, which states in part, “Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.” Use of the exhibit spaces does not constitute an endorsement by the Library of the views of those utilizing Library exhibit spaces. All exhibits must meet existing State and Federal laws on obscenity, libel, defamation of character or invasion of privacy. Exhibits may not involve the sale, advertisement, solicitation or promotion of commercial products or services. Artists may not display prices in the exhibit. Organizations and/or individuals who willfully violate this policy may be denied use of display and exhibit space. Library staff decisions on exhibits may be appealed to the Library Board. Application and Scheduling Exhibit applications are available at the reference desk and on the Library’s website. The completed and signed application form may be returned to the reference desk, emailed, faxed, or mailed to the Library. Display and exhibit space can be reserved by contacting the administrative services librarian. Exhibits are displayed for up to one month. Preference will be given to new exhibits. Organizations and individuals are limited to one exhibit each calendar year. Reservations will be approved on a first come, first served basis. Applications will be accepted up to one year in advance of the date requested. The Library and the Friends of the Library have priority in reserving space. Exhibitor’s Responsibilities The organization or individual is responsible for setting up and taking down the exhibit. The Library staff is not available to assist with setting up or taking down the exhibit. The name of the organization or individual responsible for the exhibit shall be clearly posted. Each exhibit will include a statement indicating that the exhibit does not necessarily reflect the endorsement of the Muskego Public Library. Adopted by the Board of Trustees of the Muskego Public Library on January 21, 2014. All promotional materials relating to exhibits must clearly state “This exhibit is not sponsored by the Muskego Public Library.” Library Rights The Library does not attempt to ensure that all points of view are represented in any single exhibit. Granting of permission to display materials does not imply Library endorsement of content; nor will the Library accept responsibility for the accuracy of statements made in any exhibits. The Library is not responsible for any loss, damage, destruction or theft of artworks or other object in an exhibit. All exhibitors are required to sign a form which releases the Library from any responsibility or liability for items on display. The Library reserves the right to determine the placement of exhibits and the conditions under which they will be displayed. Permission for the Library to photograph any work in the exhibition for publicity purposes is considered granted unless otherwise stated in writing. The Library reserves the right to limit or prohibit at any time the use of display or exhibit spaces which, in the judgment of the Library Director or his or her designee, represent a threat to the health or safety of Library users, or the orderly use of the Library. Any person or group using the Library’s display or exhibit spaces hereby agrees to indemnify and hold harmless the Muskego Public Library from any and all actions or suits relating to its use of such spaces.
