Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES April 11, 2017 6:30 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called meeting to order at 6:30 pm. PLEDGE OF ALLEGIANCE ROLL CALL Present: Alderman Wolfe, Hammel, Engelhardt, Kubacki, Madden, and Mayor Chiaverotti. Absent: Alderman Kapusta Also present: Director Mueller and City Attorney Warchol. STATEMENT OF PUBLIC NOTICE Director Mueller stated that the meeting was properly noticed. APPROVAL OF AGENDA APPROVAL OF MINUTES - March 14, 2017 Alderman Kubacki motioned to approve March 14, 2017 minutes. Alderman Borgman seconded motion, minutes approved. NEW BUSINESS 1.) Discuss possible code change for goats. 2.) Discuss agricultural buildings for commercial gatherings. 1.) Alderman Kubacki suggested that the City amend the Ordinance in regards to goats. Goats are now classifieds with pigs as nuisance animals, there is interest in amending the current Ordinance to include goats with no conditional use grant. After initial discussion, it was unanimously agreed that further research should be done and brought back to another meeting to consider amending the Ordinance. 2.) Alderman Kubacki introduced discussion regarding Grandma's Cottage Bed and Breakfast, they were renting a barn for wedding receptions and are not properly zoned for that. Last summer Alderman Kubacki received complaints regarding parking during these events, sanitary issues, alcohol and traffic. Conditional Use Grant would not be possible for this type of event, it would require an ordinance change. Does the City want to allow for private owners to rent barns/agricultural buildings to hold these type of events on small acreage properties?After initial discussion, it was unanimously agreed that further research should be done and brought back to another meeting to consider amending the Ordinance. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Alderman Wolfe requested discussion on long-term planning for infrastructure, "Road Improvement Budget". Mayor Chiaverotti stated this would be part of budget goals discussion, which is very soon. Alderman Madden seconded motion, meeting adjourned at 6:53 pm.
