Vice President Konkel called the meeting to order at 5:08 pm.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Trustees Konkel, Schaefer, Darkow, Stuart, Tomaszewski, and Library Director
Loeffel. Also present were Young Adult Librarian Amanda Hyland and Gregg Baum of FEH
Design.

Director Loeffel stated that the meeting was noticed in accordance with the open meeting law.

Director’s Report
May, 2017
1. Young Adult update (from Amanda Hyland, Young Adult Librarian): During the month of April, teens
participated in a Coding Four by Four Contest. The third Stop Motion Animation Workshop met on
Saturday, April 29. Teen Advisory Board met on Thursday, April 13.
2. Adult Services update (from Elke Saylor, Head of Reference): May is a busy month for adult
programming and was kicked off in splendid fashion with “An Evening with John Gurda.” Gurda
talked about Milwaukee’s historical and evolving neighborhoods to a packed house. We had ca. 170
people in attendance! The Friends served coffee and cookies before the presentation and used the
opportunity to address the large crowd to promote the upcoming Craft Beer and Wine Tasting as well
as their ongoing efforts to raise money in support of excellent programming for all ages.
A scheduled vegetable gardening had to be cancelled due to the presenter’s illness, but we are looking
to reschedule that as soon as we can.
Coming up next week we have a program on “Wisconsin Underwater Archaeology” and a presentation
by the Waukesha County Museum about “Victorian Life in the Springs Era of Waukesha.”
Reference Assistant Jolyn Lobe’s Crafternoon programs continue to be popular, and Adult Librarian
Sam Quail is busy putting the finishing touches on the Adult Summer Reading Program which begins
along with the Children’s and YA Summer Reading Programs on June 5th.
3. Children’s update (from Abby Bussen, Children’s Librarian): April was another bustling month in the
Children’s Department. Between our regular storytimes and programs, we began to plan our school
visits to meet and greet Kindergarten and 1st grade students at all the Muskego-Norway Schools. We
also coordinated an storytime at Discovery Days as part of our on-demand Traveling Tales outreach
program. We successfully wrapped up our Art Smart program and began TECHsplorers 2.0,
discovering the complexities of medieval and modern technology. We look forward to getting all of
our summer reading ducks in a row and to the beginning of the redesign process for our children’s
area!
4. Children’s Area update:
• FEH Design held a Goals for Success meeting on Monday, May 1 and met with representatives
from the Library Board, Library staff, and the Friends of the Library. The purpose of this meeting
was to create project goals that will drive the redesign of the Children’s Area. The updated goals
follow this report.

IDEAS. INFORMATION. COMMUNITY
• A Design workshop is scheduled for Tuesday, June 6. This will be an all-day event for Library
staff, trustees, the public, and other stakeholders to brainstorm ideas and options for the Children’s
Area project. People are welcome to join for a little or as long as they can. FEH Design will be
listening to ideas and preparing multiple concepts. FEH will hold formal presentations at 12:00
and 6:00, with people getting a chance to vote on various options.
• After the Library Board meeting on May 16, FEH will be holding a recruiting review for the
purpose of gathering contact information for individuals to invite the all-day design workshop.
5. Libations at the Library, the Friends of the Muskego Public Library’s 2017 Craft Beer and Wine
Tasting Festival, will be held at the Library on Saturday May 13 from 7:00 to 10:00 PM. The event
will have over 40 beers and 40 wines for tasting, along with food from local restaurants.
6. Staff In-service: The Library’s annual staff in-service will be held on Friday, May 26, and the Library
will be closed to the public. Library staff will receive training on dementia and interacting with people
with dementia and their caregivers. Once our staff completes this training, the Library will be able to
place a sticker on our entrance stating that we are a dementia-friendly business. We will become the
second library in Waukesha County to complete this training. Additional activities during our in-
service include CPR recertification training for staff and review of summer reading activities.

Attached are the Library’s existing Privacy of Library Records policy and a draft Privacy policy. The
new Privacy policy contains information previously included in the Privacy of Records policy, and adds
additional sections to provide more information regarding patron information held by the Library, and
how it is handled. The new Privacy policy is based on a template from the Bridges Library System, and
has been reviewed by the City Attorney.

Privacy of Library Records Policy
The Muskego Public Library protects the privacy of library records and the confidentiality of patron use
of the library as required by relevant laws. In addition, the Muskego Public Library Board supports the
principle of freedom of inquiry for library patrons, and has adopted this policy to protect against the
unwarranted invasion of the personal privacy of library users.
Legal requirements
The relevant Wisconsin laws concerning the confidentiality of library records are Wisconsin Statutes
Section 43.30 and the Wisconsin Personal Information Practices Act (Sections 19.62 to 19.80).
Under Section 43.30, library records which indicate the identity of any individual who borrows or uses
the library's documents or other materials, resources or services may only be disclosed:
(1) with the consent of the individual library user for records that relate solely to the individual, or
(2) by court order, or
(3) to custodial parents or guardians of children under the age of 16 if the records relate to use of
the library’s documents or other materials, resources, or services by that child, or
(4) to persons acting within the scope of their duties in the administration of the library or library
system, or
(5) to other libraries (under certain circumstances) for interlibrary loan purposes [see ss. 43.30(2)
and (3)], or
(6) to law enforcement under circumstances described in Wisconsin Statutes Section 43.30(5).
Wisconsin’s Personal Information Practices Act (Sections 19.62 to 19.80) requires all state and local
government organizations (including public libraries) to develop procedures to protect the privacy of
personal information kept by the organization. Libraries (and all other government organizations) are
required to develop rules of conduct for employees involved in collecting, maintaining, using, and
providing access to personally identifiable information. Libraries are also required to ensure that
employees handling such records "know their duties and responsibilities relating to protecting
personal privacy, including applicable state and federal laws."
Records indicating the identity of library users may include a library users name, library card number,
telephone number, email address, driver’s license number, street address, post-office box number or 9-
digit extended zip code.
Records held by the library that include personally identifiable information about library users may
also contain information that may need to be provided to those who request that information, pursuant
to the Wisconsin’s public records law. Personally identifiable information about library users must be

redacted from any records that are publicly disclosed, except as the records are disclosed unde r one of
the five exceptions provided by Section 43.30 (see above).
Rules to be followed by library staff
(1) As required by state law, library staff may only disclose library records indicating the identity of
library users under the following conditions:
a) disclosure to staff members of the Muskego Public Library, and the staff of other libraries
and library systems only according to written procedures that comply with the laws cited
above and that are approved by the director
b) disclosure as authorized by the individual library user that is the sole subject of the record
c) disclosure to custodial parents or guardians of children under the age of 16 if the records
relate to use of the library’s documents or other materials, resources, or services by that
child[ss. 43.30(4)] (see below for handling of requests from custodial parents or guardians)
d) disclosure pursuant to court order (see below for handling of different types of court orders)
e) upon request of a law enforcement officer who is investigating criminal conduct alleged to
have occurred at the library, or if the library requests the assistance of a law enforcement
officer, and the requested records that are pertinent to the alleged criminal conduct were
produced by a surveillance device, [ss.43.30(5)]
(2) Library staff is not allowed to share information about use of library resources and services by
identified library patrons except as necessary for the performance of their job duties and in
accordance with procedures approved by the library director.
Handling requests from custodial parents or guardians of children under the age of 16
If a request for the library records of a child who is under the age of 16 is made by a custodial parent or
guardian, the library staff will:
(1) request identification
(2) if the identification shows that the requestor is the parent or guardian listed on the child’s
library record and/or the requestor resides at the same address, the staff may provide the
requested information; otherwise the staff will deny the request.
The Library staff will attempt to satisfy the request as soon as practicable and without unreasonable
delay. In most cases this will be at the time of the request. If there is a question of the requester’s
guardianship, the staff person may delay the request until review by the Library Director. If a request is
denied by the Library staff, the requester can appeal in writing to the Library Board.

Handling of court orders
[Note: All search warrants are court orders, but not all subpoenas are court orders. Library staff may
not disclose library records in response to a subpoena that is not a court order if those records indicate
the identity of library users.]
If a law enforcement officer (or anyone else) brings a subpoena1 directing library staff to produce
library records:
(1) Notify the library director, or if the director is not available, notify the highest-ranking staff
person on duty.
(2) The library director or the highest-ranking staff person should contact the Mayor’s office or City
Clerk’s office to ask the municipal attorney to review the subpoena.
(3) If the subpoena has any legal defects, require that the defects be cured before records are
released.
(4) If appropriate, ask legal counsel to draft a protective order to be submitted to the court keeping
the requested information confidential and limiting its use to the particular case.
(5) Follow legal counsel’s advice for compliance with the subpoena.
If law enforcement officers bring a court order in the form of a search warrant2:
(1) A search warrant is executable immediately, unlike a subpoena. The law enforcement officers
may begin a search of library records as soon as they enter the library.
(2) Notify the library director, or if the director is not available, notify the highest-ranking staff
person on duty.
(3) The library director or the highest-ranking staff person should contact the Mayor’s office or City
Clerk’s office to contact the municipal attorney.
(4) Request that the law enforcement officers wait until the municipal attorney is present before the
search begins in order to allow counsel an opportunity to examine the search warrant and to
assure that the search conforms to the terms of the search warrant. (The law enforcement
officials are not required to accede to your request to delay the search.)
(5) Cooperate with the search to ensure that only the records identified in the warrant are produced
and that no other users’ records are disclosed.
1 A subpoena is a call to come before a court, and may include a direction to bring specified records. Not all subpoenas are
court orders. Your municipal attorney (or library counsel) can determine if a particular subpoena is a court order. A
subpoena normally indicates that a response is required within a certain number of days. Library staff may not disclose
library records in response to a subpoena that is not a court order if those records indicate the identity of library users.

(6) It is illegal to disclose to any other person (other than those persons necessary to produce
the tangible things sought in the warrant) that the Federal Bureau of Investigation has
sought or obtained records or other items under the Foreign Intelligence Surveillance Act
(FISA).

Privacy Policy
Privacy Statement
Protecting library user privacy and keeping confidential information that identifies individuals or
associates individuals with their use of library books, materials, equipment, programs, services, facilities,
and/or staff assistance is an important principle of the Library. This policy affirms the Library's
commitment to privacy, explains the information that the Library collects, and alerts visitors to Library
facilities and users of remotely accessed Library services of the privacy choices available to them.
Definition of Terms
Right to Privacy is the right to open inquiry without having the subject of one’s interest examined
or scrutinized by others.
Confidentiality exists when a Library is in possession of personally identifiable information about
users and keeps that information private on their behalf.
Personally identifiable information is information such as name, library card number, e-mail or
mailing address, telephone number, or any financial information relating to a patron and his or her
accounts.
Legal Protections and Exceptions
Wisconsin law has strong protections in place to assist the library in keeping records confidential. In
certain circumstances, Library records may be subject to disclosure to law enforcement officials under
provisions of state law or federal law under the provisions of the USA Patriot Act (Public Law 107-56). In
accordance with the USA Patriot Act, public libraries must allow an immediate search and possible seizure
of equipment or information if presented with a FBI National Security Letter or Foreign Intelligence
Surveillance Act Warrant. Staff members are provided training in handling requests from law enforcement.
The staff procedure is attached to this policy.
The relevant Wisconsin laws concerning the confidentiality of library records are Wisconsin Statutes
Section 43.30 and the Wisconsin Personal Information Practices Act (Sections 19.62 to 19.80). Library
records include any record of use of library materials, resources, or services.
Wis. State Statute 43.30 requires that library records may only be disclosed under the following
circumstances:
1. With the consent of the individual library user.
2. To a custodial parent or legal guardian of a juvenile under 16 years of age.
3. By court order.
4. Upon the request of a law enforcement officer who is investigating criminal conduct alleged to

have occurred at the library. In this instance, the library shall disclose all records pertinent to the
alleged criminal conduct that were produced by a surveillance device under the control of the
library.
5. To persons acting within the scope of their duties in the administration of the library or library
system.
6. To other libraries for interlibrary loan purposes in accordance with the standards set forth in
Wisconsin Statute Sections 43.30(2) and (3).
Library Records
The Library avoids creating unnecessary records and retaining records longer than needed for library
business purposes.
1. To receive a library card, library users are required to provide identifying information such as name,
birth date, picture ID, and physical as well as mailing address (if different). The identifying information is
retained, as long as the library user continues to use the library card. In most cases the information will be
in the database for a maximum of three years after the person stops using the library card at which time
the record is deleted.
2. A library user’s circulation record includes current identifying information, items currently checked out1
or on hold, as well as overdue materials and fines.
3. Ninety days after an item is returned, the Library System removes the information regarding the last
patron to check it out which deletes the patron from the item history log. If the item had associated fines,
the fine transactions are saved.
4. The Library may also gather information necessary to provide a requested service to a library user
including but not limited to the following examples:
Records of electronic access information such as the library card or guest pass number used to log
onto library public computers or search a library database
Records for interlibrary loan requests or reference services
Records needed to sign up for or participate in library classes and programs
Records for use of meeting rooms
Records for receiving emails and/or text messages about library services and programs
Once there is no longer a need for the information, personally identifying records are destroyed. Emails
sent to Library staff may be subject to open records requirements.
5. The Library treats records as confidential in accordance with Wisconsin State Statute (43.30). The Library
will not collect or retain private and personally identifiable information without the person’s consent. If

consent to provide personally identifiable information is given, the Library will keep it confidential and will
not sell, license or disclose it to any third party, except for purposes described by the law.
Access to Accounts and Patron Responsibility
Protecting a Patron Account
It is the patron’s responsibility to notify the Library immediately if a library card is lost or stolen or if he or
she believes someone is using the card or card number without permission. The Library recommends
these precautions:
Log off systems after use
Don't share the library card, user IDs, or passwords
Select passwords which are easy to remember, but difficult for others to guess by including a
mixture of numbers, symbols, and/or upper and lowercase letters
Keeping Account Information Up-To-Date
A patron may access his/her personally identifiable information held by the Library and is responsible for
keeping the information accurate and up-to-date. The purpose of accessing and updating personally
identifiable information is to ensure that library operations can function properly. A patron may view or
update his/her personal information in person. He or she may be asked to provide some sort of
verification or identification card to ensure verification of identity.
Parents and Children
For the protection of patrons, parents seeking records of their minor child, under age 16, may be asked to
provide proof of their child’s age as well as evidence they are the custodial parent. According to
Wisconsin State Statute 43.30(1b)(1)(ag) “Custodial parent” includes any parent other than a parent who
has been denied periods of physical placement with a child under s.767.41(4).
Items on hold
Items placed on hold for library patrons are shelved by the patron’s initials for pick-up in the public areas
of the Library. Patrons of any age may choose to have other people pick up their holds. Holds will be
checked out on the library card presented at the time of check-out.
Public Computer Use and the Library’s Automation Systems
The Library routinely and regularly purges information that may be linked to library users, such as
information from web servers, mail servers, computer time management software, interlibrary loan
requests, and other library information gathered or stored in electronic format.
The Library System maintains the online catalog and a number of databases. The Library System
automatically collects and maintains statistical information about library users’ visits to the library catalog
and databases. This information includes the IP address of the visitor, the computer and web browser

type, the pages used, the time and date, and any errors that occurred. This information is used for internal
reporting purposes and individual users are not identified. Network traffic is monitored to identify
unauthorized attempts to upload or otherwise damage the web service. If a library user chooses to pay
fines and fees via credit card, the credit card number is not stored in the user’s library account; it is simply
passed through to the payment processor.
Websites
The Library’s website contains links to other sites including third party vendor sites. The Library is not
responsible for the privacy practices of other sites which may be different from the privacy practices
described in this policy. The Library encourages library users to become familiar with privacy policies of
other sites visited, including linked sites.
The Library website does not collect personally identifying information from visitors to the website unless
the patron requests a service via the Library website. The Library may collect non-personal information
from visitors to the website for statistical analysis, site assessment, server performance, authentication,
troubleshooting and other management purposes. Examples of non-personal information collected
include Internet Protocol (IP) address of the computer, the type and version of browser and operating
system the computer uses, geographical location of the network used to link to the Library’s site, and time
and date of the access. There is no link to personally identifiable information in computer
communications, unless a patron has provided that information in the content of a transaction, for
example, filling out an online form to request a service.
The Library uses temporary “cookies” to maintain authentication when a patron is logged in to the online
catalog. A “cookie” is a small text file that is sent to a user’s browser from a website. The cookie itself
does not contain any personally identifiable information. Other electronic services offered by the Library
through third party vendors may use “cookies” to help control browser sessions. Websites may use the
record of “cookies” to see how the website is being accessed and when, but not by whom.
Library database users are asked for their library card number to ensure that only authorized users have
access. Database vendors do not have access to any user records or information.
The Library and the Library System work with a variety of partners to provide e-content (e.g. e-books, e-
audios, e-music, e-videos, e-magazines) to users. Prior to checking out any of the Library’s e-content
users should read the privacy policy of the company that is providing the service. For example, users who
check out e-books from the Wisconsin Digital Library for use on their Kindle (or via a Kindle app) will
receive those e-books via Amazon. Amazon’s privacy policy describes the kind of information that is
collected and stored in connection with such transactions. However, all other e-book formats within the
OverDrive collection do not collect this information.

Wireless Access
The Library offers free wireless access (Wi-Fi) for library patrons to use with their own personal notebooks,
laptops and other mobile devices. These access points are unsecured. A patron's use of this service is
governed by the Library's internet policy.
Due to the proliferation of Wi-Fi networks, library users may also be able to access other Wi-Fi networks
within the building that are not provided by the Library. Use of these non-Library wireless networks within
the Library's facilities is also governed by the Library's internet policy.
As with most public wireless "hotspots," the Library's wireless connection is not secure. Any information
being transmitted could potentially be intercepted by another wireless user. Cautious and informed
wireless users should choose not to transmit personal information (credit card numbers, passwords and
any other sensitive information) while using any wireless "hotspot." Use of the Library's wireless network is
entirely at the risk of the user. The Library disclaims all liability for loss of confidential information or
damages resulting from that loss.
Other services
Some patrons may choose to take advantage of RSS feeds from the Library’s website, hold and overdue
notices via e-mail or text message, and similar services that send personally identifiable information
related to library use via public communication networks. Patrons should also be aware that the Library
has limited ability to protect the privacy of this information once it is outside the Library’s control.
Library Photos
The Library takes photos at library programs and they may be posted to the website or used in
promotions. Patrons are advised to step to the side or notify library staff members if they do not wish to
be in photographs.
Illegal activity prohibited and not protected
Patrons may conduct only legal activity while using library resources and services in accordance with the
Library’s Code of Conduct and Computer and Internet Use policies. Nothing in this policy prevents the
Library from exercising its right to enforce its Rules of Behavior, protect its facilities, network and
equipment from harm, or prevent the use of library facilities and equipment for illegal purposes. The
Library can electronically log activity to monitor its public computers and external access to its network
and reserves the right to review such logs when a violation of law or library policy is suspected. Staff is
authorized to take immediate action to protect the security of library patrons, staff, facilities, computers
and the network. This includes contacting law enforcement authorities and providing information that
may identify the individual(s) suspected of a violation.
Enforcement and redress
Patrons with questions, concerns, or complaints about the handling of his/her personally identifiable

information or this policy may file written comments with the Director. A response will be sent in a timely
manner and the Library may conduct an investigation or review of practices and procedures. The Library
conducts such reviews as necessary to ensure compliance with the principles outlined in this policy.
The Director is custodian of library records and is authorized to comply with public records requests or
inquiries from law enforcement officers. The Director may delegate this authority to designated members
of the library's management team. The Director confers with the Municipal Attorney before determining
the proper response to any request for records. The Library will not make library records available to any
agency of state, federal, or local government unless a subpoena, warrant, court order or other
investigatory document is issued by a court of competent jurisdiction, showing good cause and in proper
form. All library staff are trained to refer any law enforcement inquiries to the Director.
Policy Changes
This Privacy Policy may be revised to reflect changes in the Library’s policies and practices or to reflect
new services and content provided by the Library. Patrons are encouraged to check this document
periodically to stay informed of the Library’s current privacy guidelines.

1Patron records show current checkouts. When an item is returned, it is removed from the patron’s
checkout list. However, patrons who sign up for the reading history service will have their checkout
history saved instead of purged. The user has the option to turn off the service and delete his/her reading
history at any time.

Procedures for Complying with Law Enforcement Request for Information
The Library staff will comply with law enforcement when supplied with a legal subpoena or search warrant.
Staff Procedures:
If anyone approaches staff alleging to be a law enforcement official requesting information, staff
will immediately contact the Director. In the Director's absence, the highest ranking person on duty
is responsible for working with the requestor.
The Director or her/his representative will ask to see official identification and will photocopy the
ID.
If the law enforcement officer does not have a court order compelling the production of records,
the director or her/his representative shall explain the state statute regarding confidentiality of
library records under ss. 43.30. Staff will not disclose any information to law enforcement
personnel without a court order.
If the law enforcement official presents a subpoena, the Library Director or her/his representative
will contact the city attorney for advice on how best to proceed. It is desirable for legal counsel to
be present when the subpoena is executed. In the event that the city attorney is not available, the
legal counsel for the American Library Association will be contacted.
If the law enforcement official presents a search warrant, it is executable immediately. The Library
Director or her/his representative will notify the city attorney and will attempt to have legal
counsel present during the search to be sure that the search conforms to the terms of the warrant.
If time does not allow for this, the search must be allowed to proceed. The Library Director or
her/his representative will cooperate with the search to ensure that only the records identified in
the warrant are produced and that no other users' records are viewed or scanned. Library staff
should not interfere with the search and/or seizure of library property.
The Library Director or her/his representative will inventory any items removed from the library as
a result of the search warrant.
The Library will keep a record of all legal requests.
The Library will keep a record of all costs incurred by any search and/or seizures, including time
spent by library staff assisting in the search or the inventorying of items.
If the court order is a search warrant issued under the Foreign Intelligence Surveillance Act (FISA)
(USA Patriot Act amendment), the warrant also contains a "gag order" which means that no person
or institution served with the warrant can disclose that the warrant has been served or that records
have been produced pursuant to the warrant. The Library and its staff must comply with this order.
No information can be disclosed to any other party except legal counsel, including the patron
whose records are the subject of the search warrant. Failure to comply exposes individuals to
criminal and civil penalties under the USA Patriot Act. The gag order does not change the Library’s
right to legal representation during the search. An attorney should be called immediately,

although the FBI does not have to wait until the Library receives legal counsel before acting on the
court order. If the Library’s legal counsel cannot be reached, the Library Director or her/his
designee, will call the ALA Office for Intellectual Freedom (OIF) at 800-545-2433 x4223 and state
only “I need to speak with an attorney.” The OIF will put the caller in touch with an attorney
familiar with FISA. The staff member should not inform OIF staff of the existence of the warrant.
Emergency Disclosures of Communication
If the Library staff observes what could reasonably be construed as a threat of imminent danger to life, the
staff member is to immediately alert local law enforcement through the 9-1-1 emergency response system
and then immediately inform the highest ranking person on duty. The highest ranking person on duty
should then immediately contact the Library Director.

Re: New Library Standards Recommended by County Library Plan
Waukesha County Board Chair Paul Decker appointed a Library Planning Committee in the summer
of 2016 based on the need to update the county library plan as set forth in Wis. Stat. 43.11. The 17 -
member committee worked on the plan from August 2016 through M arch 2017 and has approved a
new five-year county library plan. The planning process included a comprehensive review of all
aspects of county library services, including county library standards.
The county library planning committee was guided by the vision that strong libraries build strong
communities. That vision helped the committee craft their mission statement, develop their goals
and objectives, and underscored all of their conversations. I would like to publicly recognize their
hard work and service to Waukesha County citizens. The Waukesha County Library Services Plan
2017-2021 is available for review at every library, at the Bridges Library System, at the County
Clerk’s office, and online at: http://tinyurl.com/libraryplanofwkco.
The standards, which have been in place for many years, generated a great deal of discussion during
the planning process. To give the subject proper attention, a sub -committee was formed to study
the standards in depth and report back to the committee. After a great deal of input, discussion
and consideration, new and revised county library standards have been recommended in the plan.
The plan includes numerical standards that have been revised to reflect techn ological changes,
current Waukesha County library conditions, and the need for a graduated population scale.
In addition to the five existing measures (one optional), two new measures were added: number of
computers/1000 population and wireless internet access for patrons. See Table 1 on the next page
for a summary of the standards recommended in the plan.

Additionally, because the term “standards” may imply an aspirational goal, the plan
recommends changing the terminology from Standards to Minimums to Exempt in
future communications for all numeric benchmarks to reflect the fact that they are
baseline expectations.
Five new Quality Assurance Standards are recommended in the plan to help ensure the
county libraries are well managed and accountable. The Quality Assurance Standards
are not numeric benchmarks; they are checklist items. Below are the recommended
Quality Assurance Standards that the library board would be asked to certify annually:
Library board members receive an orientation upon appointment to a library
board;
The library’s website includes contact information of key staff and board
members as well as board agendas and minutes;
The library board conducts an annual review of its library director;
The library budget includes funding to ensure professional development for the
library director and staff; and
The library has an active strategic plan.
These Quality Assurance Standards are recommended with the following effective
dates:

In order for a library’s municipality(ies) to qualify for exemption from the county library
tax levy, the library must meet all of the Quality Assurance Standards in Table 2, as well
as the first six numerical Standards/Minimums to Exempt or the optional LSER in Table
1. The LSER is a mathematical calculation of the residents’ use of libraries other than
their own. If a library meets its target ratio, its municipal residents are not imposing an
undue burden on neighboring libraries. While the goal of this plan is to assure that all
libraries are operating at or above the Minimums to Exempt and are meeting all Quality
Assurance Standards, the plan recognizes that some libraries may need a bit more time
to get there or may suffer an occasional one-year setback. Therefore, the plan allows a
library a one-time exception during this county library plan cycle from meeting each of
the standards items from either table. However, if the LSER is chosen by a library in lieu
of meeting the first six numerical Minimums to Exempt, an exception may not be
applied to meeting the LSER target ratio.
Finally, all standards requirements are in addition to the library’s municipal requirement
to meet or exceed the county library tax rate as required in Wis. Stats. 43.64 (2) or, in
the case of a joint library, to fund its library at not less than the avera ge of the previous
three years as allowed in 43.64 (2) (c).
To assist you in understanding what your library’s new requirements would be, your
library’s LSER ratio and Minimums to Exempt (based on 2016 data from the Dept. of
Public Instruction) are shown in tables 3 and 4 below. Also attached is a table that
shows the criteria along with the requirements across the entire graduated population
range should you wish to project your community’s growth over the next five years.

In order to qualify for the exemption from the county library tax, libraries must meet the
requirements in table 3 or table 4 as well as the Quality Assurance Standards.
I have not provided a chart showing whether your library meets the Quality Assurance
Standards: I suggest the Library Board and director discuss that too.
Wis. Stats. 43.11 (3) (d) requires that standards be approved by at least 50% of the
library boards in the county, representing 80% of the population of municipalities with
libraries. Additionally, county board approval is required. We are in the process of
seeking approval from all entities. As soon as the required threshold is reached, and
county board approval is obtained, the standards would become effective.
Because we hope to have the new standards in effect for the 2018 budget, I urge your
board’s approval of the new standards without delay. These standards are reflective of
the new world in which libraries operate. They are the result of many hours of
thoughtful review by library directors, trustees, municipal officials and citizens. They are
consistent with the stated mission and core values of the plan and will help ensure that
our libraries stay strong for the benefit of our citizens and communities. Thank you for
