Circulation supervisor job description NOTICE OF CLOSED SESSION 1. 2017 Library Director performance evaluation goals The Library Board of the City of Muskego will meet at approximately 5:00 pm, or as soon thereafter as time permits, on Tuesday, January 17, 2017 in the Library Conference Room, Muskego Public Library, S73 W16663 Janesville Road, Muskego, Wisconsin, following conclusion of consideration of the above portion of its regularly scheduled agenda, to vote on a motion to convene in closed session at said time and place for discussion/action relative to: Discussion/action relative to the 2017 Library Director performance evaluation goals and to take such further action as may be necessary and appropriate with respect to such matters. The Library Board will hold the closed session in the Library Conference Room at the Library. A closed session for the above purpose is authorized pursuant to the provisions of Wis.Stats. Section §19.85(1)(c), which authorizes a governmental body, upon motion duly made and carried, to meet in closed session to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Upon conclusion of the closed session, the Library Board will convene in open session to consider its public agenda, including motions to recommend approval or rejection of the above-listed deliberations or any of the public agenda items that have not been acted upon. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW 1. Trustee Essentials 13 review: Library Advocacy ADJOURNMENT NOTICE PLEASE NOTE: It is possible that members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-mentioned meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the governmental body specifically referred to above in this notice. Unapproved CITY OF MUSKEGO LIBRARY BOARD MINUTES December 20, 2016 5:00 PM Library Conference Room, S73 W16663 JANESVILLE RD CALL TO ORDER President Robertson called the meeting to order at 5:05 pm. PLEDGE OF ALLEGIANCE ROLL CALL Present were Trustees Robertson, O'Bryan, Konkel, Tomaszewski, Keil, Darkow, and Library Director Loeffel. Trustees Schaefer, Stuart, and Alderman Hammel were excused. STATEMENT OF PUBLIC NOTICE Director Loeffel stated that the meeting was noticed in accordance with the open meeting law. PUBLIC COMMENT APPROVAL OF MINUTES from November 15, 2016 Trustee Darkow made a motion to APPROVE THE MINUTES from November 15, 2016, Trustee Keil seconded. Motion Passed 6 in favor. LIBRARY FINANCIAL REPORTS from November 2016 Trustee Konkel made a motion to place on file the LIBRARY FINANCIAL REPORTS from November 2016, Trustee Darkow seconded. Motion Passed 6 in favor. Motion Passed 6 in favor. NOTICE OF CLOSED SESSION Trustee Darkow made a motion to enter closed session pursuant to: the provisions of Wis. Stats. Trustee O'Bryan left during the closed session. Upon reconvening into open session, Trustee Darkow made a motion to approve the Library Director evaluation , Trustee Tomaszewski seconded. Motion Passed 5 in favor. Trustee Tomaszewski made a motion to approve the merit pay increase for the Library Director, Trustee Konkel seconded. Motion Passed 5 in favor. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW ADJOURNMENT Trustee Konkel made a motion to adjourn at 6:29 pm, Trustee Darkow seconded. Motion Passed 5 in favor. Adult Services update (from Elke Saylor, Head of Reference): January tends to be a slow month for adult programming as weather often keeps people from wanting to venture out, but with funding secured from the Friends of the Muskego Public Library, we are busy planning the rest of the year. The AARP TaxAide group is coming back to provide free tax preparation for people of all ages. They will be here on Tuesday mornings from February 7 – April 11. Sign-up got off to a brisk start beginning on January 3rd. Next week, we are hosting our first of four Memory Cafes this year. We are building a Lego City to keep hands busy and create something beautiful. 2. Children’s update (from Abby Bussen, Children’s Librarian): We finished our year strong with 455 total programs and 16,940 participants! As we wrapped up our many programs for 2016, we enjoyed a snowy Saturday program with our Polar Express Pajama Party. Children enjoyed cookies and cocoa through a fun storytime, screening of Polar Express, electric train display by the Lionel Train Club, and a visit from Santa and Mrs. Claus. 3. Young Adult update (from Amanda Hyland, Young Adult Librarian): During the month of December, teens participated in a Book Title Emoji Contest where they had to identify book titles based off the emojis provided. On December 15, the library hosted Island of Misfit Toys, in which teens were allowed to take apart stuffed animals and resew them back together again. Teen Advisory Board met December 8, and helped assemble Christmas bells that were later given out at the Polar Express Pajama Party. 4. Building update: The Library had its first unexpected repair of 2017. The Library’s sprinkler system was not holding its pressure level, and a leaking section of pipe was identified and replaced. 5. Library staff is working with the Friends of the Library on a possible plan for plantscaping in the Library. The Friends may purchase plants and containers in certain areas of the Library such as the Magazine Reading area, and the Library will pay an ongoing monthly fee for maintain the plants. The Friends are interested in a scalable plan, where a few areas are added over the next three to four years. The three areas of focus for this year will be broadband, workforce development, and lifelong learning. In simple terms, a library advocate is someone who understands the value and importance of public library service and who communicates that value and importance to the community, government leaders, and other decision-makers. Your primary function as a library advocate will be to provide clear, accurate, and timely information on library issues to people who need it in order to make sound decisions on those issues. This information can be provided orally or in writing. It may have such diverse objectives as shaping public opinion in a general way or influencing a specific vote on a library issue by the local unit of government. Libraries need their trustees to act as advocates for several reasons. Pressures on local, county, and state budgets makes it harder than ever for libraries to obtain adequate funding. As a representative of the general public, you can make a more effective case on the importance of adequate funding for the library than the librarian who may be viewed as having a vested interest in a larger budget. Because public libraries have a unique place in local government, their needs may not be as readily understood by government officials as those of other units of government, and a greater effort is needed to tell the library story. In addition, because library systems primarily provide “behind the scenes” services, an extra effort is sometimes needed to make government officials aware of their services and the value of those services to the public. Establish Priorities for Advocacy Since the advocacy role is a basic duty of a library board member, it’s important to channel these energies carefully. Early each year, the library board acting as a whole should decide which of its goals or positions to advocate most str enuously. Emphasis will vary by library. For instance, you and the library board might work for the adoption of an improved library budget, seek support for enhanced library technology, or inform the public of the need for a library building program. What is important is that you decide with other library board members what the areas of emphasis will be and how board members will go about advocating those goals or positions. Your goal as an advocate is to shape the local decision-making process, which requires an understanding of how decisions are made in the community and who must be influenced in order to achieve favorable outcomes.
