MINUTES CITY OF MUSKEGO BIG MUSKEGO LAKE DISTRICT DEPUTY COMMISSIONERS August 3, 2016 6:15 PM Boxhorn Boat Launch S90 W13976 Boxhorn Drive CALL TO ORDER - Len Pilak called to order at 6:21 pm. ROLL CALL – Len Pilak, Rich Multhauf, Tom Kies, Karl Hoeppner present. Larry Schweitzer excused. City Staff Tom Zagar and former Deputy Greg Burmeister present PLEDGE OF ALLEGIANCE – All recited pledge. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES – December 16, 2015 – Len moved to approve, Rich 2nd, carried by all. VOUCHER APPROVAL - none UNFINISHED BUSINESS 1. Discovery and future management of the invasive algae starry stonewart in Big Muskego Lake and Bass Bay  Areas around ramps were treated and DNR did follow-up sampling. Data was not evaluated but anecdotally the treatment seemed effective in keeping SSW from growing near launch ramps where it is vulnerable to transport by a boat trailer.  Clean Boats, Clean Waters attendants have been periodically working the ramps.  Rich and Greg noted that “pillows” of SSW were distributed throughout the lake but the area in front of Groveway Lane did not have conspicuous growth. It was difficult to determine if overall growth was greater than last year.  There are plans to do another SSW treatment at the ramps. 2. Current status of lake (water levels, ice, fish, and wildlife)  Ice heaves of shorelines was especially bad this year.  Cattail bogs translocated by wind were also a great nuisance this year. Holz Drive channel, Durham channel, and Boxhorn ramp were impacted as well as private shoreline areas on the lake’s east side. It required extensive work by City staff and riparian citizens to cut up and push bogs away. City DPW staff removed several dump loads at the ramps, which were taken to Advance Disposal landfill where they were composted.  Rich noted that fishing for panfish was not as good as last year with most below the 8” size limit. Pike fishing was fair with many fish in the low to mid 20 inch range and some in the 30’s being caught. It was noted by all that carp seem to be more prevalent.  Len and Tom Kies noted that Bass Bay was a bit clearer and had fewer weed nuisance problems than most years (Bass Bay received treatment for invasive nuisance Eurasian water milfoil and curly-leaf pondweed in June).  However it was noted by all that Big Muskego Lake has been much more turbid this year. Tom Z noted that charaphytes (Chara and Starry Stonewort) would typically make water cleared as they use nutrients that may otherwise grow planktonic algae (which gives water a murky green color). It was thought that turbidity may be attributable to more carp.  Tom Z noted that it has been 20 years since the lake restoration project that “switched” the lake to a clear water state from its turbid hyper-eutrohic state. With more carp, fewer cattail islands, and greater turbidity, the lake may be switching back to the turbid state. Thus, if this pattern continues it may be time to begin thinking about another lake restoration project.  Karl noted and all agreed that the dike on the “Rieger” DNR parcel must be fixed to stop immigration by common carp. This must be done prior to restoration drawdown/fishery restoration. NEW BUSINESS 1. Review and approve 2017 budget. Budget numbers were the same as last year. Len moves to recommend approval at the annual meeting, Tom 2nd, carried by all. 2. Discuss annual meeting agenda It was noted that the people should be notified that another lake restopration project may be on the horizon. Tom Kies suggested that DNR Fisheries Biologist Ben Huessner attnd the meeting. 3. Future project ideas The project to monitor tributaries was not initiated this year. However it was noted that the algal bloom at the (south) Groveway tributary did not happen this year as it has in recent years.
