Review of Public Information Meeting Materials for Moorland Road by Kapur
There will be a Public Informational Meeting held on December 12, 2016 from 5:00 - 7:00PM in
the Muskego Room at City Hall. Detour routes will be posted at the meeting. The schedule is
as follows: Final Plans due May 2017, Utility Work starts Summer 2017, Construction in 2018.
Review Request by the Village of Big Bend to Explore the Feasibility of the City of Muskego to
Supply Water to the Village
There was a discussion to explore the possibility of providing water to the village area of Big
Bend for development.
Review Request for Municipal Water for New Middle School by Muskego-Norway School
District
A study will be conducted to determine if the water volume supply is adequate
enough to provide the necessary fire protection for both Tudor Oaks and the Middle School.
The results will be presented during next month's meeting.
Review Request for Public Improvements to be Required as part of the Potential Land Division
of MSK2208-997-001
Alderman Kubacki made a motion to defer the Request for Public Improvements to be
Required as part of the Potential Land Division of MSK2208-997-001 until after the
City Attorney has an opportunity to review the additional information. Alderman
Madden seconded.

Subject: Review Request for Review of Water Main to be Required as Part of a
Potential Land Division of MSKC2208-997-001
Date: November 15, 2016
The attached was received from David Simpson in reference to a potential land
division on the east side of Nursery Court. Mr. Simpson is asking that the
Committee not require water main to be installed on Nursery Court as part of a
potential land division. Mr. Simpson makes reference to the loss of a tree line for
the water main installation, costs, and that the original developer for Nursery
Subdivision was not required to install water main. Water main is available along
McShane Drive. The same request was made at the August 11, 2016 Public Works
Committee meeting by the Neumann Companies. Staff recommended and the
motion was passed that public improvements be required of a potential land
division of MSKC2208-997-001.
Recommendation for Action by Committee:
Require water main extension be required for any land division of MSKC2208-997-
001 as the Public Works Committee passed on August 11, 2016 for the same parcel.

RE: Land Division of S76 W12677 McShane Drive - Water Main Requirements
Dear Public Works Committee Members,
At a previous Public Works Committee meeting a request was made by a developer to consider the scope
of water main improvements for a potential land division of S76 W12677 McShane Drive. At that
meeting the Committee was only able to consider the facts provided by the Developer to them at that
time, and the decision was made to require water main improvements on Nursery Court.
Since that meeting I have acquired this property and am beginning the process of looking into a potential
land division. I am writing to request a reconsideration of the previous decision based on new
information and ask that no water main improvements be required to be installed on Nursery Court. The
following are factors that I would like the Committee to consider when determining the required water
main improvements:
1. There is an existing quality tree line along the edge of the roadway that would have to be
completely removed in order to install the water main. The existing residents on the west side of
Nursery Court most certainly enjoy the nice screening that these trees provide and would not be
pleased if they had to be removed. The pictures below show the existing trees looking north from
McShane and looking south from the cul-de-sac. I believe development should occur in a fashion
that allows the least amount of disruption to the existing environment and neighborhoods. If a
land division occurs without installing water main the only disruption to this tree line would be
for small driveway openings.

2. The attached concept land division shows the most feasible land division option. In this scenario,
it would be possible to keep the existing home that is currently served by an active safe well and
the corner lot could be served by the existing water main in McShane Drive. In this scenario, it
would mean that the entire water main would only be serving two new lots. The attached cost
estimate shows that the estimated cost to install water main for this project would be $96,500.
This cost does not include engineering, permitting, or City costs, which could easily cost upwards
of $25,000. This would leave the total benefit to each potential lot over $60,000/lot. This is an
extremely high cost that would preclude this potential development from occurring.
3. The original Developer of the Nursery Subdivision was not required to install water main and that
was a larger development with a total of 6 lots. Requiring water main at this time of this
development would not be equitable.
4. This development is feasible if the water main improvements are not required. If this
development does occur, the existing one sided roadway will become a traditional dual loaded
roadway. This is important to the City because the current one sided roadway is very expensive to
maintain compared to a traditional roadway with dual sided tax base. The additional value to the
City’s levy if a four lot land division occurs and new homes are constructed (assuming a home
similar to Belle Chasse at $325K in improvement value and a lot value of $75K) could easily be
an additional $1,200,000, which equates to an annual tax bill collection of over $20,000. This
value could be even higher if the exiting home’s value is improved by remodeling or replacement.
