Subject: Discuss Hillendale Drive Reconstruction Alternatives from Janesville Road
to Field Drive
Date: August 11, 2016
As part of the 2016 Road Program we had considered rehabilitating a portion of
Hillendale Drive, just north of Janesville Road, with the intention of rehabilitating
the remaining section to Field Drive in 2017. With additional expenses on Parker
Drive and more curb and gutter requiring replacement in Marlan Meadows, it may
not be cost effective to move ahead in 2016, but instead complete all the work in
2017.
As discussions began about this roadway some residents asked if we could either
widen the roadway or add a recreation trail as part of the project. I sent the
attached letter to all residents along this stretch of roadway asking for their input. I
received the attached emails and two calls against the trail.
This stretch of roadway does not call for a pathway in the parks plan, however, we
could certainly consider adding one. This would require a full roadway
reconstruction or the addition of a pathway separately from the full reconstruction.
The roadway can be rehabilitated for a cost of approximately $450K, while a full
reconstruction to widen the roadway and a pathway would cost around $2.1M. A
pathway can be added separately from a full reconstruction, however, it would
require a great deal of storm sewer work and potential right-of-way acquisition. I
would estimate a pathway would cost between $600K-850K for this stretch of
roadway.
Recommendation for Action by Committee:
Discuss options and direct staff to either process with a rehabilitation in 2017 or put
the project on hold and proceed with budgeting for a future year reconstruction.

RE: Potential Reconstruction of Hillendale Drive
Dear Property Owner,
The City of Muskego is considering the potential reconstruction of a portion of Hillendale Drive as part of
its 2016 Road Program. Bids received for the City’s annual road program were very advantageous so the
City will likely have funds remaining that would allow us to rehabilitate a section of Hillendale Drive,
from Janesville Road to approximately one-half mile north of Janesville Road.
Utilizing the current contract would limit the construction method to a basic rehabilitation that would
essentially leave the roadway in the same exact configuration it is today, just with a new pavement
structure. We have had some initial resident feedback that there is a need for modifications to ditches as
well as the need for the addition of an off-road recreation trail. Based on this feedback we will be
discussing some roadway reconstruction options at an upcoming Public Works Committee meeting. The
first option that will be discussed will include proceeding with a basic reconstruction that will not
improve drainage or add a pathway. The second option discussed would be a more involved
reconstruction that would include drainage improvements, pavement widening, and the addition of an off-
road pathway. Discussion will also center around timing of the improvements, which would likely not
occur until 2020 or beyond if a more involved construction technique is used.
The Public Works Committee will be discussing this issue at their August meeting. We welcome any

Mr. Engelhardt,
I am a resident of the 5th district, and live on Hillendale Drive near Gaffney Drive. I recently read some
information on the City website that said some paving work scheduled for Hillendale in 2017 may be
starting early, in 2016.
I am very curious to know if the paving plans for Hillendale will include any widening of the road, to
include perhaps a paved shoulder, paved bike lane, or detached sidewalk.
The lanes on Hillendale seem narrow for the speed that traffic travels at. The posted limit is 35mph,
and most traffic is doing 40 to 45mph, yet our street seems sized for a low-traffic subdivision. The
volume is also heavy at rush-hour times. I feel that the combination of narrow lanes, no shoulder, high
speeds, and high volume is a detriment to the safety of pedestrians and cyclists.
I see many walkers, joggers, and bicyclists using Hillendale Drive, and their proximity to speeding traffic
is always concerning to see, especially since there is no road shoulder they can safely access.
Compounding the issue are the number of blind hills and curves on the road -- especially between
Janesville and Racine avenues. It is scary to see a fast car popping over a hill that only gives a
pedestrian a few seconds to decide if they should step into the ditch or not.
If there is any input left to be received on this project, or Hillendale Drive in general, please know that I
would be an advocate for some sort of widening to allow a paved shoulder or bike/ped lanes that would
afford increased safety and comfort to pedestrians and cyclists. I think that the number of families who
live on this road, and all residents who use it for recreation, warrant some additional consideration
towards their safety and enjoyment given the speed and volume of traffic that Hillendale sees.
I look forward to any feedback and or insight you have on this idea, and the current plans the City has.
I know there has been some very good development of sidewalks around the city in recent years, and I
can't think of a better time to add some pedestrian-friendly measures to Hillendale, than if it is due for
scheduled maintenance anyways.

hi I would like to put my opinion on the hillendale project, while we could use a new road, and
the culverts redone, we don't need it widened, traffic does not call for it, not a very busy st. and
we for sure don't need a recreation trail. I live 100 feet north of Janesville on hillendale,and am
outside most days, maybe 10 people walk by my house a week, yes a week, and when these
people get to the trail south of Janesville they don't even use the trail they continue up hillendale
to hennenberry and turn around and come back, save that money for something that will get
used thanks rick pauwels

easement.

The attached request was received from the owners of S75W18104 Boszhardt Lane.
The combination of multiple lots have allowed the owners to build their future home
in a location that will require relocation of a portion of City owned sanitary sewer
and release of the related easements. Staff sees no issue with this request and
recommends approval of the release of a portion of these easements and that the
owner pay for any costs related to recording of documents and construction
permitting and inspection. This includes providing a copy of an executed private
sanitary lateral easement to benefit the existing neighboring home that is connected
to the sanitary sewer currently.
The second part of the request relates to an existing dam access easement that the
City acquired recently as part of a settlement agreement with the previous owners.
The new owners would like to cover our existing driveway with grass and then
provide light truck access on their new driveway. The City Attorney recommends
that we only consider this if we are granted an easement over the new driveway and
are not responsible for repairs to the gravel drive area if we ever need it for
maintenance or reconstruction of the dam.
Recommendation for Action by Committee:
Recommend approval of a portion of the sanitary sewer and utility easements.
Require a new easement over a future driveway to be brought forward for approval
after the new drive is in place.

Dear David:
We are the current owners of S75 W18104 Boszhardt Lane and S75 W18108 Boszhardt Lane. As you know, it is our
intent to construct a single-family home on the combined property as our residence. Attached you will find our Civil Plans
that outline a demolition plan for the structures that are currently on the site (the demolition has been completed) as well as
a grading plan.
We are requesting two items:
1) That a portion of the Sanitary Sewer Easement DOC no. 1301786 be terminated for purposes of our new home building
project, and that a new private easement be granted to the Lindhorst property for sewer connection.
2) Regarding the Permanent Dam Access Easement DOC No. 3830179 and 3842973: Currently this easement area has an
unsightly recycled asphalt and gravel road that was installed by the city to assist the city in the maintenance of the dam. We
understand that the area does need to be available for the city in the event of the failure or replacement of the dam, which
we understand could be many years, if not decades. What we propose is that we topsoil and seed the area to make it more
“yard like.” We would then grant the city inspection access to the dam via our new driveway. This driveway would be used
for routine inspection via a light-duty vehicle (pickup truck), and the city could park on the driveway to access the dam.
We request that these two items be placed for consideration on the August 15th Public Works Committee Meeting.

subdivision. They have requested to be exempt from constructing public
improvements to their southern lot line. This is a requirement of the City’s land
division code and we cannot think of an example in any recent developments where
this request was waived. If the neighbor to the south were to express their desire to
not have this installed there may be a case to require only a public right of way at
this time.
Recommendation for Action by Committee:
Require full public improvements within the right-of-way to the south lot line.

Subject: Review request for review of public improvements to be required as part of
a potential land division of MSKC2208-997-001.

The attached request was received from the Neumann Companies in reference to a
potential land division on the east side of Nursery Court. They are asking that the
committee determine whether water main would be required to be extended if the
land division were to proceed. Water main was not available at the time of the
construction of Nursery Court, however, it now is. Staff feels that water main
should be required, but we can allow construction behind the curb to reduce
expense and disturbance to the roadway.
Recommendation for Action by Committee:
Require water main extension for any land division of MSKC2208-997-001.

Request for Proposal- Racine Avenue Recreational Trail
The City of Muskego is requesting proposals for professional services in order to complete the design of an eight
foot wide recreational trail to be constructed on Racine Avenue from Woods Road to an existing pathway
approximately 800 feet north of Cardinal Drive. Proposals for professional services shall be submitted no later
than 4:00 pm on September 14, 2016.
The City would like to construct an eight foot wide recreational trail along the west side of Racine Avenue from
Woods Road to an existing pathway approximately 800 feet north of Cardinal Drive. The construction would be
planned for no earlier than spring of 2017.
The proposal’s scope should use the following guidelines and include the following items:
Survey data shall be collected to obtain all necessary information to design a full pathway. Limits of data
collection should include, at a minimum, the western half of the Racine Avenue ROW and a minimum of
20 feet onto all private property along said ROW. This data will become property of the City in a format
acceptable to the City such as AutoCAD.
Wetland delineation by an assured delineator is required.
All environmental, utility, right-of-way, and any other constraints shall be identified and surveyed.
After data collection proceed to 100% design.
Scope shall include creation of all plans and specifications.
Scope shall include a storm sewer design across the four single family homes.
Scope shall include a culvert extension design (including guardrail modifications) and all applicable State
and Federal permitting for the large culverts under Racine Avenue.
Scope shall include coordination and permitting with Waukesha County.
Assist with creation of a project cost estimate for City budgeting needs.
Complete an Engineer’s Estimate of probable construction costs with the 30%, 60%, and 100% plans.
The scope should include meetings with City staff as needed to complete the project.
The scope should include attending and providing exhibits for one public informational meeting.
The scope shall include attending one Public Works Committee meeting.
The proposal shall include resumes of key staff that will work on the project.
Fee shall be lump sum and all plans and survey data shall be provided to the City in AutoCAD format and
shall not be protected against use by the City or others the City may chose in the future to utilize the data.
The scope shall include bidding assistance including recommendation of award.
The project shall be publicly bid with bids opening no later than March 9th, 2017.
The contents of the letter proposal for professional services shall spell out the Scope of Services to be provided, the
Services Not Included, the proposed Completion Schedule, the Professional Fees, and the Assumptions and Conditions
under which the proposal is being made. Should you like to submit for both RFP you may do so in one document,
however, please provide a fee for each project separately as well as include any costs savings offered if you are selected

Request for Proposal- Janesville Road Recreational Trail
The City of Muskego is requesting proposals for professional services in order to complete preliminary design of
an eight foot wide recreational trail to be constructed on Janesville Road from College Avenue to Emerson Drive.
Proposals for professional services shall be submitted no later than 4:00 pm on September 14, 2016.
The City would like to begin planning for the construction of an eight foot wide recreational trail along the south
side of Janesville Road from College Avenue to Emerson Drive. The construction would be planned for no earlier
than 2018, however, we would like to examine alternative alignments and their associated costs now so that
discussions can take place during the budget process for 2018.
The proposal’s scope should use the following guidelines and include the following items:
Survey data shall be collected to obtain all necessary information that could be used to complete full 100%
plan sets in the future. Limits of data collection should include, at a minimum, south half of the Janesville
Road ROW and a minimum of 20 feet onto all private property along said ROWs. This data will become
property of the City in a format acceptable to the City such as AutoCAD.
Wetland delineation by an assured delineator is required.
All environmental, utility, right-of-way, and any other constraints shall be identified and surveyed.
After data collection proceed to 30% design of an alignment with storm sewer and one without, assuming
right-of-way would need to be acquired, so that impacts to the environment and private property can be
analyzed including cost implications.
Complete an Engineer’s Estimate of probable construction costs with the 30% plans.
The scope should include meetings with City staff as needed to complete the project.
The scope should include attending and providing exhibits for one public informational meeting once the
alternatives have been completed.
The scope shall include attending one Public Works Committee meeting.
The proposal shall include resumes of key staff that will work on the project.
The project schedule should plan the public informational meeting to be completed no later than April 28,
2017 with adequate time for City staff to approve the 30% plan alternatives prior to that meeting date.
Fee shall be lump sum and all draft plans and survey data shall be provided to the City in AutoCAD
format and shall not be protected against use by the City or others the City may chose in the future to
utilize the data.
The contents of the letter proposal for professional services shall spell out the Scope of Services to be provided, the
Services Not Included, the proposed Completion Schedule, the Professional Fees, and the Assumptions a nd Conditions
under which the proposal is being made. Should you like to submit for both RFP you may do so in one document,
however, please provide a fee for each project separately as well as include any costs savings offered if you are selected

Subject: 2016 Road Improvement Program Use of Remaining Funds

The budget for the 2016 Road Program is $700,000. The original discussions had during
award of bid were that we could potentially complete a portion of Hillendale Drive utilizing
the remaining funds, however, additional funds were utilized to increase the asphalt
strength on the project, and we had much more curb and sidewalk replacement needed
than was originally anticipated. The remaining budget for the 2016 road program is
approximately $45,000. Staff has been analyzing the best use of these funds and feels that
we should increase our crack filling budget for 2016. We have a large amount of roadways
that are in need of crack filling and because it extends the pavement’s life cycle it is well
worth the expense.
Recommendation for Action by the Committee:
Expend the remaining 2016 Road Improvement Program funds on crack filling.

Subject: Review construction techniques for the replacement of a pedestrian bridge
on the Muskego Recreation Trail near Sandy Beach Drive.

We have begun initial design of the box culvert at the recreational trail bridge near
Sandy Beach. As part of this effort we have asked for an initial cost estimate so we
can further discuss the project’s scope. The initial cost estimate is attached and
shows a much higher expense than we had initially discussed, of alost $490K. Given
this large estimate I asked GRAEF to hold off on any design until the Committee
discussed the project. Based on this initial estimate I asked if they could prepare a
cost estimate for a pedestrian bridge instead of a box culvert, however, that may
only be ready shortly before our meeting time. I would like to have an open
discussion about the project including all alternatives.
Recommendation for Action by Committee:
Discuss options and decide if we would like to proceed with design of a box culvert
or bridge.
