PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Toby Whipple, Ald. NEW BUSINESS Kurth Park Soccer Update Muskego Youth Football Request - Denoon Park Bill Wisialowski, S84 W13177 Blue Heron Lane - Discussed options at Lake Denoon for the Muskego Youth Football Club. Lions Park Basketball Paul Peardon made a motion to approve half-court basketball court/pickleball court installation at Lions Park. Howard Schneider seconded. Motion Passed 5 in favor. Keith Werner discussed pickleball and basketball recreation activites at Lions Park. Park and Conservation Plan Final Review Robert and Susan Knasinski were present to request adding a trail along Sandalwood to Moorland Park. Committee discussed adding this section of trail to the Park Plan. Capital Budget Recommendations (Trails/Parks) Paul Peardon made a motion to recommend a capital expenditure of $353,536 to the Common Council for 2017 in order to complete the improvements to Sand Hill Park. Barbara Erdmann seconded. Motion was approved 4-0-1 with Ald. Kubacki abstaining. Howard Schneider made a motion to recommend capital expenditures to the Common Council for 2017 in order to complete the following recreational trail improvements for 2017. Paul Peardon seconded:  Construct Janesville Road gap of trail between Racine Avenue and Mercury Drive (Inpro Corp.) -$55,000  Construct Martin Drive from Janesville north to Atonement Lutheran Church - $55,000  Design Lannon Road trail (consultant driven) - $60,000  Design Racine Avenue trail from Muskego High School south to Woodland Creek Subdivision - Cost TBD by PW Director Motion was approved 4-0-1 with Kevin Kubacki abstaining. Respectfully submitted, Kellie McMullen, Transcribing Secretary CITY OF MUSKEGO Staff Report to Parks & Conservation Committee August 2, 2016 Meeting To: Parks and Conservation Committee From: Jeff Muenkel, CEcD AICP EDFP Subject: 2017 Capital Budget Recommendations Date: July 25, 2016 Background At our last meeting the Committee made a few 2017 Capital Budget Recommendations for Sand Hill Park and various recreation trail designs and construction. We had a brief discussion that having some capital recommendations from the new Parks and Conservation Plan would be a good idea in order to not lose a year of ground on the Plan. However, the Committee agreed that we should have some concrete projects to recommend rather than request a specific sum of money to work from. Staff has found that we can still have this one last meeting to make any capital budget recommendations to the Common Council for this next budget year. Given this, staff has put together projected costs for a few of the larger projects recommended in the new Park and Conservation Plan. The three (3) projects for discussion are the park signage, disc golf course, and the landscaping/shading. Please see the attached table regarding these three projects along with the associated projected costs. Recommendation Discussion on if we would like to recommend any of the above projects for the 2017 capital budget or if any of the other larger projects from the new Park Plan would like to be recommended. As staff noted, it is important to consider some of these projects since the new Park Plan only has a planning period of five (5) years. Missing this budget year essentially sets the Plan back almost two years (til 2018) for larger budget planning. Some of the other larger projects noted in the new Plan that are a part of the larger park system are found below. There are of course some larger projects specific to the individual parks and conservation areas as well. 1. Based on the Parks and Conservation Survey for this Plan the following should be discussed over this Plan’s planning period for consideration in the parks system: a. Splashpad b. Disc Golf c. Should any questions arise please don’t hesitate to contact me directly. Maintenance Items  Fox Services LLC has been keeping the parks mowed successfully. I will be obtaining quotes in the off season for the next two years of mowing. Facilities  The following buildings were painted the colors that were approved at a previous meeting: Vets Park, Lions Park, Kurth Park, Bluhm Park, & Horn Park 2016 Park Improvements  DPW has finalized all work at Park Arthur including additional work added to the scope such as installing bleacher pads, installing a new inlet for drainage, and rolling the outfields to reduce bumps. Areas of fence was also lowered by Patriot Fence.  Bluhm Park- The Developer of Belle Chasse Subdivision has completed the boardwalk improvement, Rugby field and walkway from Durham Drive to the Park. The field will likely be ready for play no earlier than the fall of 2016 or spring of 2017. The additional topsoil and seed appear to have worked and the field is currently growing.  WE Energies Trail Improvement- We have placed a 3 inch layer of new material over the section from Lannon Drive to the west the week of April 18th. The material worked well initially but the rain has washed the fine materials away. We will need to discuss how to proceed before doing any more sections of trail.  Hwy 36 Trail- We utilized recyclied asphalt on the 36 trail from Hwy OO to the bride. We were able to mix the fine material in with it in hopes that it will work better. To date it seems to be working well.  We have overlayed some of the trails in Denoon Park that were overgrown with grass with recycled asphalt. Page 2 of 2  Sand Hill Park- The park is nearing completion with only a few remaining items. They will be watering and maintaining the grass as part of the contract.  The Woods Road path from Racine to Windover is nearing completion. The paving is scheduled to be completed July 27th with restoration to be completed some time in August. Memo To: Parks and Conservation Committee From: Tom Zagar CC: Jeff Muenkel Date: July 27, 2016 Re: Conservation Coordinator Report Here is an update of projects related to Lakes, Forestry, and Conservation:  Developments and land management continue at Badertscher Preserve. Conservation staff constructed an enclosure around the portable bathroom and has been working on placing the abutment and supporting structure for a pedestrian bridge. Eagle Scout candidate Nick Johnson will be constructing the decking, handrails and approach ramps for this bridge. Sturdier hiking trail markers were installed through much of the trail system. The planted prairies and savanna restoration are in their third growing seasons and are becoming very showy. Staff has been managing invasive weeds in these areas as time permits.  Water quality monitoring was conducted on Little Muskego Lake, Lake Denoon, Bass Bay, and Big Muskego Lake on July 26. Lake waters are tested for phosphorus (the main plant growth nutrient), water transparency, and chlorophyll (suspended planktonic algae).  Big Muskego Lake continues to occasionally have floating cattail bogs block the end of the Durham launch channel and staff has been expending time to clear these.  Staff cleared invasive Wild parsnip (photo below) from areas along the hiking trail at Denoon Park. This invasive plant is becoming quite widespread in Wisconsin. The plant causes “phytophotodermatitis” – sap from the plant causes skin to be very sensitive to ultraviolet light and causes a burn like rash. It also exists in spots along our recreation trail. As elimination of this plant is not feasible, continual management will be required for pedestrian safety. Community Development Department
