Finalize 2017 Budget Goals COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW ADJOURNMENT Possible reconvening of the Committee of the Whole immediately following Common Council Meeting of the same date to continue work on agenda items NOTICE IT IS POSSIBLE THAT MEMBERS OF AND POSSIBLY A QUORUM OF MEMBERS OF OTHER GOVERNMENTAL BODIES OF THE MUNICIPALITY MAY BE IN ATTENDANCE AT THE ABOVE-STATED MEETING TO GATHER INFORMATION; NO ACTION WILL BE TAKEN BY ANY GOVERNMENTAL BODY AT THE ABOVE-STATED MEETING OTHER THAN THE GOVERNMENTAL BODY SPECIFICALLY REFERRED TO ABOVE IN THIS NOTICE. Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES June 28, 2016 6:05 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:09 pm. PLEDGE OF ALLEGIANCE ROLL CALL Present: Alderman Wolfe, Hammel, Kapusta, Engelhardt, Madden and Mayor Chiaverotti. Also present Director Mueller and Attorney Warchol. Absent: Alderman Borgman and Kubacki. STATEMENT OF PUBLIC NOTICE Director Mueller stated that the meeting was noticed in accordance with the open meeting law. APPROVAL OF AGENDA APPROVAL OF MINUTES - June 14, 2016 Alderman Madden motioned to approve June 14, 2016 minutes. Alderman Englehardt seconded motion. NEW BUSINESS 1.) Toolkit for Potential Filing of Protest Petitions with the City 2.) 2017 Budget Goals 1,) Toolkit for Potential Filing of Protest Petitions with the City Attorney Warchol gave background regarding protest petitions and instructions that are given to the public. Attorney Warchol noted that he works for the City and cannot provide legal advice to citizens. Could not find any other municipalities who provide a "toolkit" for the process. Does not recommend providing legal advice, interpretation is legal advice on how to file a petition. The state statutes provide direction. The City could provide a link to the state statute and advise the party to consult with an attorney. Alderman Engelhardt asked if the City has an obligation to provide a link to the state statute? Attorney Warchol: no, most municipalities have nothing on their web sites. Alderman Wolfe commented, if giving information to public makes the process easier he is in favor of informing people. Alderman Madden addressed concerns with conflicting information on different municipal web sites. Could we provide a link to state statute and a link to county legal aid? Attorney Warchol, yes. Alderman Hammel agreed with providing a link and notice to consult an Attorney. Alderman Kapusta commented, committee should follow advice from Attorney Warchol. General consensus is to provide a link to the state statute and the recommendation to consult an Attorney. 2.) 2017 Budget Goals Mayor Chiaverotti summarized the 2017 Budget Goals. Discussed the wage comparisons provided and budgeting pay rate increases for 2017. Director Mueller explained the various surveys and sources provided for pay increase budgeting. It was agreed that a pay increase between 2% - 2.5% would be used for analyzing the impact on the budget.
