Discuss Public Utility Requirements for Land Division at W186S9159 Racine Avenue
Alderman Engelhardt made a motion to waive the utilities connection for the Land
Division at W186S9159 Racine Avenue. Alderman Hammel seconded.
Motion Passed 2 in favor.
Requiring utilities connections for one lot is too expensive at this time. The resident may be
required to connect if future developments arise.
Discuss sanitary sewer residential rates and billing methodology
To bill on consumption, the largest hurdle would be to require 3000 homes to plumb and install
a meter. Sewer bill from MMSD for the City is based on the assessed value of homes.
Discuss Princeton Drive traffic calming request
Alderman Engelhardt made a motion to defer the Princeton Drive traffic calming
request. Alderman Hammel seconded.
Police department did traffic counts and monitored speed. 85% of traffic is traveling at or
below speed limit per the report. Roadway is functioning as designed based on data
provided. Data will be compiled on both directions of traffic to have a more comprehensive
report.

Recommend award of bid for Flintlock Trail Storm Sewer Project
Alderman Engelhardt made a motion to award the base bid and pipeline portion of
the bid for Flintlock Trail Storm Sewer Project. Alderman Hammel seconded.
Motion Passed 2 in favor.
Residents contacted and discussed options. They rejected the easement agreements. Other
options include leaving it until complete failure which could pose more complications in the
future. Awarding the pipeline portion of the bid. Or condemning the easement, which would
be a 4-6 month process inferring $5000 in cost plus court proceedings.
Discuss City Hall stormwater management plan
Alderman Engelhardt made a motion to proceed with the application for the Green
Solutions Grant for the City Hall stormwater management plan. Alderman Hammel
seconded.
Bioretention areas and porous pavers have been suggested to qualify the City for the Green
Solutions Grant.

Subject: Discuss Kristin Down Subdivision request for conveyance of City owned
outlots
Date: April 13, 2016
The rehabilitation of Parker Drive, east of Racine Avenue, is part of the 2016 Road
Program. The City’s standard rehabilitation technique for a roadway of this type
and condition is to pulverize, grade, and pave with asphalt pavement. This
technique has worked very well as an alternative to a full reconstruction, which
would be much more costly.
As part of all roadway rehabilitation, the City’s crews
replace all roadway cross culverts prior to
construction. During that process we encountered
some soil conditions that are less than desirable for a
roadway’s base. This picture is an example of what
was encountered. There is approximately 7-8 inches of
an asphaltic mix over a thin layer of road gravel.
Below this is a soil that is not ideal for roadway
stability, especially when saturated.
Because of the soil type, there is an increased risk of
subgrade failures occurring during reconstruction. If
we were to proceed with pulverizing now, it is likely
that the soils are still saturated and would fail in areas
leading to added cost for removal of the poor soils. We
have met on site and discussed the project with our
consulting engineers and contractor. The contractor
has agreed to wait until July or August to complete the construction in order to
minimize the risk of the soils being saturated. This does not mean that there will not
be areas that need undercutting, however, it lessens the chance. The current bid
price for this section of roadway is approximately $300K. If the roadway were to
require significant undercuts it could easily add upwards of $50K to the project.
Other options would include full reconstruction, however, because the roadway is
lightly used, the cost would likely not be justified. Another option would be milling
3 inches off and overlaying the existing asphalt. This option would cost
approximately $225K, however, this technique will only prolong the life of the road
by 10-15 years. The currently planned technique of pulverizing should have a more
average life of 20-25 years or longer. One last option would be to continue with the
planned reconstruction and specify an asphalt with a lower air void ratio, which

would increase oil content that would potentially reduce cracking. This option
would add about $20K ($3.50/ton of asphalt) to the cost of this section of roadway.
If we continue with the original plan we do risk having cost exceeding planned,
however, we do have approximately $150K of funds that have yet to be allocated for
this year’s program. Some of those funds could be used by overruns on other
project areas as well, however, funds remaining have been planned to be used for a
section of Hillendale Drive.
Recommendation for Action by Committee:
Proceed with the planned pulverize and overlay technique for Parker Drive in July
or August and utilize the asphalt mix that contains additional oil and less air voids.

The attached request for proposals (RFP) has been developed in order to obtain
proposals for professional services for the preliminary design and budgeting for the
construction of a recreational trail along Woods Road from Windover Drive to
Janesville Road. This segment would connect to the section the City is building this
year from Racine Avenue to Windover Drive. Because there are unknown
environmental constraints and the right-of-way is restrictive, we are asking for an
analysis of the pathway on both sides. A PIM would be done in September and
feedback analyzed by the Committee before moving ahead with a full design if the
project were budgeted.
Recommendation for Action by Committee:
Approve the attached RFP to be sent to a minimum of three engineering firms and
then come to the June 14th Finance and Council for approval of the most
advantageous proposal.

Request for Proposal- Woods Road Recreational Trail
The City of Muskego is requesting proposals for professional services in order to evaluate alignments and complete
preliminary design of a six foot wide recreational trail to be constructed on Woods Road from Plum Creek
Boulevard to Janesville Road. Proposals for professional services shall be submitted no later than 4:00 pm on June
3, 2016.
The City would like to begin planning for the construction of a six foot wide recreational trail along Woods Road
from Plum Creek Boulevard to Janesville Road. The construction would be planned for no earlier than 2017,
however, we would like to examine alternative alignments and their associated costs now so that discussions can
take place during this year’s budget process for 2017.
The proposal’s scope should use the following guidelines and include the following items:
Survey data shall be collected to obtain all necessary information that could be used to complete full 100%
plan sets in the future. Limits of data collection should include, at a minimum, Woods Road ROW and a
minimum of 20 feet onto all private property along said ROWs. This data will become property of the City
in a format acceptable to the City such as AutoCAD.
Wetland delineation by an assured delineator is required.
All environmental, utility, right-of-way, and any other constraints shall be identified and surveyed.
After data collection proceed to 30% design of an alignment on both sides of Woods Road so that impacts
to the environment and private property can be analyzed.
Assist with creation of a project cost estimate for City budgeting needs by July 29th, 2016.
Complete an Engineer’s Estimate of probable construction costs with the 30% plans for both alternatives.
The scope should include meetings with City staff as needed to complete the project.
The scope should include attending and providing exhibits for one public informational meeting once the
alternatives have been completed.
The scope shall include attending one Public Works Committee meeting.
The proposal shall include resumes of key staff that will work on the project.
The project schedule should plan the public informational meeting to be completed no later than
September 15th, 2016 with adequate time for City staff to approve the 30% plan alternatives prior to that
meeting date. It can be assumed that a notice to proceed will be given no later than June 15, 2016.
Fee shall be lump sum and all draft plans and survey data shall be provided to the City in AutoCAD
format and shall not be protected against use by the City or others the City may chose in the future to
utilize the data.
The contents of the letter proposal for professional services shall spell out the Scope of Services to be provided, the
Services Not Included, the proposed Completion Schedule, the Professional Fees, and the Assumptions and Conditions
under which the proposal is being made. Should you like to submit for both RFP you may do so in one document,
however, please provide a fee for each project separately as well as include any costs savings offered if you are selected
