PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Toby Whipple, Ald. NEW BUSINESS Review of 2016 Water Bugs Practice/Show Dates Howard Schneider made a motion to reduce the practice/show dates to 43 days. Motion died for a lack of a second. Brett Hyde made a motion to approve the 2016 Water Bugs Pier Placement, Ski Jump Placement and Practice/Show Dates. Ald. Bob Hammel seconded. Motion to approve passed 4-1-1 with Howard Schneider voting no and Bill Miller abstaining. Approval of Muskego Festival Rental Request for Veterans Memorial Park Bill Miller made a motion to approve the request for Muskego Festival Rental of Veterans Memorial Park. Ald. Respectfully submitted, Kellie McMullen, Transcribing Secretary CITY OF MUSKEGO Staff Report to Parks & Conservation Committee May 4, 2016 Meeting To: Parks and Conservation Committee From: Jeff Muenkel, CEcD AICP EDFP Subject: Park Survey Review Date: April 25, 2016 We will start a discussion and evaluation of the park surveys that were returned as of mid-April. However, staff will note that we have had a huge response that is approaching a 40% return rate. Due to this we are still assembling the data as of this supplement write-up. Staff intends to get a web link emailed out to the Board of the processed surveys to date for your perusal and initial discussion for our Wednesday May 4th meeting. Given the response staff intends to have an initial discussion but is looking to only truly absorb the information over the course of May. We can then take our June meeting to implement recommendations in the formal Park and Conservation Plan based on the responses. CITY OF MUSKEGO Staff Report to Parks & Conservation Committee May 4, 2016 Meeting To: Parks and Conservation Committee From: Jeff Muenkel, CEcD AICP EDFP Subject: New Parks and Conservation Plan Review Date: April 25, 2016 At the April meeting a working draft of the new Parks and Conservation Plan was handed out. Hopefully you all had some time to review portions of the draft. Please come prepared to let staff know of any changes/additions to this point. We will of course be changing the plan as we continue to review the park surveys and staff still has some content to add in regards to trail planning over the next month. We are hoping to aim towards a final draft around our June meeting. Page 1 of 2 CITY OF MUSKEGO Staff Report to Parks and Conservation Committee To: Parks and Conservation Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Director of Public Works Report Date: April 27, 2016 I have included general information and project specific updates related to Parks maintenance for your use. Should any questions arise please don’t hesitate to contact me directly. Maintenance Items  Fox Services LLC has agreed to keep their prices for lawn mowing and have executed an agreement for the 2016 season. They have already begun mowing the parks. Facilities  Horn Park Building- The well pump went out and needed to be replaced. We were able to contract that work in time to still have the restrooms open by May 1st. All work is complete except for painting, which will be done as time allows. We would like to add epoxy to the floors of the restrooms but this year’s budget will not allow, so we hope to be able to budget for 2017.  Bathroom dividers from Kurth Park restrooms were taken down, sandblasted, painted, and reinstalled. They were rusting badly.  All restrooms will be ready to open by May 1st. 2016 Park Improvements  DPW has finalized all work including additional work added to the scope such as installing bleacher pads, installing a new inlet for drainage, and rolling the outfields to reduce bumps.  Bluhm Park- The Developer of Belle Chasse Subdivision has completed the boardwalk improvement, Rugby field and walkway from Durham Drive to the Park. The field will likely be ready for play no earlier than the fall of 2016 or spring of 2017. The Developer has told me they reseeded and fertilized the field within the last week.  WE Energies Trail Improvement- We have placed a 3 inch layer of new material over the section from Lannon Drive to the west the week of April 18th. I believe this material should work well but would like feedback from you and users. Once we have positive feedback we would like to start work on sections of the Hwy 36 trail.  Sand Hill Park- Bids came back favorably, so the Common Council awarded all alternates, including the parking lot and pathways, with the total estimated cost to be about $234,000. The upgrade to athletic seed mix Page 2 of 2 ($2,000) will be paid for by the Kickers. Blaze Landscape has started work this week. They anticipate a completion sometime in June or July.  The Woods Road path from Racine to Windover was bid and will be going to Finance and Council on May 10th for potential approval. The low bid was from Johnson Paving and was for $273,211.00. Memo To: Parks and Conservation Committee From: Tom Zagar CC: Jeff Muenkel Date: April 27, 2016 Re: Conservation Coordinator Report Here is an update of projects related to Lakes, Forestry, and Conservation:  Staff cleared about a half-acre of cattail bogs from the area in front of Boxhorn launch. DPW staff subsequently installed the launching dock.  Nick Buske has completed his Eagle Scout project to plant a windbreak of coniferous trees around the basketball court at Denoon Park.  We have received our DNR permit for Nick Johnson to install a pedestrian bridge at Badertscher Preserve as an Eagle Scout project.  Prescribed burning was completed in the oak savanna restorations at Badertscher Preserve and Blattner Preserve.  Muskego Norway School District has signed an agreement with US Fish & Wildlife Service to conduct a land restoration project on approximately 11 acres of land adjacent to Engel Conservation Area. Conservation Coordinator is providing technical assistance for the project. Community Development Department CITY OF MUSKEGO Staff Report to Parks & Conservation Committee May 4, 2016 To: Parks & Conservation Committee From: Tammy Dunn, Recreation Manager Subject: Recreation Program Miscellaneous Updates Date: April 27, 2016 Please find the following items in relation to various recreation programs/activities in the city. Such items don’t require committee action but can certainly be discussed during the Miscellaneous Business portion of the meeting. 1. We are now up and fully using the new software for online ball field reservations. The system works well and we have had positive feedback from users. We will continue to make improvements to the program, including being able to remove/cancel practices by the coaches. Right now, any changes must be called into our office. 2. Summer program registration began on April 18. We had a record first day of registration with over $80,000 in registration fees within the first 24 hours of registration. We already have a few programs that are full (including our All-Day Playground at Old Town Hall, Mikro-soccer and Instructional Spanish for Children). 3. We have again had a request to rent Veterans Memorial Park for a Leukemia & Lymphoma Society Light the Night Walk event for September 17. This event was held in the park last year and was very successful, raising over $10,000. Park rental fees are being waived for this event as it is a large community event. 4. Idle Ilse staffing and Park Ranger staffing will begin May 6. 5. The Pickleball courts at Lions Park are being used often and our pickleball classes are continuing to see great enrollment. We have Open Play Leagues scheduled to start in early May and again in mid-June. We are looking forward to the additional courts being finished for use soon. An active group of volunteers has been teaching interested people how to play and are making plans to do some clean-up and beautification of the areas around the pickleball courts once the new construction is done.
