Alderman Borgman made a motion to deny the request from S73 W16582 Janesville
Road for a utility bill adjustment. Alderman Engelhardt seconded.

Discuss maintenance plan for City owned water towers
Alderman Borgman made a motion to delay maintenance on the City owned water
tower at Mercury Drive until 2017. Alderman Engelhardt seconded.
Motion Passed 3 in favor.
The water tower on Mercury Drive is in need of maintenance.
Recommendation of approval of License Agreement for the Woods Road Pathway
Alderman Engelhardt made a motion to approve the License Agreement for the
Woods Road Pathway. Alderman Borgman seconded.
The path will be treated with the normal snow removal procedures.
Motion Passed 3 in favor.
Discuss Flintlock Trail storm sewer bids and alternative options
Alderman Borgman made a motion to approach the property owner in regards to
the easement necessary to proceed with the Flintlock Trail storm sewer bids and
alternative options. Alderman Engelhardt seconded.
Motion Passed 3 in favor.
All-Ways contractors had the low bid. The open cut alternative is preferred but requires an
easement approval from the property owner.
Discuss options for WE Energies Recreational Trail Bridge near Bass Bay
The report provided by WE Energies provided the information necessary to decide that the
bridge will not be saved. Multiple bids will be accepted for the engineering of the project.
Approve overweight vehicle citywide signage
Alderman Borgman made a motion to approve overweight vehicle citywide signage at
entry points to the City. Alderman Hammel seconded.
Motion Passed 3 in favor.
Discuss refuse cart rollout
Distribution is going smoothly. Some single family households are calling in to request a
smaller cart. The city is compiling a list of those requests. Those with a disability may submit
a doctor's note to be exempt from transporting the cart to the road. The discussion will resume
at the Committee as a Whole meeting on April 12th, at which time a decision will be made on
how to proceed.

Background Information:
The City of Muskego has received a request from W186 S9159 Racine Avenue (see
attached). The owner would like to complete a land division of their property that is
located one property south of the lift station that serves Woodland Creek
Subdivision. As is the case with all land divisions that have public sanitary and
water main close to the land division, the decision must be made as to the
requirements to extend services.
In this case, both sewer and water are available within 400 feet of the proposed land
division. The property is currently not in the sewer service area, but is in the
ultimate planned sewer service area. This means that if sewers are extended a
boundary amendment would be needed.
No definitive policy exists for cases like this, therefore, discussion is needed based on
the following points:
A sanitary low pressure sewer main (grinder line) could be utilized, but
because the home would be set back so far it would be a very expensive
project (see attached quotes).
Sanitary sewer service provides a benefit to the community as a whole by
assuring preservation of public health, comfort and safety.
There are two existing homes that would be required to connect to the sewer
within nine months of it becoming available.
A sanitary sewer area boundary amendment is needed to serve this area,
which is a very lengthy process.
A water main extension does not require existing homes to connect unless
their existing homes wells become unsafe.
Recommendation for Action by Committee:
Because the project is only adding one additional home site set back very far from
the roadway require no public infrastructure improvements.

Subject: Discuss Princeton Drive Traffic Calming Request
Date: April 13, 2016
During the annual review of the operations of Taco Bell some comments were
received that drivers were speeding on Princeton Drive. The Plan Commission
asked that we examine the area and discuss potential solutions if there was in fact a
problem.
The Police Department was able to install traffic counters that monitor speed and
number of vehicles and the report is attached. They were also able to have officers
observe the operations and they saw no violations. Based on the 25mph speed limit,
we hope to see speeds in the 85th percentile be no more than 30mph based on
standard practices. The counter shows that the 85th percentile is 25mph in the
average per day traffic count is 506 vehicles (WB only).
Based on the data collected the roadway is currently operating better than expected.
The average motorist is respecting the speed limit and traffic counts are not very
high.
Recommendation for Action by Committee:
Monitor the roadway’s operations and revisit if issues arise.

This project includes the replacement of a large metal storm sewer that is beginning to
fail as the bottom is totally rusted away. The base bid section falls within an existing
easement, that allows the City to replace the storm sewer without compensation to the
owners (see attached). The alternate bid includes a section of storm sewer on private
property that was installed without an easement. Alternate A includes lining the pipe
so that the yard would not be disturbed and alternate B includes an open cut technique.
As you can see the low bid would be All-ways Contractors and has an increased cost of
almost $10,000 to line the pipe. Knowing that the lining is much more expensive I
would like to pursue the acquisition of a storm sewer easement, which will reduce
costs. The total project cost in this scenario would be $80,144 for construction plus
easement costs. The budget for this project is $75,000, so we would have to go over
budget, however, the other storm sewer project this year will be under budget by about
$20,000, so we will still be under budget on storm sewer projects.
New Information:
Based on the Committee’s previous action I met with the homeowners of the lot that
doesn’t have currently have an easement in place. After an in depth discussion and
time to think about the options the homeowners have chosen not to sell the City an
easement. With this knowledge in place we have to discuss the following options
and make a decision on how to proceed:
1. Award the base bid only and leave the section of pipe in the alternate bid
area as is. Come back at a future date and line the pipe or negotiate with a
future owner for an easement. This may be lead to problems as the pipe may
begin creating sink holes and eventually fail if repairs are not made soon.
2. Award the pipe lining bid as well as the base bid for a total cost of $90,013.
This will put the project about $15,000 over budget, but our other storm
sewer project will be approximately $20,000 under budget so our overall
budget would still be under.
3. Condemn an easement and obtain it through eminent domain. This has
historically not been a preferred alternative. This would likely take 4-6
months and cost at least $5,000, but possibly more depending upon how
many trees would be impacted. It could potentially be much more costly if
litigation is initiated.
Recommendation for Action by Committee:
Recommend award of the Flintlock Trail Storm Sewer project including the base
bid and alternate A (pipe lining) to All-Ways Contractors, Inc. in the amount of
$90,013.00.

Subject: Discuss City Hall stormwater management plan

The Milwaukee Metropolitan Sewerage District (MMSD) has made grants available
for storm water green infrastructure, called Green Solutions (GS), in the hopes of
reducing storm water runoff that will in turn reduce the potential for clear water
entering the sanitary system.
We have been working to establish stormwater management for the City Hall and
Police Department projects and feel that the GS grant opportunity is a great fit for
the project. The attached shows the proposed layout of the green solutions we can
utilize to manage the stormwater on the City Hall and Police Department Site.
There will be two bioretention facilities and one area of pervious pavement. The
bioretention facilities are planted with native vegetation and will be only wet in the
time right after a rain event. The area of pervious pavement will allow for
stormwater to travel below the pavement surface and then soak into the ground or
travel to the storm sewer via an underdrain. The pictures below shows an example
of a similar installation used in another project in Mequon recently. This will only
be used within the small area shown on the attachment.
Recommendation for Action by Committee:
Direct staff to proceed with an application and funding agreement and if accepted
bring a funding agreement to the Common Council for final approvals.
