Subject: Park Plan Surveys
Date: January 25, 2015
In late 2015 we discussed setting up surveys to aid us in finding future recommendations for the new Park Plan. Staff
has been working on those draft surveys and these drafts can be found attached to this supplement.
As discussed, we have a survey for each individual park. Each survey asks pointed questions about the future
possibilities for that park while also allowing comments on past experiences with the park. Lastly, we have included
general questions relating to the City’s park, conservation, and recreation programming on each of the surveys. These
“general questions” are the same throughout all the surveys and are intended to gauge more of a community wide
opinion on the overall park and conservation system in Muskego.
Tonight we are looking for Committee approval on the surveys. Please review the surveys and come prepared with any
changes/additions.
Upon approval staff intends to send each survey to property owners within 1000 feet of each park with a self-addressed
stamped envelope for an easy return. Staff will also post all surveys on line for anyone to fill out as well. We anticipate
getting all surveys back and compiling results in time for our April-May meeting.

For tonight’s meeting we are focusing on the following park assessments:
Denoon Park
Kurth Park
Schmidt Park
Lions Park
Completing these assessments are key in determining the efficiencies as well as the future needs of our park system. We
have taken a unique approach in the assessments in order to gauge various perspectives on future recommendations for
our parks. The assessments consisted of Jeff Muenkel (planning/design perspective), Tammy Dunn (recreation
perspective), Dave Simpson (maintenance perspective), and Tom Zagar (conservation/landscaping perspective).
Please find attached staff’s park assessments for the parks noted above. Take some time to think about the assessments
we have completed and come prepared with your own notes about what future needs you may see in our parks. Items
can be related to maintenance, recreation, landscaping, and more.
Denoon Park Assessment – 10/2/15
Present: ComDev Director Jeff Muenkel, Public Works Director David Simpson, Recreation manager

2011‐2016 Plan Recommendations: Investigate effect of removing basketball court here (Court kept and
re‐paved in fall 2015)
Observations
USE: Large community park with ample turf area for soccer, football, and baseball uses. Many parking
lots to pavilion (no bathrooms/electric), conservation trail system, playgrounds, and boat launch to Lake
Denoon.
‐Main signage on north and west entrances is older and high maintenance.
‐Overall signage and path system signage should be better here (Map boards, QR Codes, etc.)
‐Entire park hard surfaces re‐paved in late 2015
‐Pavilion is open air picnic area without water for bathrooms or electric.
‐Port a potties near front pavilion.
‐Rocks around pavement areas maintenance issue and not required.
‐Split rail fence along frontage of park deteriorating.
‐Playground not in desirable location for park users. Not ADA accessible as well.
‐Possible opportunity for rentable pavilion closer to boat launch parking lot.
‐Basketball court repaved and re‐fenced in late 2015 but a bit still un‐accessible; Scout to add pine trees
for wind screening on basketball court in early 2016.
‐Great mix of open lands and conservation lands for future frisbee golf opportunity.
‐Less mowing of areas identified in various locations
‐Rec trial from Kelsey going south could be more meandering for better character rather than be straight
line.
‐More mowing identified in some areas .
‐Define back trail that goes along back yards of residents to the east (gravel or define with allowing
some of the area to be longer grass). Used to be defined heavily by a full gravel trail that is now
overgrown, but mowed. Work with these owners. Signage need as well. City property much more
abundant than shown (Who maintains these areas?). Access ways to subdivisions part of Denoon Park
property as well.
‐Lake not very accessible to public; relatively unknown to public from front of park.
‐Boat launch could use a dredging as is shallow.
‐General landscape cleanup around launch needed.
‐Sides of boat launch have dangerous holes.
‐Boat launch turnabout island could use less maintenance materials so equipment doesn’t have to come
this whole way.
‐Pedestrian wooden bridge along conservation trail has some needs for future safety.
Rec Club Discussion Observations:
‐Open turf area along west side of park heavily used by Kickers Soccer for games and practices.
‐One baseball field in central area of park used minimally by baseball clubs (6 games in 2015). Gets wet
easily and in rougher shape than other fields in community.
‐Approximately four (4) Cross Country meets held here by School District.
‐Muskego Football Club desires separate location that they can invest in for distant future. Open turf
area and location desirable here for them.
‐Northern turf by soccer area is in rough shape/gets wet easy
Recommendations (* denotes cost‐share possibility; ^ denotes volunteer project possibility)
Core Recommendations:
‐Many possible recommendations for this park. Could be best suited for an overall separate master park
plan to setup all the various recommendations below in a well‐planned out way.
‐Consider renaming to “Lake” Denoon Park? More marketable?
‐Replace main park sign (low maintenance signage that is consistent throughout all parks)
‐Possibly add a sign with an overall park map noting amenities; Add trail identification/interpretive
signage
‐Determine how to make basketball court more accessible to rest of park.
‐Find way to make the lake more accessible to public than just a boat launch. Bring trail system down to
boat launch area; path going from launch to the water’s edge already; add boardwalk with possible
extended pier for people to view lake and/or possibly fish.
‐Possibly use water hydrants that are found north of pavilion, from school well, not city water; chance to
tie off these for future bathrooms. No electric at pavilion which would be needed as well.
‐Consider moving playground to around back parking lot or more visible location of main recreational
activities in park. Create safer environment. Work on making playground more ADA accessible.
‐Explore pavilion addition towards rear parking lot.
‐*Determine frisbee golf possibility here. Ability to have course in open areas as well as meandering
through conservation trail area
‐Define back trail that goes along back yards of residents to the east (gravel and/or define with allowing
some of the area to be longer grass). Used to be defined heavily by a full gravel trail that is now
overgrown, but mowed. May have to re‐survey property lines; add split rail fence to define lines? Work
with these owners. Add directional signage as well. City property much more abundant than shown.

Maintenance Recommendations:
‐Remove split rail fence along frontage of park.
‐Remove rocks around pavement areas for less maintenance.
‐Identify areas to mow less (north trail leading to Kelsey; keep wide enough for cross country runners
though).
‐Identify areas to mow more (Around back parking lot)
‐Removal of some brush/tree lines in areas by back parking lot for safety/aesthetics
‐Mow rec trail from Kelsey going south to be more meandering rather than be straight line.
‐Cleanup around launch (trees, brush, buckthorn)
‐Fix cement area around boat launch that has holes.

Observations
USE: Park running north to south for over a ¼ mile. Houses mainly soccer activities (+ fill‐in football practices)
with club baseball field to north. Parking lots at north and south entrances. Bathroom/storage structure to north.
Tennis courts and one basketball hoop to north.
‐Main signage on both north and south sides are old wood signs that requires maintenance
‐Storage building needs repainting and has graffiti (Storage building used for Warriors baseball equipment).
‐Dumpster/enclosure not required anymore.
‐Parking is overloaded during soccer game days (Issues with drop‐off/pick‐up). Complaints about parking from
area residents as well as from people coming for soccer games; police ticket cars ($68) for parking along
residential streets at this time.
‐Basketball court in parking lot and not safe long –term.

‐Path around northwest central part of park needs care. Used to be TB/gravel like rest of path and is now mostly

‐Parking lot is in fair condition (10 years of life left).
‐No ADA access from parking lot to basketball court.
‐Pickleball addition in 2015 heavily used. Schedule for four (4) more Pickleball courts, replacing
basketball court, in 2016.
‐Increased parking demand found here due to Pickleball usage. Alternatives may be needed.
‐No handicap parking.
‐Asphalt around building and pathways aging. Rough and not easily traversed especially ADA concern.

Subject: Discuss WE Energies Recreational Trail Bridge Abandonment near Bass
Bay

I received a call and email from WE Energies indicating that an existing bridge
located along the WE Energies recreational trail is failing and they will need to
remove the bridge soon (see attached location map). I asked them if the bridge
removal could wait until 2017 and they said potentially yes if we commit to doing a
project in 2017. The following are the options directly from their email:
1. We would remove the bridge and abutments after permitting and we would like to
work on this the second half of 2016. That being said, there are several scenarios
including spawning fish, permitting requirements, our internal plans that we can only
give this estimate at this time. We would not replace the bridge. We can get around
this without having to have a driving bridge. And we’d be able to give you a 60day
lead time to reroute your trail.
2. Yes, there is a possibility that it could be postponed to 2017, this is where this might
be very helpful to you...You mentioned bidding process for the City to take the
lead...(realizing you would prefer not doing this, but...) the incentive of the City taking
the lead on this, is that you would be in control on how the removal/replacement is
done. If there are parts of the current bridge that could remain so it makes it easier
to work with the replacement bridge-there may be an option. Safety is #1 priority so
please note that we would take out the abutments. You could save on construction
costs. Permitting the removal and replacement bridge would be stream-lined and
simplified. Required coordination with We Energies would be reduced. It would be on
more of your terms. So to speak. The contact below is who we worked with on our
properties, if you decide to look into this route, you may want to consider this from a
cost and ease perspective.
The attached drawing shows the potential detour route around the trail closure. If
we want the bridge replaced it will be at the City’s expense because WE Energies
doesn’t need the bridge for their operations. If we did want to replace the bridge in
question we could consider a pedestrian bridge similar to the ones pictured on the
next page. From my experience these are the most cost effective solution for this
type of need. The total project cost would likely be between $60-75K if we utilize
City crews to complete some of the work and quote out the job. This type of bridge
would be weathered steel and have a concrete deck.
This was also discussed at the January Public Works Committee and they were in
favor of replacing the bridge. If this Committee would like to move ahead we will

then discuss funding and an agreement at a future Public Works Committee
meeting to keep the project moving into design now so that it can be built in 2017.
Recommendation for Action by Committee:
Proceed with an agreement with WE Energies to have the City replace the bridge in
2017 and have WE Energies reimburse the City for all costs that they would have
had to pay if they removed the bridge on their own.

I have included general information and project specific updates related to Parks
maintenance for your use. Should any questions arise please don’t hesitate to
contact me directly.
Maintenance Items
Fox Services LLC has completed Lawn Mowing and Grounds Maintenance
for the contracted parks and certain facilities for 2015. They have agreed to
keep prices the same for 2016 so we will extend the contract one more year.
Vandalism occurred at Park Arthur during the second week of Ja nuary.
Someone tried to enter the concession area with a pry bar and caused
damage to the doorjamb. We were able to get the door open and locked
again but we will likely have to make a more substantial repair in the Spring.
Facilities
Horn Park Building- Demolition of the oldest portion of this building is
complete. The new wall is up and the plumbing is nearly complete and
electrical is being bid now and will be completed shortly. The DPW will
paint the building this Spring.
2016 Park Improvements
Park Arthur- The fencing of the three small fields’ outfields and their
dugouts is completed. DPW will finalize grading and moving of the
bleachers in the Spring.
Bluhm Park- The Developer of Belle Chasse Subdivision has completed the
boardwalk improvement, Rugby field and walkway from Durham Drive to
the Park. The field will likely be ready for play no earlier than the fall of
2016 or spring of 2017.
WE Energies Trail Improvement- The City retained all asphalt millings as
part of the 2014 and 2015 road improvement programs in order to utilize
them to construct and repair gravel recreational pathways with a very low
material cost. We have since had the company that crushed the material for
us crush the material into smaller size aggregate so that the material will
compact better we will overlay a 2” layer on the larger stone, hopefully in the
Spring of 2016. We can then analyze whether this size aggregate will work
for all future needs or not.

Aster Hills Park- GRAEF is working on the plans for the grading and
restoration of the park per the approved site plan and the plans will likely be
complete in the next few weeks. Bidding will be complete sometime in early
March. This will include all necessary storm sewer work as well. We will
also bid the parking lot and trail construction as a mandatory alternate bid
so we can potentially get it installed too if the bids come in favorably.
Construction would be required to be completed no later than the end of
September so the grass will have a growing season in 2016.

Re: Conservation Coordinator Report
The following is an update of projects related to Lakes, Forestry, and Conservation:
The Conservation Coordinator and Conservation Tech have begun pruning trees on Pioneer Drive,
Janesville Road, Moorland Road, and the Muskego Business Park. These younger trees along right-of-
ways require pruning to develop healthy branch formation and to raise their crowns for roadway
clearance. Some of these staff hours will be applied as an in-kind match for the urban forestry grant
which also assisted the purchase of pruning and safety equipment.
The City was successful in securing an Urban Wildlife Abatement grant to cover the costs of controlling
nuisance Canada geese.
Conservation staff finished the seeding of the wetland project on Big Muskego Lake State Wildlife Area
(photo below) and has submitted for reimbursement from the MMSD grant. Planning is underway for a
“phase 2” wetland restoration project on adjacent DNR land.

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such
items don’t require committee action but can certainly be discussed during the Miscellaneous Business
portion of the meeting.
1. Baseball/Softball Leagues have submitted their field requests for approval. We have 2 new
programs requesting space. The Avalanche Select are a U13 boys team and Muskego Rebels
are adding a U-11 team. There is one Rebels program that has aged out. The requests were all
approved as there were no conflicts. Teams are now in the process of turning in their game
requests. We are still working on a way to keep using the online practice software we have
used the last 2 years. We hope to have a solution by the end of February.
2. We will begin to work on our Summer Program Guide in mid -February. Guides are scheduled to
be mailed in mid-April. We anticipate our normal course of summer classes including working
with the school district to make sure their summer school students and our playground children
can get back and forth between the two programs.
3. We are working with Waukesha County to enhance our programs by offering some outdoor
education programs that the county is offering at Muskego County Park. We are also looking
for additional ways to add outdoor education programs that we feel the community would
have interest in. Adam will be working with Tom Zagar to do some new classes for this
summer.
4. We have had a community member request to add a daytime senior softball league this
summer. We will be working with the neighboring communities to see if they would have an
interest in offering this type of program with us and will try to start a league this summer.
