CALL TO ORDER
Director Simpson called the meeting to order at 5:30 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Ald. Bob Hammel, Jerry Hulbert, Len Pilak, Toby Whipple, Bill Miller, Sharon Roy
and Brett Hyde. Also present David Simpson, Tammy Dunn and Adam Young.
Absent: Howard Schneider and Paul Peardon.
STATEMENT OF PUBLIC NOTICE
The meeting was noticed in accordance with the open meeting laws.
APPROVAL OF MINUTES OF MARCH 3, 2015.
A correction was made to the minutes of March 3, 2015 under Approval of the Joint Meeting
Minutes from January 12, 2015 to read; The motion passed 9-0-1 with Brett Hyde abstaining.
Len Pilak made a motion to approve the minutes as amended. Brett Hyde seconded. Motion
carried unanimously.
COMMUNICATIONS
Introduction of New Recreation Specialist - Adam Young
Recreation Manager, Tammy Dunn, introduced Adam Young as the new recreation specialist
in the Recreation Department.

Election of President, Vice-President, and Secretary
Jerry Hulbert made a motion to nominate Toby Whipple for President. Len Pilak
seconded. Motion carried unanimously.
Len Pilak made a motion to nominate Jerry Hulbert for Vice-President. Sharon Roy seconded.
Motion carried unanimously.
Jerry Hulbert made a motion to nominate Sharon Roy for Secretary. Bill Miller seconded.
Motion carried unanimously.
Aster Hills Park Planning
Len Pilak made a motion to approve the final plans for the Aster Hills Estates Neighborhood
Park with wetland limits shown on the plans. Sharon Roy seconded. Motion carried
unanimously.
Aster Hills Estates Park and Conservation Dedication Fees
Director Simpson explained the Developer of Aster Hills Estates has requested the City
consider accepting a land dedication in lieu of park dedication fees for their development.
Because this ties directly with the Development Agreement and past approvals given by
Common Council, staff is recommending that this be moved to Common Council for discussion
and a decision at the time a Development Agreement is approved.
Jerry Hulbert made a motion to forward the request to accept land dedication in lieu of park
dedication fees for the Aster Hills Estates Development to Common Council for discussion and
a decision. Len Pilak seconded. Motion carried unanimously.
Approval of Muskego Festival Rental Request for Veterans Memorial Park
Mrs. Dunn explained the Muskego Community Festival Group is requesting the use of
Veterans Memorial Park from August 24-September 1 from 7 AM to 11:30 PM.
Brett Hyde made a motion to approve the event with the following conditions:
1. Park Rental fee is waived for the dates of August 24-September 1.
2. Park hours are approved to extend to 11:30 p.m. on the nights of the festival: August
27, 28, 29 and 30.
3. Park restoration will be billed to the festival for any and all improvements to the city
grounds including the area around the city hall building and the Veterans Park area.
4. Renter would secure event insurance listing City of Muskego as an additional insured
with the dates of the event being from the day carnival vendors arrive until September 2
when all festival items are gone.
5. Renter will have a dumpster placed alongside the parking lot on Pioneer Drive. Said
dumpster would be removed promptly by September 2 or daily park rental fees will be
charge to the festival committee until the dumpster is removed.
6. Parks & Conservation Committee reviews and discusses the intended activities to be
held in the city’s park and makes appropriate recommendations to the festival
committee, keeping in mind Chapter 26 guidelines for park use. (alligator wrestling &
helicopter rides)
7. Discussion will take place in regards to finding alternate parking options to lessen the
turf damage to the areas around city hall.
8. Beer permits for the park as well as a liquor license will be secured no later than August
14. This is to cover the carnival vendors on city grounds up to the start of the festival
(8/24-9/1)
9. Carnival vendors who will be camping on park grounds, it is suggested that they park all
recreational vehicles and those vehicles used to tow the carnival rides on the asphalt
areas of Old Town Hall. It is recommended that all heavy equipment is kept off the wet
area off the tree lined area bordering the park.
10. The city will have the restrooms cleaned once daily by our contracted cleaning vendor.
If they find additional cleanings are required for sanitary reasons, the festival will be
billed for those additional cleanings at $50/event. Spot cleaning throughout the day will
be the responsibility of the festival. Festival will supply all necessary paper products for
the duration of their approved use (8/24-9/1).
11. Carnival vendors may not run hoses or power cords from Veterans Park Shelter for
hook-up for the personal water or electric.
12. Carnival vendors will be instructed prior to their arrival that there are no dogs allowed in
city parks and that includes the time they are on site overnight.
Bill Miller seconded. Motion was carried unanimously.
Approval of Extension of Lease with Festival Committee for Veterans Memorial Park
Shelter
Mrs. Dunn explained the agreement made June 5, 2005 between the City and the Festival
Committee for the exclusive use rights for the main storage area in the Lions Club Pavilion at
Veterans Memorial Park will be expiring on June 30, 2015.
Jerry Hulbert made a motion to grant an extension of the agreement through the end of this
year, with the new end date being December 31, 2015. Bill Miller seconded. Motion carried
unanimously.
Review Letter from Franklin Community Education & Recreation in the Termination of
the Co-Op Agreement for Swim Lessons
Mrs. Dunn updated the Committee that the co-op swim class agreement with the City of
Muskego has been terminated.
Approval of Maintenance Agreement for Parks Garage Parking Lot for use by Horn
Brothers
Director Simpson explained the City has a long standing agreement that allows Horn Brothers
use of the City's Parks Building parking lot on Pioneer Drive. The agreement has been
updated and staff is recommending approval. Brett Hyde made a motion to approve the
Maintenance Agreement for Parks Garage Parking Lot for use by Horn Brothers. Ald. Hammel
seconded. Motion carried unanimously.
Approval of Park Arthur Equestrian Trail Agreement
Director Simpson explained the City has an agreement with 4Js to help with the maintenance
of equestrian trails with Park Arthur. Staff is recommending approval of the agreement.
Sharon Roy made a motion to approve the Park Arthur Equestrian Trail Agreement. Len Pilak
seconded. Motion carried unanimously.

Staff Report to Parks & Conservation Committee
August 4, 2015 Meeting

Subject: Budget Recommendations
Date: July 27, 2015
Background:
During the summer months the Parks and Conservation Committee will have discussions on what they might
recommend for various capital projects to the Common Council for the coming year. Such capital projects may include
park areas, trails, conservation areas, and/or recreation needs. For the year 2016, staff doesn’t have many discussion
items since this is more of a transition year. The thought is that there will be more concrete planning items for the
budget in summer 2016 when the Parks, Recreation, and Conservation Plan is expected to be adopted that will outline
many of the future budgetary recommendations for a five year period. Below are the items staff would like to discuss
for possible recommendation to the Council for the 2016 budget year:
1. Aster Hills Estates Neighborhood Park: Please see the cost estimate from Graef that was completed earlier this
year for the full buildout of the new park. A map of the concept approved is also attached. Per the estimate we
see that the cost could be as high as $825,000 (NOTE: This number does contain a 15% contingency).
The Aster Hills Subdivision should be completed later this Fall and homes could be receiving occupancy as
early as next spring. However, if the Committee recalls, this park is in place to serve as a neighborhood park for
this the general eastern quadrant of neighborhoods along the CTH OO corridor.
Recommendation: Approval for building out the whole park in 2015 with up to $825,000 required. Council
could build the park in multiple years upon their discussion and staff can breakout various options for the
Council if they wish to see those.
2. Trail Construction: The city has a trail planning construction map that we have maintained over the past few
years. The map is attached which shows all the current and future trails along with possible years for the future
trails in which we might build the various sections. As the Committee and Council review trail projects from
year to year, the map then changes based on those discussions.
Based on last year’s trail conversations we now have a few areas for possible trail recommendations for 2016
per the following:
HWY OO – From the south end of the new Aster Hills Estates Subdivision to the Hwy 36 connection.
Cost estimate recommendation of $540,000 to both engineer/design and build the trail. Waukesha
County would design this trail and the city would construct it.
Woods Road – From Racine Ave (High School) going west to Windover Drive (Plum Creek Estates
and the Settlement on Woods Subdivisions). Cost estimate recommendation of $275,000 to both
engineer/design and build the trail. In house staff would design this trail which will save some money.
Lannon Road – From Janesville Road going north up to Martin Drive. Cost estimate recommendation
of $60,000 to just engineer/design the trail for 2016. Private engineering firms would have to design
this trail due to its complexity.
Janesville Road – From Jimmy’s Car Wash by Racine Ave going west to the new InPro Corporation
Office. Cost estimate recommendation of $50,000 to both engineer/design and build the trail in 2016
(contingent on any land acquisition needs). In house staff would design this trail which will save some
money.
Other trail related items:
Martin Drive - As happens from year to year, we did have a request from Alderman Borgman and some
of his constituents to discuss the trail section for Martin Drive as well. The requested portion would be
along Martin Drive from Janesville Road to the east up to Lannon Drive to the west. At this time this
portion of trail is scheduled to be looked at after 2020. The Board may want to discuss the merits of
moving this trail section up for future discussion.
Bay Lane – Bay Lane Drive from Janesville Road down to Woods Road is in the midst of Council
discussion to possibly go for a design for a full reconstruction in 2016 with possible reconstruction
taking place in 2017/2018. As part of this design they will be looking at incorporating a trail
connection along this whole route as well.
WE Energies Trail - The past budgets had discussions on placing monies for the WE Energies trail
restoration from the Muskego County Park out west to the Village of Big Bend. The City’s Public
Work’s Department has committed to restoring this trail over the next couple years with leftover
millings from various city projects. Thus, there will be no direct cost as discussed in the past and this
project will get done.
Recommendation: Over the past few years the city has been focusing on key portions of our overall trail system
that connect loops or high population areas of the community to various amenities. Given that all the top four
trail recommendations above for 2016 complete this notion, staff recommends that all top four tail sections ar
recommended to proceed to Council. The Common Council will then have to evaluate the monies that are
available and the priorities of each on their own.
Park Dedication monies: The current account balance for the park dedication account sits at $228,569.37. These monies
can be used for the building of Aster Hills Park as well as various trail design and construction costs. That total may
increase in the next year by approximately $75,000+ if a couple subdivision plats materialize in 2016.

Background:
Please find below the working timeline for planning and adopting a new Parks, Conservation, and Recreation Plan for
the City of Muskego. The current plan looked to go thru 2016 and the new plan will carry us for another five years thru
2021.
Staff is excited about this endeavor as we plan on getting deeper into the city’s park, conservation, and recreational
needs then any plan before. We envision the planning process will run for about a year and will require considerable
Committee input. Please review the attached timeline that we will go over at our meeting in more detail.

I have included general information and project specific updates related to Parks
maintenance for your use. Should any questions arise please don’t hesitate to
contact me directly.
General Maintenance
Fox Services LLC has been completing Lawn Mowing and Grounds
Maintenance for the contracted parks and certain facilities. We have not
had any resident concerns. We have had issues getting them to keep up with
weeding and bush trimming at the City Hall but they have since complied.
The City’s refuse and recycling hauling contract is expiring at the end of
2015 and a request for proposals is currently being advertised.
Facilities
Horn Park Building- Demolition of the oldest portion of this building is
planned for this fall. DPW crews will complete demolition and contractors
will be hired to complete the plumbing, electrical, and new wall construction.
Exact schedule is not yet determined. We will also be setting the garage area
up for the Recreation Department to have addition dedicated storage.
The Committee of the Whole had initial discussion regarding the possibility
of expanding the Department of Public Works garage and decommissioning
the Parks Headquarters building and the Boxhorn Warehouse. The
Common Council has reviewed a conceptual analysis to determine if this is a
feasible option and will be discussing further during budget.
The DPW has replaced the roof on the Lions Park building and will be
reroofing the Bluhm Park south building in the coming weeks.
2015 Park Improvements
Lions Park- The pickleball court has been added to Lions Park and has been
well received thus far.
Denoon Park- All roadways, parking lots, and the basketball court will be
resurfaced in conjunction with the 2015 road program. Additionally, two
areas of pavement are being added to the narrow roadway that leads to the
boat launch to allow an area for vehicles to pass. DPW will be completing all
turf restoration as part of this project. They expect to start this project no
earlier than mid-August.

Park Arthur- A paved pathway leading from the north parking lot to the
three northern baseball fields and back to the pavilion has been completed.
Concrete pads will be added to the dugouts of the three small fields as a
separately quoted project.
Bluhm Park- The Developer of Belle Chasse Subdivision has completed the
boardwalk improvement and is currently working on the installation of the
recreational pathway from Durham Drive to the Park. They are also 80%
completed with the rugby field improvements with grass expected to be
planted in early fall. The field will likely be ready for play no earlier than
the fall of 2016 or spring of 2017.

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such
items don’t require committee action but can certainly be discussed during the Miscellaneous Business
portion of the meeting.
1. Fall Program Guide is being created and will be going to print on August 10, with registration
beginning August 18.
2. For registrations since the beginning of the year (January 2015), we are trending to have had
about 250-300 more registrants from last year, which could bringing us back up to yearly
participation levels of over 7,000 class participants.
3. Pickleball Court at Lions Park had its ribbon cutting in late June. We will be offering
instructional lessons and play this fall. Requests are already coming in to add additional courts
within the city.
4. Baseball/Softball use of our fields is coming to a close. At an upcoming meeting, we will be able
to provide finalized counts for the numbers of practices and games held in Muskego. These
counts are made possible by the baseball software we use that was created by our own IT dept.
5. We completed an upgrade to our registration software, Class®. This software company was
bought out by another vendor, Active®, so this was the last upgrade we will receive. It is
suggested that we move to Active or select another vendor within the next year or we will have
no support for our software after 2017.

Re: Conservation Project Update
The following is a summary of current projects related to Lakes, Forestry, and Conservation:
Invasive algae Starry Stonewort which was found in Little Muskego Lake last fall was also recently
found in Big Muskego Lake. It was observed in many areas of the lake indicating that it has likely
been there for several years. Our staff has posted boat launches and is working with the Big
Muskego Lake District to hire launch monitors to help prevent invasive species from being
transported in or out.
The City has selected a contractor for the Big Muskego Lake State Wildlife Area (BMLSWA) wetland
restoration project on the Lang parcel off Parker Drive. Ducks Unlimited completed construction
plans for this project. It will be paid entirely from grant funds from MMSD that are earmarked for
“green” storm water management projects. With grant funds exceeding the bid we will be able to
complete additional wetland scrapes and install a quality restoration seeding.
A volunteer from the Denoon area who is a student at UWSP, Zach Schaefer, has been very helpful
in executing our projects. Although he works for no pay we are giving him valuable hands on
experience in the field of natural resources.
Restoration plantings at Badertscher Preserve are developing well. Staff is nurturing young prairie
plantings and oak savanna restoration by reducing invasive species which would pose a greater
challenge to manage in the future if left unchecked. Plans are being developed to improve creek
crossings and install a stairway up a steep slope on a trail.
W e have worked with developers of Belle Chasse to place native seed around the ponds in the
subdivision as well as the one on Bluhm Park. W e also prepping lands adjacent to that pond for
seeding.
W e are working with developers of Aster Hills to seed pond side slopes to native vegetation and will
be developing restoration plans for the dedicated conservation lands. These dedicated lands are
adjacent to the City’s Blattner Preserve conservation site and the BMLSWA Boxhorn parcel creating
a contiguous corridor of conservation land.
We have received more reports of Emerald Ash Borer (EAB) lately, W e anticipate an increased
workload of ash tree removals as these die within parks and other city lands where in ash trees exist

adjacent to private lands and public roadways and trails. This will be in addition to existing routine
removal of American Elm trees afflicted with Dutch Elm Disease.
Staff replaced three trees on Pioneer Drive. Earlier this year a landscape contractor provided a
“steep” quote to replace dead and non-flourishing landscaping on Janesville and Moorland Roads.
Staff will reassess landscape replacement needs and attend to those areas most in need of
replacement to try to minimize this expenditure..
Beach monitoring has continued at Idle Isle and bacteria levels have been safe so far this year
Big Muskego Lake sunset pontoon cruises through the Recreation program were very popular.
Attendees were given a guided tour in which the history of the lake was discussed and saw wildlife
including Bald eagles, Ospreys, and Forster’s terns.
