Please take notice that following Approval of Minutes, the Committee of the Whole will convene, upon passage of the proper motion, into Closed Session pursuant to Wis. Stats. Section 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, more specifically to discuss performance of contracted services provided by Arenz, Molter, Macy, Riffle and Larson. 2. Please take notice that following the first Closed Session, the Committee of the Whole will convene, upon passage of the proper motion, into Closed Session pursuant to Wis. Stats. Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES June 23, 2015 6:00 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:18 pm PLEDGE OF ALLEGIANCE ROLL CALL Present: Aldermen Borgman, Wolfe, Hammel, Kubacki, Madden, Englehardt and Kapusta Also Present: Director Mueller, Chief Moser STATEMENT OF PUBLIC NOTICE Director Mueller stated the meeting was properly noticed. APPROVAL OF AGENDA APPROVAL OF MINUTES - June 9, 2015 Alderman Borgman made a motion to approve the June 9, 2015 minutes. Alderman Kubacki seconded. Motion passed 7 in favor. NEW BUSINESS 2016 Budget Goals Discussion Mayor Chiaverotti provided a brief summary of the 2016 budget goals. 1. Transparency of Budget Process 2. Merit Pay/Wage Adjustments 3. In-House Attorney 4. Enforcement Officer, Training and Equipment; Alderman Madden provided a description of this position and noted revenue potential. Chief Moser also commented on the functions of this position. 5. Conservation Coordinator Wages & Benefits transfer from special revenue fund to operating buget over a 4 year period (25% per year). 6. Special Reserve Funds 7. Facility Needs; will be reviewed further during capital budget discussions. Committed to a City Hall/Police campus. Comments: Alderman Hammel recommends no increase to the tax rate. Mayor Chiaverotti referenced Mary Lazich and benefits of using new growth to raise tax levy. Alderman Kubacki prefers not to cap tax rates. Alderman Wolfe reiterated "needs vs wants" and ability to change budget proposals throughtout the process. Alderman Hammel requested current pay rates of staff and compensation study. Mayor Chiaverotti recapped the requests for budget proposals for decision at next meeting. Pay rate increase, In-House Attorney, Transfer of Conservation Coordinator wages and benefits to the General Fund and Tax Rates/Levy adjustment. Question: Alderman Hammel inquired about the savings realized so far from the Parks Department merge to DPW. Director Mueller stated that there appears to be a savings, will have more information by the 3rd quarter when budget discussions begin.
