Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES April 14, 2015 6:45 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 6:47 pm. PLEDGE OF ALLEGIANCE ROLL CALL Present: Aldermen Wolfe, Hammel, Di Pronio, Borgman, Engelhardt, Kubacki and Madden. STATEMENT OF PUBLIC NOTICE APPROVAL OF AGENDA APPROVAL OF MINUTES - February 10, 2015 and March 10, 2015 Alderman Borgman made a motion to approve the minutes of February 10, 2015 and March 10, 2015, Alderman Madden seconded. Motion Passed 7 in favor. NEW BUSINESS Parks & Conservation Board Discussion Mayor Chiaverotti recapped the discussion that took place at the Parks & Recreation board meeting and noted her support of members to consolidate the Parks Board and Conservation Committee to a 9-member board. Butch LeDoux indicated his willingness to step down from the Parks Board, and Barb Schroeder did the same with regard to the Conservation Committee. The Mayor also noted that Attorney Larsen has communicated that often a committee is formed rather than a board. She requested that the second reading at Council be waived because committee appointments need to be made by the next Council meeting on April 28. 3-year staggered terms will be established initially, but as terms expire, each new appointee will have a 3 year term. The Mayor reiterated that as a council they will have more control over a committee v. a board since decision making and authorization will ultimately be the Council's responsibility. By a straw poll vote, it was unanimous to make these changes. CLOSED SESSION Alderman Borgman made a motion to to move into Closed Session, Alderman Kubacki seconded. Motion Passed 7 in favor. Please take notice that following Approval of Minutes and Discussion of Agenda Items, the Committee of the Whole will convene, upon passage of the proper motion, into Closed Session pursuant to Wis. Stats.Section §19.85(1)(c) and Section §19.85(1)(e): Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, more specifically to discuss severance pay for a specific employee. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Meeting was moved into open session by Ald. Borgman, Ald. Kubacki Seconded. Motion passed 7 in favor ADJOURNMENT Possible reconvening of the Committee of the Whole immediately following Common Council Meeting of the same date to continue work on agenda items Ald. Borgman moved to Adjourn, Ald. Kubacki seconded. Motion passed 7 in favor. Meeting was adjourned at 7:01 p.m.
