Approved CITY OF MUSKEGO POLICE & FIRE COMMISSION MEEETING MINUTES Thursday, January 15, 2015 The regular meeting of the City of Muskego Police & Fire Commission was held on Thursday, January 15, 2015, in the conference room of the City of Muskego Police Department. Commissioner Kuwitzky called the meeting to order at 6:03PM. Pledge of Allegiance Roll call was taken with Commissioners Kuwitzky, Gleason, Mooney, Treba and Whittow present. Chief Moser, Alderman Engelhardt and Alderman Kubacki were also in attendance. Statement of Public Notice was given to the press and posted on Tuesday, January 13, 2015. Commissioner Mooney made a motion to accept the agenda items and Commissioner Treba seconded. Motion carried unanimously. Commissioner Gleason made a motion to amend the minutes from the October 16, 2014 meeting. After some discussion, it was determined the following wording would reflect the July 17, 2014 minutes: Elections were held with Commissioner Mooney nominating Commissioner Kuwitzky for the position of president. Commissioner Whittow seconded and the motion passed with Commissioner Kuwitzky, Mooney and Whittow voting in favor and Commissioner Treba and Gleason not voting. Commissioner Kuwitzky nominated Commissioner Mooney for the position of secretary. Commissioner Whittow seconded and the motion passed with Commissioner Kuwitzky, Mooney and Whittow voting in favor and Commissioner Treba and Gleason not voting. Commissioner Gleason made a motion to approve the minutes with amendments. Commissioner Treba seconded, and the motion carried unanimously. Report from the Police Department: The department currently has four officers in the field training phase. Karin Zuber recently started as a police clerk on January 6, 2015. Captain LaTour’s last day was January 9, 2015. Officer Courtier resigned from the department. Lieutenant David Constantineau was promoted to Captain and will be attending the FBI Academy in April for ten weeks. With the promotion of Lieutenant Constantineau to Captain, Chief Moser has assigned Lieutenant Craig Simuncak to the Detective Lieutenant position. Due to the above promotions, the department will be selecting a new Sergeant. The structure of the department will consist of three Lieutenants, one on each shift and six Sergeants, two on each shift. The Swing-Shift Lieutenant position will be eliminated and this structure will ensure consistency and self-relieving shift supervisors. Chief Moser advised that the K9 program is moving along very well. There will be another fund raising event coming up on February 21, 2015. The City of Muskego was named the third safest city in Wisconsin in 2015. Old Business: Hiring Process for Police Chief. After a short discussion the commissioners agreed that A-F were acceptable under - II Commission Meets Within 14 Days of Vacancy Notice and Proceeds As Follows (internal search). The commission would like to add something to the letter G that asks how the finalists would like to be notified and current contact information. The commissioners would like to possibly change the notification process to be handled in the following order: Mayor, former chief, new chief , the other candidates and then a press release. The commission would allow the Mayor to notify other city officials of the decision. The commission would like to see what steps other departments use when hiring a chief internally and externally. The discussion ended with Chief Moser agreeing to contact area departments for their procedures. Commissioner Mooney made a motion to table this until the next meeting. Commissioner Treba seconded, and the motion carried unanimously. New Business: Commissioner Mooney made a motion to approve Lieutenant Constantineau to the position of Captain. Commissioner Whittow seconded. The motion carried unanimously. NOTICE OF CLOSED SESSION PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will convene upon passage of the proper motion into closed session pursuant to State Statute, Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental bod has jurisdiction or exercises responsibility for the specific of considering employment, promotion, compensation, or performance evaluation data, more specifically for the purpose of interviewing candidates for the position of police officer. Commissioner Mooney made a motion to go into closed session. Commissioner Treba seconded and the motion carried unanimously. The commission moved into closed session at 6:47PM. A motion was made to move back into open session by Commissioner Mooney and was seconded by Commissioner Gleason. The motion carried unanimously and the meeting was back in open session at 7:05PM. The next regular meeting will be held on Thursday, April 16, 2015, at 6:00PM. Commissioner Whittow made a motion to adjourn and Commissioner Mooney seconded.
