Amended/Approved CITY OF MUSKEGO POLICE & FIRE COMMISSION MEEETING Thursday, October 16, 2014 The regular meeting of the City of Muskego Police & Fire Commission was held on Thursday, October 16, 2014, in the conference room of the City of Muskego Police Department. Commissioner Kuwitzky called the meeting to order at 5:00PM. Pledge of Allegiance Roll call was taken with Commissioners Gleason, Treba, Mooney, and Kuwitzky present. Chief Moser, Alderman Engelhardt and Alderman Kubacki were also in attendance. Commissioner Whittow was excused. Statement of Public Notice was given to the press and posted on Tuesday, October 14, 20014. Commissioner Mooney made a motion to accept the agenda items and Commissioner Treba seconded. Motion carried unanimously. Commissioner Mooney made a motion to accept the minutes from the July 17, 2014 meeting; the August 5, 2014 special meeting; and the August 26, 2014 special meeting. After some discussion by Commissioner Gleason the July 17, 2014 meeting minutes were amended to say: Elections were held with Commissioner Mooney nominating Commissioner Kuwitzky for the position of president. Commissioner Whittow seconded and the motion passed with Commissioner Kuwitzky, Mooney and Whittow voting in favor and Commissioner Treba and Gleason not voting. Commissioner Kuwitzky nominated Commissioner Mooney for the position of secretary. Commissioner Whittow seconded and the motion passed with Commissioner Kuwitzky, Mooney and Whittow voting in favor and Commissioner Treba and Gleason not voting. Commissioner Treba seconded the motion, with amendments to the July 17, 2014 meeting, and the motion carried unanimously. Report From The Police Department: Newly hired officers Gilbert, Curran and Courtier have started. Officer Gilbert was offered the first position, however due to not being able to start for two weeks, a waiver was signed by all three agreeing that Gilbert has most seniority even though he started after Courtier and Curran. Zach Patterson is on board and will be starting shortly after December 1, 2014, when Officer Mrotek’s retirement takes effect. The next four applicants from this list will be interviewed on October 28, 2014 to prepare for Captain LaTour’s retirement on January 9, 2015. After these four, there are still three applicants from the original hiring process to be interviewed. The department has implemented two new programs, MSNAP and MSNAP-Silver. These programs will help the police department keep track of residents with special needs, in the event they call the department for assistance. The information will assist officers and dispatchers with the way they respond to and handle the call. The Fall 2014 Citizen’s Academy graduation will be on 11/04/14 at the Moose Lodge. The 2nd Saturday in December, 12/13/14, is set as a tentative date for the Shop with a Cop Program. Officer Cortese has replaced Officer Mrotek at Bay Lane Middle School as School Resource Officer. The results from our accreditation will be given to our department formally on 12/5/14 in front of the WILEAG board. Chief Moser believed the department did well. Old Business: The commissioners reviewed the commission’s procedures. The commissioners agreed that the hiring Matrix is still being applied on a “trial basis.” Commissioners Gleason and Treba requested that the commission have the ability to give the lists of interviewees to the chief in order of how the commission felt the candidates performed. All agreed that if they gave the chief a “ranked” list that it would be a non-binding list. Commissioner Treba brought up several documents that she was given when she became a commissioner, and thought it would be a good idea to get a binder or some sort of folder implemented with the operating guidelines. Treba would like this binder to be available and updated for new commission members so they are up-to-date when they join the commission. The oral interview questions that the commission asks new officer candidates were discussed. After a brief discussion, the commission agreed that question #9 would be re-written. Question #11 would be removed, and questions #13 and #14 would be combined. Commissioner Kuwitzky advised he would draft the questions with the above changes and get them to the commission to look at within the next week. Commissioners Gleason and Treba were also concerned that a new commissioner may not know what to look for in the answers to questions 4, 5, 6, and 7. Chief Moser agreed to assist with this so the commission is comfortable with what they are looking for in answers. Commissioner Gleason made a motion to continue the trial basis of the Matrix and to moving forward with the items discussed regarding the hiring process and operating procedures. Commissioner Treba seconded. The motion carried unanimously. New Business: Commissioner Kuwitzy requested the board approve the hiring of Officers Gilbert, Curran and Courtier. Commissioner Mooney made a motion to approve. Commissioner Treba seconded. The motion carried unanimously. Commissioner Treba announced that she received information of how courteous and helpful Officer Rakers is to the EMT’s on rescue calls. Chief Moser noted the compliment and would pass it on to Officer Rakers. Commissioner Mooney made a motion to go into closed session. Commissioner Treba seconded and the motion carried unanimously. The commission moved into closed session at 5:55PM. A motion was made to move back into open session by Commissioner Treba and was seconded by Commissioner Mooney. The motion carried unanimously and the meeting was back in open session at 6:02PM. The next regular meeting will be held on Thursday, January 15, 2015. Commissioner Mooney made a motion to adjourn and Commissioner Treba seconded.
