Bob Hammel called the meeting to order at 6:00 PM. PLEDGE OF ALLEGIANCE Ald Hammel led those present in the Pledge of Allegiance. ROLL CALL Ald. Hammel, Ald. Wolfe and Ald. Engelhardt were present. Discuss the City of New Berlin's request to add additional sanitary sewer connections to the City of Muskego's sanitary sewer system. Alderman Wolfe made a motion to deny at this time City of New Berlin's request to add additional sanitary sewer connections to the City of Muskego's sanitary sewer system and approve sending them a letter asking for more information and for an agreement to pay for the cost of a detailed study. CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Review Aster Hills Subdivision Preliminary Construction Plans Date: January 15, 2015 The Developer of Aster Hills Estates has submitted construction plans for review of proposed traffic calming and grading (see attached). Normally construction plans come to the committee at the time of final technical review by staff but these plans have out of the ordinary elements that must be looked at prior to technical staff reviews proceeding further. Traffic Calming. Because the main road in this subdivision will create a shortcut between Boxhorn Drive and Priegel Drive (then out to Durham Drive) it is important to manage the expected cut through traffic that will be utilizing this new roadway. As we have recently seen in other areas of the City it is important to anticipate these issues as much as we can and prevent problems from occurring before they happen. I asked the Developer’s Engineer to provide an initial traffic calming plan for review and received the attached plan. I along with Foth have reviewed this plan and are recommending the addition of a traffic calming circle at the new intersection of Boxhorn Reserve Drive and Lindley Court as well as street trees being planted closer to the edge of road instead of the road narrowing that is currently shown (see attached memo from Foth). The addition of boulevard section at the south end of the Development instead of an additional traffic circle would be a potential additional solution as well. I would also like to discuss the possibility of narrowing our standard subdivision roadways to 22’ wide instead of 24’ wide. This two foot narrowing would have the desired effect of helping slowing traffic while still allowing for traffic to traverse efficiently. The reduced pavement cross section would also reduce initial construction expenses as well as future maintenance and reconstruction expenses. This cross section has been used for many years in other municipalities with success and I think this change would be the best for reducing future maintenance costs to the City. I would recommend utilizing this subdivision as a pilot for this potential change. Preliminary Grading. The Developer is proposing to elevate some areas of the Subdivision as much as 15 feet which would alter the existing terrain to a great extent. Subdivision’s design should maintain the existing terrain to the maximum extent possible when designing new Developments to promote cohesiveness with adjoining property. By increasing the elevations as much as shown the Development will not fit into the area and may look out of place. It appears that the Developer may have the elevations set to this extreme in order to obtain gravity flow to the sanitary system. I would propose that we allow a small section of grinder pumps if Page 1 of 2 necessary to reduce the amount of fill necessary to facilitate this development. I also have concerns with the grade of the proposed hill that exists when entering the Subdivision, which is currently 5%. For reference, the large hill on Racine Avenue is a 7% grade. I would recommend lowering the proposed hill to a maximum grade of 3.5%. I would recommend reducing the elevation of fill on Lindley Court, Bonningale Court, and the north end of Boxhorn Reserve Drive to the maximum extent possible. Recommendation for Action by Committee: Require installation of a traffic calming circle at the intersections of Boxhorn Reserve Drive and Lindley Court. Require a boulevard at the entrance from the south end of the development. Require a reduction to the elevation increase at the west and north end of the Development. The roadway was designed utilizing our standard ditch section roadway with a 6’ wide off road pathway (see attached). We were able to complete test pits prior to the ground freezing and found an average of 3’ of topsoil. It is of course necessary to remove this type of soil prior to constructing the roadway, which could add cost to the project. In order to reduce the project’s cost I propose bidding this project as part of the 2015 Road Improvement Project as a mandatory alternate bid. By doing this we will be able to utilize milling materials from other roadways to build this roadway’s subgrade. The reduction in material cost along with the reduced trucking distance should keep costs to a minimum. By bidding the project together we will be able to reduce expenses because of the scale of the project as well and can determine actual project costs prior to bid award. I would like to finalize all road program bidding documents to allow for bid opening on February 19th. As discussed last year we are hoping that an early bid let may keep or expenses down this year. Recommendation for Action by Committee: Move ahead with bidding Penn Lane as a mandatory alternate bid as shown on the attached drawing as part of the 2015 Road Improvement Program. Page 1 of 1 Page 1 of 1 CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Discuss alternatives to existing City provided culvert installation service Date: January 16, 2015 The Department of Public Works has historically offered driveway culvert replacement to all property owners in the City for a fee. In the last few years we have been receiving an increase in culvert requests. Because of these increased requests we have been unable to keep up with the demand of normal City maintenance projects such as roadway cross culvert replacement. Our Department has looked into various options and compared our service level to other communities. Some communities offer no culvert replacements at all while others offer the same level of service as us. We would like to continue to offer this service but do not want it to impact our ability to complete necessary projects. In our discussions we believe that we have found a good middle ground that may allow more time for City projects. Continue to offer driveway culvert replacements (fee to be revised based on actual costs) to all one and two family properties that would like to replace their existing culvert. The change to the program would be that all multifamily, commercial, and new culvert installations would not be completed by the City. In these cases the property owner would have to hire a contractor to complete the installation and require a permit from the City to do so. We feel that these type of properties have the ability to coordinate hiring a contractor and many times have more large scale projects that take more time than a standard culvert replacement. Recommendation for Action by Committee: Revise driveway culvert program to complete driveway culvert replacements only for one and two family residential properties. CITY OF MUSKEGO Staff Report to Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Discuss Deferred Sewer and Water Assessments for properties owned by Waste Management Date: January 16, 2015 Waste Management is considering completing a CSM to combine the properties that they own in order to better manage the different areas of the closed site (see attached). If the CSMs are completed we would end up with cleaner property lines as well as dedicated right-of-ways. There are existing deferred assessments on some of the properties that they would be looking to combine. Our standard deferred assessments are due at the time of land division, however, this situation is different. I believe that allowing the deferred assessments to continue to run with the land would be would not have any negative effects. We would still have the assessments in place and if the lands were ever divided again we would collect them at that time. The only parcel that would potentially be different would be the parcels along Janesville Road. Because they are not buildable I feel that only a portion of the deferred assessment should run with the remaining land along Crowbar Drive. If the Committee agrees we can have our attorney (at Waste Management’s expense) provide information on how to go about authorizing this change and take it back to this Committee or Common Council for final approvals depending upon what the City Attorney recommends. Recommendation for Action by Committee: Request an opinion from the City Attorney at Waste Management’s expense and move ahead with revised deferred assessments for future approvals.
