Subject: Discuss traffic issues in Rosewood Estates Subdivision

Previously Reported.
The Homeowner’s Associations for Rosewood Estates Subdivision and Candlewood
Village Condominiums have approached the City with concerns regarding excessive
traffic traveling through their subdivisions. They believe that traffic is traveling on
Rosewood Drive and Westcot Drive as a cut through between Moorland Road and
Durham Place. Their assertion is that traffic that would otherwise have utilized Durham
Place onto Janesville Road is cutting through their subdivision (as well as using Cornell
Drive to Tess Corners Drive). The Police Department completed traffic counts in this
area but the traffic counter appears to have malfunctioned as the counts we not consistent
so we will be completing further monitoring and can report back at a future meeting.
Residents are requesting that the City consider alternatives as I have described and
discussed below and have shown on the attached map:
1. Reopen Durham Place onto Janesville Road. This alternative would be very
costly because the County would require the roadway to be realigned and signals
to be installed. The rough estimate of cost would be $500,000.
2. Connect Cornell Circle to Princeton Drive (Penn Lane). An existing right of way
that connects Cornell Circle to Princeton Drive could be improved with a roadway
to allow traffic to utilize the existing traffic signals at Princeton and Janesville.
This would require construction of approximately 400 linear feet of roadway.
This cost for this project would be approximately $50,000.
3. Install Traffic Calming along Rosewood Drive. Cost would vary for this
alternative but it would reduce any potential speeding and may deter cut through
traffic. The cost to install a traffic circle at Rosewood and Westcot would be
approximately $10,000-18,000. We have not utilized this alternative in the past
but this intersection may be a good candidate for this type of project.
4. Close the roadway at the existing culdesac on Westcot. This option would isolate
the neighborhood by limiting emergency response as well as require added
operating expenses for snow removal, refuse collection, mail delivery. The added
capital expense for this option would be approximately $20,000 and is not favored
by staff.
New Information.
Per the Committee’s request we are discussing this item now that we have accurate
traffic count data. The attached data was collected at the transition from Westcot
Drive to Rosewood Drive. Additional data should be available by the start of the
meeting for a location along Rosewood Drive. I have analyzed this neighborhood as

it related to trip generation. The Institute of Traffic Engineering provides data that
is used across the Country to predict the number of trips to and from a specific type
of land use. For example a single family home is expected to produce 9.57 trips/day
on average. A trip is considered a one way trip to our from the destination. An
example for a single family home might be each spouse goes to work and arrives
home from work and then leaves to go to dinner in one car and perhaps runs and
errand later in one car, which would total 8 trips. You can see how an average
home quickly makes many trips per day. I have used a simplified method to obtain
the total number of trips from the 24 duplex units (6.65 trips/day) and 28 single
family homes (9.57 trips/day) in Rosewood Estates to be 428 trips per day on
average. This doesn’t account for any traffic in the Candlewood Village area
traveling to Durham Place. We can assume that the majority of traffic in the
subdivisions travel out to Moorland, however some traffic will utilize Durham Place
as well. Assuming that 80% of traffic travels to Moorland Road you would expect
to see a one way count no greater than 171 trips per day if only neighborhood traffic
utilizes the roadway.
Also, we should hope to see speeds in the 85th percentile be no more than 30mph
based on standard practices. The count we already have shows an 85th percentile
speed of 17 mph, however, should the 85th percentile speed exceed 30mph in the
count we are awaiting the Committee may want to consider traffic calming device
installation.
Recommendation for Action by Committee:
Discuss results of the additional traffic counts that should be available at the
meeting and make a recommendation.

Subject: Belle Chasse Addition #2 temporary winter pavement request

The Developer of Belle Chasse Addition #2 is requesting that the City consider
allowing temporary asphalt pavement if they cannot complete their final pavement
surface prior to the winter. We do not allow paving unless the grou nd is not frozen
and air temperatures allow. At this point it may be impossible to meet the City’s
standard requirements for full binder pavement before the winter sets in.
The Developer is asking that we consider a temporary pavement that would be in
place of the top 1.5” of stone base. If the asphalt is ok in the spring it would be
paved over and if it does not fair well it would be removed by p ulverization and
removal of the extra stone. I think this method is reasonable.
If the Committee is receptive we would amend the Development Agreement to
reflect this and would have a letter of credit in place that would allow for
completion if needed.
Recommendation for Action by Committee:
Allow temporary asphalt pavement in Belle Chasse Addition #2.

Subject: City of New Berlin’s request to add additional sanitary sewer connections
to the City of Muskego’s sanitary sewer system.
Date: November 13, 2014
The City of New Berlin has again made a request (see attached) to allow additional
connections into the City of Muskego sanitary sewer system. New Berlin has
historically made these requests rarely, however, in the past few years these requests
have begun to increase. Based on the fact that our Sanitary Sewerage Facilities Plan
shows potential facility upgrades downstream of this area I believe it is important to
analyze all potential negative possibilities should we continue to allow additional
connections in New Berlin. By having a consultant study this area in more detail we
would be able to make a more informed decision as to how many connections we
might be able to allow in New Berlin vs. in Muskego.
I have drafted the attached letter as a potential response to New Berlin’s request,
which asks New Berlin to pay for the study and denies their request pending more
detailed information from a study.
Recommendation for Action by Committee:
Deny requested connections at this time and approve sending New Berlin the
attached letter asking for more information and for an agreement to pay for the cost
of a detailed study.

RE: Requested Connections to the City of Muskego Sanitary System
Mayor Ament,
The City of Muskego Public Works Committee has reviewed the City of New Berlin’s request to add
five additional connections to the City of Muskego sanitary system. We do understand that vacant
land exists in the Linnie Lac area, however, per the 1974 agreement “It is expressly understood by
New Berlin that Muskego is not willing at the present time to extend sanitary sewer service to
presently existing vacant platted lots of record located within the Linnie Lac area, nor is it willing to
extend sanitary sewer service to vacant lands which are undeveloped….”, therefore, it is understood
that Muskego did not intend to provide service to the vacant lands you mentioned in your letter under
the 1974 agreement. The Committee discussed your request and is requesting that additional
information be provided before a decision is made regarding any additional connections.
The City of Muskego commissioned a study titled “Sanitary Sewerage Facilities Plan”, completed in
2007, that details the City of Muskego’s existing sanitary conveyance system and potential
limitations to that system as population growth and land development occurs. Because future land
use in Muskego may be affected by decisions made now relating to additional connections in New
Berlin we feel it is important to gain a clear understanding of what additional sanitary capacity New
Berlin would like to obtain from the City of Muskego in the future. A more detailed analysis is
needed of our system’s limitations in the downstream areas that New Berlin connections will affect
prior to allowing further connections.
If the City of New Berlin would like Muskego to complete a more detailed analysis of our system
limitations as they relate to New Berlin’s future land use Muskego would be willing to do so if New
Berlin agreed to pay for the study. If you would like us to initiate scoping and obtaining a price for
completing this study at New Berlin’s expense please inform me of such.
Until such time that the City of Muskego has enough data to make an informed decision we will not
be allowing any additional connections to our sanitary conveyance system from the City of New
Berlin.
