Review request by Lynn Kurer to purchase City owned land at the corner of Schultz Lane and
Durham Drive.
Alderman Hammel made a motion to approve the potential sale of City owned land at
the corner of Schultz Lane and Durham Drive for the purchase price of $3,246, plus
survey, title and legal expenses. Alderman Borgman seconded.

Approval of an easement for AT&T facilities at the City parks headquarters building.
Alderman Hammel made a motion to approve an easement for AT&T facilities at the
City parks headquarters building. Alderman Borgman seconded.

Alderman Hammel made a motion to approve request for placement of a fence within
a vision corner at W184 S7735 Kelly Drive by reducing the vision corner to 12 feet by

Ald. Borgman commented on City of Muskego Water Utilities winning the Safety Award.

Subject: Discuss request by Heritage Presbyterian Church located at S63 W13761
College Avenue for connection to New Berlin sanitary sewer and water
system.
Date: May 16, 2014
The City of Muskego received the attached request from Heritage Presbyterian
Church asking that their facility be allowed to connect to the City of New Berlin
sanitary sewer and water distribution system.
Currently, Muskego’s water system does not extend to the Church’s property,
which abuts both Janesville Road and College Avenue. According to New Berlin
staff, water is available in College Avenue. Muskego sanitary sewer is located in
Janesville Road, however, the churches buildings are located much closer to College
Avenue than Janesville Road.
Allowing the church to connect to New Berlin’s systems would require the creation
of an intergovernmental agreement that both communities would have to review
and approve. Should the Committee wish to allow this connection, the requestor
should be required to pay for an expenses, including attorney’s fees.
Recommendation for Action by Committee:
Allow connection to New Berlin’s sanitary sewer and water distribution system
contingent upon New Berlin’s approvals, the approval of an intergovernmental
agreement, and all costs to be paid by the land owner.

Mr. Simpson,
My name is Ron Gaspardo. I stopped by your office this afternoon to obtain needed information to
initiate the process of connecting up to municipal water and sewer.
Due to problems with their existing well, I am assisting Heritage Presbyterian with doing whatever
I need to, to get them connected to municipal water and sewer.
We have 2 preliminary quotes thus far.
We've been through the wringer since January of 2013 with this bad well occurrence.
Ken Sweeney has tried everything in his expertise to get safe samples back from the well, to no avail.
We met with the DNR last November, and have until this November to provide a successful remedy.
We need your guidance as to what we need to do to have us proceed in the correct manor with
connecting up to municipal water and sewer.
Due to the location, and layout where the property actually sits, it has been brought to our attention by the 2
contractors that we have received preliminary quotes from, that if possible, with your permission, then New
Berlin's permission, we hook up to New Berlin's sewer and water lines running right down College
Ave.
With the Muskego connections being a cost prohibitive distance away from the Church property,
this is a small congregation, with cause for serious financial concern.
If you would, please contact me when you have a moment to allow me, based upon your direction,
to take the proper steps to have us proceed in the correct, and timely fashion.
Any help to get us through this situation will be very much appreciated.

Subject: Discuss request from Bob Stack (S70 W15905 Princeton Court) to relocate
entrance monument for Northfield Green from Sandalwood Drive to
Princeton Court.
Date: May 16, 2014
The City of Muskego received the attached request from Bob Stack asking for
permission to relocated the existing monument entrance to the Northfield Green
Subdivision to the entrance for Princeton Court. He has also submitted a landscape
plan to landscape the entrance boulevard. Mr. Stack is a resident within the
Northfield Green Subdivision.
I believe that the entrance monuments were put in place to identify the subdivision
by the Developer when the current owner of all the lots purchased their properties.
I do not feel it would be appropriate for the monument to be moved to an interior
street as it would identify only that street as Northfield Green.
I do feel that the landscape plan is acceptable as submitted and we should allow for
the owner to install the planting if he wishes.
Recommendation for Action by Committee:
Deny request to relocated the monument sign and approve request to allow
landscape installation within the entrance boulevard at Mr. Stack’s expense.

Subject: Discuss timing of the Woods Road Bridge Reconstruction project
Date: May 16, 2014
As you are aware, the Woods Road bridge is in need of reconstruction and staff has
been working with our consultant, Foth, to complete plans and bid the project for
completion this summer. The project is currently out for bids and is scheduled to
open this Thursday, May 22nd, 2014. I have been contacted some of the bridge
building contractors stating that they will not be able to bid the project because they
already have a full schedule for this summer or this year. To date, no contractors
have taken out plans for bidding this project.
At this point, we must discuss the various options open to us:
1. Continue with the current bidding schedule and if no one bids, discuss
options then.
2. Push back the completion date to mid-November, 2014. This may allow at
least one contractor the opportunity to bid on the project. One negative to
this option is that the contractor will need to use cold weather protection
which may drive the cost up. The other negative is that we will have Woods
Road closed for about three months with school being back in session. If this
option is chosen, we would push back the bid opening date as well. The
positive is that the bridge will still be reconstructed before the winter.
3. Push the project into 2015 and give the contractors a window from Memorial
Day to Labor Day for completion. If this option is chosen we will have to
make some repairs to the bridge so that it will maintain structural integrity
through the winter. We will also have to monitor the bridge very closely. The
negative to this option is of course having to make repairs to a bridge that
will be reconstructed next year and having to monitor the bridge with a
chance of other issues coming up until then. The positive is that there will be
the most competition and most likely the lowest cost. If this option is chosen
we will determine when the most advantageous biddi ng time is, which may
likely be during the contractors down time this winter.
Recommendation for Action by Committee:
Discuss pros and cons and direct staff to preferred alternative.

Subject: Discuss Hardtke Drive pathway design alternatives
Date: May 16, 2014
The Engineering Department has been working to design and bid the rehabilitation
of Hardtke Drive with this year’s road improvement program which includes the
addition of a pathway connecting Idle Isle with Park Arthur. As part of that design
City staff has two alternative pathway designs that we would like to discuss with the
Committee, both on the North side of the road.
The first alternative would be a six foot wide off road pathway that would allow for
a grass buffer between the roadway and pathway. This alternative would impact
the right of way in front of the residents’ homes with approximately 10-14 feet of
additional disturbance. This alternative would provide for separation between the
road and pathway which would provide a safer pathway.
The second alterative would be a six foot wide paved shoulder on the edge of the
roadway. This alternative would impact the right of way in front of the residents’
homes with approximately 6-8 feet of additional disturbance. This alternative is less
desirable for clear safety reasons.
Recommendation for Action by Committee:
Design and installation of an off road pathway with as much separation from the
roadway as possible with given site constraints.
