Dan Soltysiak called the meeting to order at 6:00 PM. PLEDGE OF ALLEGIANCE Ald. Soltysiak led those present in the Pledge of Allegiance. ROLL CALL Ald. Soltysiak, Ald. Borgman and Ald. Hammel were present. STATEMENT OF PUBLIC NOTICE The meeting was noticed in accordance with the Open Meeting Laws on January 17, 2014. Alderman Borgman made a motion to recommend amending both the sanitary sewer and water main assessment policies to state that all deferred assessments will accrue interest for a maximum of twenty five years and apply this policy to all past and future deferred assessments. Alderman Hammel seconded. Motion Passed 3 in favor. Discuss acquisition of a potential well site within Belle Chasse Addition #2 Subdivision. No action was taken. It was decided that this item will be reviewed more and taken to Common Council. Approval of an Intergovernmental Agreement between the MMSD and the City of Muskego for improvements near the McShane Pump Station. CITY OF MUSKEGO Public Works Committee To: Public Works Committee From: David Simpson, P.E., Director of Public Works/City Engineer Subject: Discuss snow removal practices including salt supply Date: February 12, 2014 The City’s Department of Public Works clears snow and ice from approximately 148 miles of City roadways. Each year we budget for the purchase of salt to utilize in conjunction with these efforts. As you know, predicting the amount of salt needed in any given year is very difficult because precipitation year to year is of course unpredictable. This season has come with may snow events and extreme cold. When temperatures of the roadways reach around 5 to 10 degrees Fahrenheit above zero or below, road salt (Sodium Chloride, NaCl) becomes ineffective. When these temperatures are observed, our crews switch to utilizing a s and/salt mixture. The sand is used to increase the friction factor between the roads and vehicle tires, while the salt prevents the sand from freezing in the trucks. We can again use salt when temperatures of the roadways allow for it. The following information shows past year’s salt usage: Winter Season Approximate Salt Use (Tons) 09-10 Season 2550 10-11 Season 3045 11-12 Season 2515 12-13 Season 4330 13-14 Season 3200 used as of 2-11-14 Given that there is still very high probability for further use of salt this winter season and the need to fill the salt shed prior to the 2014 -15 season, we will most likely go over this year’s salt budget, which is $175,000. It is difficult to predict the exact amount we will need to go over budget, but I would expect a minimum of $50,000-60,000 over budget, but will have an exact amount at the end of the winter. Our salt is supplied through the State of Wisconsin DOT bidding process in which the State goes out to bid and local agencies sign an agreement to take a certain amount of salt at a set price that is bid through the State (allows for a low per ton price). All communities that I am aware of utilize this system. We have at times run low on supply this year because the supplier for the salt could not keep up with demand from all communities simultaneously. This issue is being worked on between the State and the supplier to help improve future demand. Last year, the Common Council asked me to examine other alternatives to the proposed box culvert improvement, which might have cost as much as $700,000. The Common Council budgeted $40,000 to continue to look into alternatives and design a solution that would potentially be implemented in 2015. After examining all potential solutions and knowing all the various opinions, I am recommending a new option that might best satisfy all involved parties. I would like to reconstruct a portion of Circle Drive (from Richdorf to Oak Court) as well as all of Oak Court at a lower elevation with a curb and gutter cross section. The would allow for the roadway to act as the overland flow path when flooding occurs. The benefit of having the roadway act as the relief path is that it won’t become clogged like a large culvert might. Challenges with this idea might include creating steeper driveways and yards along Oak Court as well as designing around the existing storm sewer. The attached drawing shows the area that floods and the section of roadway that would be the new drainage path. If we were to reconstruct the road without having to complete any major storm sewer work, I would estimate construction costs to be in the range of $150,000- $200,000. If storm sewer rework or retaining wall work is needed, it could add as much as $70,000 to the project cost. If we were to proceed with consultant design team selection and design this year, we could ensure that we have neighborhood input, design, and permitting in place to be able to construct this project as soon as 2015.
