met:
1. The structure is screened from view,
2. The principal structure is composed of materials, colors, or styles that are appropriate in their applications
to an accessory structure,
3. The Plan Commission finds other circumstances to be present which would result in no undue harm to the
property or its surroundings,
4. When the area is not found to be predominately residential.

DISCUSSION PC 022-2013
Plan Commission approved the site plan for Park Arthur in the year’s past. The site plan for Park Arthur included
various recreation fields, paths, pavilions, and lighting. In all, the planning and development for Park Arthur is now
in the hands of the Parks and Recreation Board unless substantial changes that warrant Planning Commission
approval are required.
One item that requires Planning Commission approval before proceeding is in relation to the proposed recreation
facility lighting plan for Park Arthur. Attached Planning Commission will find the scope of the recreational lighting
for the new baseball fields and sledding hill. The drawings show a photometric plan that has foot-candle bleeding
of light of greater than the usual city standard of 0.5 footcandles at the adjoining private property lines. However,
Section 18.04 of our Zoning Ordinance does allow for this 0.5 foot -candle requirement to be exempt for outdoor
recreation uses when approved by Planning Commission. This code section is listed for PC’s reference below:
18.04 EXTERIOR LIGHTING FOR SPECIFIED OUTDOOR RECREATION USES
Ball diamonds, playing fields, driving ranges, tennis courts, a nd similar outdoor recreation facilities have unique
requirements for night time visibility and generally have limited hours of operation. Such facilities may be exempt from
the performance standards established in this Code if the applicant can satisfy to the Plan Commission that the
following requirements are met:
(1) Building Site and Operation Plan: The Building Site and Operation Plan meets all other requirements of
Section 4 of this Code.
(2) Exterior Lighting Plan Required: A plan meeting the standards of Section 18.03 of this Code has been
submitted.
(3) Exterior Light Sources: Any exterior light source shall not exceed a maximum pole height of fifty (50) feet.
(4) Shielded Luminaires: If the luminaire is shielded in either orientation or by landscaped buffer areas to prevent
light and glare spillover to residential property(s) or residential zoning districts, the luminaire may be
positioned to exceed a total cut off angle of ninety (90) degrees.
Plan Commission will see in the supplement that the main area of the light bleeding is to occur along the east
property line along the sledding hill area and a couple of the future baseball fields. Park’s staff has acquired written
confirmation from the adjoining owner that the light bleeding is of no issue t o them (this written confirmation is in the
supplement). The Park’s Department actually already has an agreement with this owner on the use of Park
Arthur’s rec trails for their horses as well.
Lastly, Park’s staff will have all lighting on timers. Light ing on the sled hill will automatically turn off at 9:45 pm and a

couple small lights will stay on until 10 pm when everything will shutoff automatically. The ball fields along the east
property line are allowed by the Park and Recreation Board to stay on until 10 pm but typically will be off around

BACKGROUND PC 023-2013
A submittal was received from B&G Personal Storage on April 17, 2013 requesting to be allowed to keep a 12’ x 12’
accessory building on the property. The accessory structure was discovered as part of the annual review
inspection that is required for this property each year. There have been no permits or approvals for the shed. The
petitioner has stated that they wish to keep this shed up to ho ld lawn/site maintenance equipment and as such they
have submitted for Plan Commission review to be able to keep this shed up on site.
DISCUSSION PC 023-2013
The proposed shed is a plastic type shed and it is located in the northeast corner of the existi ng parking lot on the
property. The petitioner has stated that the shed is located at least 16’ away from the wetlands.
There are a few concerns relating to the proposed shed as follows:
The color of the shed is light tan, while the color of the building is a darker brown brick (as you can see in
some of the submitted photos). Typically accessory structures should be the same colors as the main
structure.
The structure is temporary in nature and is in plain view of the road. For commercial properties sheds are
typically more permanent in nature/design and they are also typically more hidden and/or screened from
view. It is not typical for these to be placed in front of a building.
Per the submitted site plan it appears that the shed is located within a drive lane. All two-way drive lanes
must be at least 24 feet in width and the space between the shed and the parking stalls does not appear to
meet this requirement.
STAFF RECOMMENDATION PC 023-2013
Denial of Resolution PC 023-2013 as proposed. Staff would be receptive to a permanent shed that more
closely matches the colors and materials of the main building and located outside of any drive aisles. Staff
would also be receptive to the relocation of this shed within the enclosed outdoor storage area. This
location would then be screened completely from view.

The petitioner is requesting an amendment to the existing Master Sign Program (MSP) for the Muskego
Centre. The original MSP was previously approved by the Plan Commission and some additional
amendments were approved on July 1, 2003 under #P.C. 089-2003. At this time the property manager
and the sign company of one of the tenants is proposing some changes to reflect new technologies and
update signage types. Since a MSP was required as part of this development, this formal Plan
Commission amendment is required to allow the proposed change.
DISCUSSION PC 024-2013
Attached is the revised MSP document. The main changes relate to the allowance of sign modules and
the outlining of letters (when appropriate). Lemberg Sign and Lighting has submitted some information
relating to the reasons that these requests are being made. They believe that these changes help reflect
current sign technologies and the needs of unique logos. They have included some examples of what
they are thinking of as far as signage goes and they also provide examples of how the signage would
look without these proposed changes being made.
The allowed overall size of the allowed amount of wall signage and the previously required colors are not
changing. The allowed signage size will continue to follow the maximum allowance of 5% of each leased
wall area for wall signage, with proper permitting being required.
Staff does not see any issues with the proposed MSP change and as such recommends approval.

THEREFORE BE IT RESOLVED, That the Plan Commission approves an amendment to the
Master Sign Program (MSP) that exists for Muskego Centre located in the SE ¼ of Section 8
(Racine Avenue / Tax Key Nos. 2192.970 & 2192.971).
BE IT FURTHER RESOLVED, That the MSP is approved as submitted and a copy of said plans
are kept on file in the Community Development Department and that all aspects of this plan shall
be followed in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution
shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
