PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Paul Peardon, Bill Miller, Terri Boyer, Barbara Erdmann, Barb Schroeder, Ald. Bob Hammel; Tammy Dunn, Recreation Manager; Scott Kroeger, Director of Public Works and Development Absent: Toby Whipple STATEMENT OF PUBLIC NOTICE This meeting was noticed in accordance with the open meeting laws. APPROVAL OF MINUTES Ms. Boyer made a motion to approve the minutes of October 2, 2018. Mr. Miller seconded. Motion was approved unanimously. OLD BUSINESS NEW BUSINESS Muskego Rotary Club Service Project – Denoon Bridge Director Kroeger said this is being deferred to the May 7, 2019 meeting. Idle Isle – Shelter & Picnic Area Rentals Manager Dunn reviewed her memo and map for the Committee members. Before the Committee discussed anything further, Alderperson Borgman spoke to the Committee on behalf of the other Alderpersons in the audience. He asked the Committee members to not consider the shelter rental area, as part of this proposal, at this time, because the Common Council is considering a different proposal to run a business from the Idle Isle shelter. Ms. Boyer made a motion to exclude the shelter area rental from this proposal. Seconded by Ald. Hammel. Miller and Schroeder abstained. Motion was approved. Mr. Peardon then called for a vote on the picnic area rentals. Miller and Schroeder abstained. The picnic area rentals were approved. Page 1 of 2 Approval of Minutes from the April 8, 2019 Meeting Packet Page 2 STATUS OF PROJECTS Director Kroeger read though and briefly touched on each agenda item listed. He gave some additional information regarding the Beer Garden Events and 5K Blitzen Run. Director Kroeger also stated the City will be looking into future Capital projects this summer. He mentioned the Parks buildings are all being re-keyed and will be handed out accordingly. He also told the Committee the City regularly has to deal with vandalism. The City has installed cameras in some park areas and is looking to install more in the future. DIRECTOR’S REPORT Manager Dunn presented her report to the Committee. Such items don’t require committee action but can certainly be discussed during the Miscellaneous Business portion of the meeting. 1. Summer registration started on April 23. As we were concerned about, our first day of registration was down $41,000 when compared to the first day of registration in 2018. We anticipate seeing a loss in net revenue of around $10,000 with the loss of the summer camps now being offered by the school district. 2. The Recreation Department has had for over 20 years the policy to allow for private rental of the city’s tennis courts. Those interested would complete an application and pay a fee for the private use. Use is limited for the number of hours and the number of people. With the addition of the pickleball courts at Lions Park and additional tennis courts at Kurth, we are now going to add these courts to our private rental form, allowing those interested to rent the courts for 1 hour of private court time. Page 1 of 1 Recreation Manager's Report Packet Page 6 Memo To:Parks and Conservation Committee From:Tom Zagar CC:Scott Kroeger, Tammy Dunn, Adam Trzebiatowski, Date:May 7, 2019 Re:Conservation Coordinator Report Below is an update of projects related to Lakes, Forestry, and Conservation: Extensive clearing of invasive shrubs was completed at Bluhm Park, Badertscher Preserve and Engel Conservation Area last fall and winter. A portion of the work was contracted while much of it was completed by staff. Some areas within Engel Conservation Area were cleared by a contractor using a forestry mower. Follow-up herbicide spraying in these areas will be conducted during the growing season. Muskego resident and Eagle Scout candidate Justin Smith completed the fence around the parking lot at Badertscher Preserve. It is constructed with repurposed utility poles supported by pillars of fieldstone masonry. The school district’s conservation restoration site adjacent to Engel Conservation Area was seeded with wetland/prairie vegetation this winter. This approximate 10-acre area will be used as an outdoor classroom. American Transmission Company (ATC) awarded the City a $3600 grant through its Pollinator Program. This funding will help restore native flowering plants to the transmission line right-of-way adjacent to the oak woods of Bluhm Park and Tudor Oaks. Brendan Smith is planting 130 seedling trees at Badertscher Preserve and Engel Conservation Area as an Eagle Scout project. Muskego’s American Legion post provided the majority of funding for his project. Prescribed burns were conducted at Kelsey Conservation site, Badertscher Preserve, the Library, Luther Parker Cemetery, and Guernsey Meadows conservation site this spring. A special thanks to volunteers who put in considerable time: Ryan Kopp of Tess Corners Fire Department, Shane Morris of Prairie Enthusiasts, and Pat Horn a resident retired firefighter. Staff planted nine larger oak trees at Marshland Camps Preserve (Durham & Holz Dr.). Community Development Department Page 1 of 3 Conservation Coordinator's Report Packet Page 7  Page 2 A new citizen scientist volunteer, Mary Borchardt, will be monitoring some of the bluebird nesting boxes at Badertscher Preserve. Resident Bob Tamm continues to monitor several other bluebird boxes in the area. On Big Muskego Lake the Bald eagles now have hatched young in their nest. The Ospreys also returned and are incubating eggs. In early April there tens of thousands of ducks of various species and about 1,000 American pelicans on the lake.
