There will be a plethora of new signage along Trails, in Parks, and at Boat Launches
installed in 2019
Little Muskego Lake Access points will be getting news signs, boundary markers, picnic
tables, garbage cans, and landscape clean up. All making them more inviting to the
general public
New park pavilions for Idle Isle and Park Arthur
Idle Isle will get a split rail fence to delineate parking lot
New playground set for Park Arthur
Kurth Park baseball field will be getting a new outfield fence. Kurth playground set will
be adjusted as need to ensure better drainage
Sandhill Park Pavillion will get electricity service
Basketball court painting scheduled for Lee Hubka Park, Schmidt Park, Old Town Hall,
Bluhm Park, Moorland Park, and Park Arthur

CALL TO ORDER
Chairman Toby Whipple called the meeting to order at 5:04 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.

STATEMENT OF PUBLIC NOTICE
This meeting was noticed in accordance with the open meeting laws.
APPROVAL OF MINUTES OF THE OCTOBER 2, 2018.
Barb Erdmann made a motion to approve the minutes of October 2, 2018. Terri Boyer
seconded. Motion was approved unanimously.

NEW BUSINESS
Annual Parking Pass for Idle Isle
Manager Dunn stated the general public has asked for an Annual Parking Pass instead of
dealing with the parking pay station each visit at Idle Isle. The sticker would be a different color
from the Season Boat Launch Pass, but would include the same tiers of Senior, Resident, and
Non-Resident pricing.
Ald. Hammel made a motion to approve an Annual Parking Pass for Idle Isle. Terri Boyer
seconded. Motion was approved unanimously.
Beachy Bistro Proposal
Director Kroeger explained to the Committee that this is a P3 type proposal, meaning a
privately run business on publicly owned land. This would be the first such agreement in
Muskego if this proposal moves forward.
Mr. Dickmann presented his Bistro idea to the Committee, including the food and liquor permits
that would be required, and that he would be investing money into the pavilion to enclose the
structure. That in turn would not allow anyone else to use the pavilion in the future. Mr.
Dickmann continued that he would cover all the alterations, the utilities, and insurance. He Page 1 of 2

would not build any additional piers for boat parking. Restaurant customers or park patrons
will be able to utilize the overflow parking at Park Arthur, if needed. He understands families
and large groups will be setup all around the pavilion grilling, kids yelling, loud music, etc.
Chairman Whipple questioned if Mr. Dickmann has spoken to the Water Bugs ski team about
their space in the pavilion, parking availability concerns and the need for such a business in a
public space. He believes this restaurant will take away from regular park use by the general
public.
Ald. Hammel did express a slight concern about parking of cars and boats. He believed
boaters may stop by and order food to take back onto their boats, but not stay at Idle Isle.
Mayor Chiaverotti spoke briefly to remind the Committee that they could recommend further
action be taken by the Committee of the Whole, but their decisions tonight were not final.
Ald. Hammel made a motion to move the Beachy Bistro Proposal to the Committee of
the Whole. Seconded by Terri Boyer. Motion was approved unanimously.

Subject: Picnic Rentals at Idle Isle

At our meeting in October 2018, discussion took place on why the City had not rented the shelter at
Idle Isle for private events. Based on that discussion, the constant request to rent that space by
residents, and in viewing the security camera footage showing how that park is used, we would like to
propose for the first time allowing rental of picnic areas at Idle Isle Park.
Proposal includes setting up 4 picnic areas to allow for multiple uses at the same time. Picnic rentals
fees would be included under the same pricing of all other park rentals, 8:30AM-2:30PM or 3:00PM-
9:30PM. Rental fee is decided by the number of attendees.
We would install a post with a weather resistant enclosure to place a reserved site sign at each of the
areas. Staff from Recreation, DPW or Park Ranger would be changing reserved signs as needed. The
picnic areas that are not under the shelters would have secured picnic tables to make sure each rental
space has enough seating. Parking fees will still apply for the picnic rentals.
Ample space including tables will remain throughout the park to allow for general park use.
Restrooms, electrical use and the water fountain would still be available to the general park users.
The Committee will need to approve the 4 suggested locations for rental. Attached are maps and
layouts for your consideration.

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such
items don’t require committee action but can certainly be discussed during the Miscellaneous Business
portion of the meeting.
1. Summer program guide will be going to printer April 5 with mailing sometime the week of April
15th and registration starting April 22. This year we are using Adobe InDesign to do the layout.
Program guide will have a new look/feel but will be about the same number of pages. We
continue to be one of the only recreation departments that does their program guide in house
and not through a typesetter. We prefer this method as it is cheaper than hiring someone to
do all the corrections/changes and it allows us the opportunity to make the guide unique
allowing us to move programs around the guide as we see fit to the enrollment trends of this
community.
2. The school district has made the decision to take over several of the very popular sports classes
we have offered for many years during the summer months. These programs were offered by
the high school coaches with the Recreation Department handling the publication of
information on the programs and the registration of the students. The city then paid the
coaches/instructors for the service they provided. We anticipate this to affect our budget
significantly as we do not have the facility space to offer replacement programs. All
information about these program offerings are now being distributed through the districts
webpage and emails to families. In discussion with the district, their plan is to continue to offer
recreation programs during the school year which will end up being competing programs during
the school year and we are not yet sure how this will affect our use of district facilities.
3. The Recreation Department will again have for rental at Idle Isle park kayaks, stand-up
paddleboards and all supporting equipment. Rental is done through the office at this time. We
are also pricing out other yard games or outdoor equipment we can purchase for rental
opportunities.
