Packet Page 1 Unapproved CITY OF MUSKEGO COMMITTEE OF THE WHOLE MINUTES March 12, 2019 5:30 PM City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 5:42 p.m. ROLL CALL Present: Alderpersons Wolfe, Hammel, Borgman, Kapusta, Engelhardt, Kubacki and Madden. Also present: City Attorney Warchol, Police Chief Rens, Public Works and Development Director Kroeger, Recreation Manager Dunn and Deputy Clerk Blenski. STATEMENT OF PUBLIC NOTICE The Deputy Clerk stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES – February 26, 2019 Alderperson Kubacki moved to approve. Alderperson Madden seconded; motion carried. NEW BUSINESS Review RFP and P3 For-Profit Use of Public Parks Director Kroeger stated the Committee discussed a proposal that was submitted for the for-profit use of the Idle Isle pavilion, bathrooms, parking and trash/recycling service in November. He was directed to provide examples of a RFP and P3 Agreement as well as additional information regarding the submitted proposal. Director Kroeger noted that all the information was e-mailed to the Committee members on Friday. Recreation Manager Dunn left the meeting to make hard copies of the information. City Attorney Warchol encouraged the Committee to do a RFP; this gives anyone interested an opportunity. Alderperson Wolfe expressed concern regarding the RFP. Mr. Dickmann submitted his proposal to the City. Is the RFP fair to him? Alderperson Wolfe does not want to see someone else take his idea and run with it. Mayor Chiaverotti supports doing a RFP. It has been the City’s past practice. The Government Finance Officers Association (GFOA) recommends determining services desired and defined through a RFP. Doing a RFP allows the City to design what it is looking for at that site. It makes the Council responsible to the taxpayers. Alderperson Madden moved to bring a RFP back to a future meeting for discussion. Alderperson Kapusta seconded; motion carried.
